    Is Unemployment Good for the Environment?

    Environmental quality is a public good, potentially impacted by everybody. Individual level pro-environmental behavior affects environmental quality in the aggregate. Therefore, it is important to understand what causes individual’s pro-environmental behaviors to change. We quantify the causal effect of one determinant, unemployment, using an EU-27 population representative Eurobarometer survey. Drawing on results from the theory of the private provision of public goods, and recognizing that unemployment decreases income and the opportunity cost of time, we formulate testable predictions that unemployment will decrease the extent of pro-environmental behaviors that require monetary contributions and increase the extent of pro-environmental behaviors that mainly require time/effort. Instrumental variables regressions provide empirical evidence to support these hypotheses. Changes in the unemployment rate within a sub-national region provide the exogenous variation needed to identify the causal effect. Several supplemental questions on the survey provide evidence that environmental issues lose saliency and economic issues gain saliency when one becomes unemployed, suggesting that interested parties may wish to emphasize cost savings of pro-environmental behavior rather than environmental benefits during times of increased unemployment

    Environmental Performance of State-Owned and Privatized Eastern European Energy Utilities

    Privatization in Eastern Europe has helped in the transition of the region\u27s economies from planned to free market. However, the effects of privatization on the environment are relatively unknown and many firms remain under state ownership today. We compare the environmental performance of state-owned and privatized energy utility plants in Eastern Europe utilizing a novel panel data that includes reported sulfur dioxide emissions, energy input, and ownership status. We find that state-owned plants emit more sulfur dioxide than privately owned plants; this is environmentally significant as privatization is associated with a reduction in emissions of about 55%

    How Responsive Are EU Coal-Burning Plants to Changes in Energy Prices?

    The European Union (EU) Emissions Trading System (ETS) has implicitly made it more expensive to burn coal relative to natural gas because coal has a higher carbon content. Therefore, it is important to understand how much plants reduce their coal usage in response to higher coal prices to assess the effectiveness of the ETS in reducing carbon emissions. We analyze a novel panel of coal-burning large combustion plants from a subsample of eight EU countries and found that, holding constant the natural gas price, a 1% increase in the coal price results in a 0.36% decrease in coal consumption. At current ETS prices, this implies that the average large combustion plant in our sample EU countries is burning 7% less coal than it would be absent in the ETS. This suggests that the ETS has significantly reduced carbon emissions from coal-fired plants for the eight countries represented in our sample

    How Much Versus Who: Which Social Norms Information Is More Effective?

    We conduct an experiment to investigate how different types of information about social norms affect individuals’ stated contributions to a specific pro-environment program, a student ‘green fee’, in the context of a referendum. Compared to students that receive no information about peer contributions, on average, students that receive information about the dollar value range of contributions at peer institutions contribute less while students that learn about the high percentage of students voting ‘yes’ on green fee programs at peer institutions contribute more. The results are economically significant as the absolute values of both effects represent approximately 25% of average contributions. These results suggest that information about participation rates can be more effective than information about dollar amounts in encouraging contributions to environmental initiatives. Of interest to stated preference researchers, we find that results do not change when controlling for self-selection into survey completion

    Does Eco-labeling of Services Matter? Evidence from Higher Education

    Eco-labeling of services has become increasingly common, yet little empirical evidence exists concerning its effectiveness. We address this gap in the literature by analyzing a highly visible eco-label, the American College and University Presidents’ Climate Commitment (ACUPCC), in the sector of higher education. We match information about the ACUPCC to the US Department of Education IPEDS database to examine the impact of signing on student applications, admissions, and enrollment. We mainly utilize a difference-in-difference approach to identify the effects of interest but confirm results with an interrupted time series model. We find that signing the ACUPCC increases applications and admitted students by 2.5–3.5 %. However, the evidence regarding enrollment is weaker with only some specifications finding increases of around 1–2 %. Overall, there is considerable heterogeneity across sectors and selectivity of the institutions. These results show that, at the minimum, voluntary and information-based approaches (VIBAs) for services can be effective in generating visibility and influencing less-costly consumer behavior

    POPULATION ECOLOGY OF THE NORTHERN SLIMY SALAMANDER (PLETHODON GLUTINOSUS) IN EAST-CENTRAL ILLINOIS

    The importance of plethodontid salamanders in forested habitats has been recognized for decades and more recently plethodontids have been touted as a model taxon for monitoring ecosystem integrity and recovery. However, basic demographic data that are crucial to conservation and management plans are currently lacking for many species and regions. The objectives of our study were to characterize the population density, biomass, and capture success of a peripheral population of Plethodon glutinosus to provide a comparison for eastern populations and set a baseline for future monitoring of Midwestern populations. We estimated the population density of P. glutinosus at our site to be 0.41 salamanders/m2, with an estimated biomass of 0.70 g/m2. We did not find any evidence for temperature or precipitation affecting capture success. Our results showed that our density estimate falls within the range of other population ecology studies of Plethodon and sets a baseline for other peripheral Midwestern populations
