    English Compounds and Russian Relational Adjectives

    English noun-noun compounds are often translated into Russian as relational adjective-noun constructions with the adjective parallel in function to the non-head noun of a compound. However, a large subclass of English compounds which are sometimes referred to as ‘deverbal’ do not have a relational adjective-noun equivalent in Russian. In deverbal compounds (e.g. van driver), as opposed to so-called ‘root’ compounds (e.g. bookstore), the head noun is derived from a verb and the non-head noun is interpreted as an internal argument of the head noun. In Russian, the same meaning is expressed by means of a genitive construction. It is proposed that this restriction is due to the morphological difference between English compounds and Russian relational adjective-noun constructions. Following Chomsky (1970) and others, nouns derived from transitive verbs may retain the internal arguments of their base verbs. Kayne (1981) shows that internal arguments may only be expressed as DPs and never as APs. Assuming that internal arguments are realized within the lowest maximal projection of their heads (Williams, 1981), adjectives may not express internal arguments because they are adjuncts and as such are realized outside of the lowest maximal projection. Thus, in English deverbal compounds, the non-head member can express an internal argument, whereas it is impossible in Russian since the non-head member of the construction is an adjective

    Major infrastructure projects and the foreign policy of the Baltic states in 2010-2014

    At the current stage of social development, particular attention is drawn to studies that assess major infrastructure -and thus political- projects aimed at a qualitative breakthrough in the socio-economic development of the countries under investigation. The scheduled multi-billion investments into energy sector are of political rather than economic nature. The projects to develop alternative power grids and high-speed railways can result in large-scale economic downturns diminishing the prospects of balanced social development. The author addresses the classical concepts of the theory of regional economy and new economic geography and their interpretation of the interconnection between political and economic factors. The article aims to demonstrate the inconsistency between political and economic objectives of the development of the Baltics. The study contributes to a broader set of research into the issues of post-Soviet economic and political development. The Baltic States follow their own political and economic ways. The study proves the hypothesis of low efficiency of large infrastructure project and their political motivation. It is concluded that the disregard of the factor of mutually beneficial economic cooperation with Russia destabilizes the development of national economic of the Baltic States. The author believes that modern infrastructure projects in the Baltic Sea region should be integrated into both western and eastern dimensions

    The current development of economic diplomacy in the world is determined by a combination of globalization and regionalization. In addition, it has an economic dimension. At the same time, the Baltic Sea region demonstrates large-scale politicisation of economic cooperation. The development of nuclear power in the eastern part of the Baltic Sea is indicative of the effectiveness of political and economic cooperation in the region. The author believes that Russia and the three Baltic States of Estonia, Latvia and Lithuania have the economic and technological opportunities for building up cooperation in the field of energy. This points to a question whether the traditional patterns of relations that developed among these countries in the past can be changed. A more pronounced international division of labour accompanied by the historically developed specialization of Russia makes nuclear power an important factor in Russia’s economic diplomacy. The promotion of Russian energy projects in the region contributes to the development of a system of mutually beneficial ties. The increasing energy deficiency in the region can serve an economic prerequisite to this process

    Current relations between Russia and Latvia are still influenced by a series of mutual claims that appeared after the demise of the USSR. Latvia — as well as Estonia and Lithuania — is both an EU and NATO member state. However, unlike the above mentioned countries, its relations with Russia are developing at a more pragmatic level. Numerous political differences often result in economic losses both for Latvia and Russia. Despite the fact that Latvia has been an independent state for more than 20 years, there are still some unresolved issues in its relations with Russia. Today, relations between the two countries are often viewed through the prism of EU — Russia relations. Nonetheless, they often do not fit this context. Settling differences between Latvia and Russia will contribute to trade relations, which are increasingly important for both parties. In order to prevent and localise emerging conflicts, diplomats, politicians, and experts should interpret Russian-Latvian relations in view of the national features without referring to theoretical models based on the mythological “unity” of the three Baltic States

    Comparative analysis of the territorial support frame of settlement in coastal areas: the case of St. Petersburg and Kaliningrad regions

    As a scientific method, comparative studies respond to the needs of society. However, the logic of globalisation has reduced the demand for comparative analysis in international and national (regional) studies. Nevertheless, old, settled coastal areas - which European urban science considers as evidence of the decisive effect of coastal position on spatial development and urbanisation - remain valid research objects. Achieving corresponding theoretical and practical goals requires qualitative and quantitative analysis of urbanisation in coastal areas. This article aims to determine whether the territorial support frameworks of settlement in the St. Petersburg and Kaliningrad regions meet the modern conditions of settlement system development. A cartographic modelling of the settlement structures of the two Russian regions was carried out using Golden Software Surfer 20. The models obtained were supplemented with isolines reflecting the fields of the spatial structure of urban settlement. The settlement systems were analysed from the standpoint of transport communications, using the Engel and Goltz coefficients. The coefficient values show that road transport is the most developed in the study regions, while river transport is the least developed. It is concluded that spatial development is leading to urbanisation and reinforcing the monocentric model of spatial structure. However, the economic effects of monocentricity are almost exhausted, and the limits of polarisation and effective growth attainable with the model are nearly reached. This calls for a transition to a polycentric urbanisation model through developing local centres and enhancing transport connectivity between them. It seems that, in the new economic and political conditions, Russia's two coastal border regions will benefit the most from the linear-­nodal settlement.     The Economics of the Security Dilemma in the Eastern Baltic Economic Dilemmas of the Security Policy of the Eastern Baltic Countries

    This article considers military security in the Eastern Baltic. The research focuses on the economic sustainability of Estonia, Latvia, and Lithuania in the context of military spending. The authors maintain that an increase in military spending can either strengthen or weaken national economic and technological potential. In Germany or Sweden, military spending accounts for a smaller proportion of the GDP or budget revenues, but it is integrated into the general model of innovative and technological development. In the case of the Baltics, it is advisable to estimate military spending as a proportion of budget revenues rather than that of GDP - this recommendation applies to all smaller states. The authors stress that the central component of any national military and economic development is a focus on general national objectives rather than solely military ones. Economically advanced countries integrate defence spending into their investment and innovation strategies and industrial policies. Smaller countries - and the Baltics are no exception - do not apply this principle. Their military spending does not contribute to the technological and economic agenda. The article shows that the military spending of Lithuania, Latvia and Estonia undermines their investment potential and serves as a critical factor in their national and governmental development. The authors suggest estimating military spending as a proportion of budget revenues rather than that of GDP
