Third sector boards in an era of austerity
TSOs are experiencing a turbulent period of rapid policy change. A multitude of challenges are arising from the contract culture and austerity policies that are resulting in unprecedented cuts to funding for TSOs whose 'resilience is being severely tested' as they face rising demand for their services from vulnerable groups directly affected by welfare reform and changes in public services (Jones et al., 2016).
This paper introduces an ongoing study into the experiences of volunteer board members of local third sector organisations (TSOs) in England. They have ultimate responsibility for governing organisations supporting some of society's most vulnerable communities/ groups, yet research has often overlooked them. Qualitative, semi-structured interviews were carried out in 2009/2010 to explore the board members’ experiences. In 2017, follow-up interviews are being conducted to explore the issues for board members within the current context. This paper outlines the background context to the study and its methodology
Measuring impact: prospects and challenges for third sector organisations
Third sector organisations (TSOs) face increased pressures from a variety of stakeholders to measure their impact. As a result there has been a significant growth in the market of tools for this purpose. In this paper we analyse some of the practical choices facing TSOs thinking about whether and how to engage in the impact measurement agenda
The impact of a changing policy environment on board members in small and medium-sized voluntary organisations
This article examines the experiences of volunteers serving as board members in small and medium-sized voluntary organisations (VOs) in England. It considers the ways in which policy developments, including the outsourcing of public service delivery and austerity programmes, are impacting on this group of volunteers. Relatively little research has considered policy change from a board member perspective, despite their key role in organisational governance. The article draws upon qualitative interviews with individual board members. It shows that policy changes are contributing to an increasingly complex role for board members in small and medium-sized VOs. The policy environment impacts on board members both by driving more challenging organisational issues for the board and, in turn, by contributing to stress and a lack of confidence at an individual level. Recruitment, training and support mechanisms are not always adequate in meeting the needs of this specific group of volunteers within this context
Gravitational detection of a low-mass dark satellite at cosmological distance
The mass-function of dwarf satellite galaxies that are observed around Local
Group galaxies substantially differs from simulations based on cold dark
matter: the simulations predict many more dwarf galaxies than are seen. The
Local Group, however, may be anomalous in this regard. A massive dark satellite
in an early-type lens galaxy at z = 0.222 was recently found using a new method
based on gravitational lensing, suggesting that the mass fraction contained in
substructure could be higher than is predicted from simulations. The lack of
very low mass detections, however, prohibited any constraint on their mass
function. Here we report the presence of a 1.9 +/- 0.1 x 10^8 M_sun dark
satellite in the Einstein-ring system JVAS B1938+666 at z = 0.881, where M_sun
denotes solar mass. This satellite galaxy has a mass similar to the Sagittarius
galaxy, which is a satellite of the Milky Way. We determine the logarithmic
slope of the mass function for substructure beyond the local Universe to be
alpha = 1.1^+0.6_-0.4, with an average mass-fraction of f = 3.3^+3.6_-1.8 %, by
combining data on both of these recently discovered galaxies. Our results are
consistent with the predictions from cold dark matter simulations at the 95 per
cent confidence level, and therefore agree with the view that galaxies formed

Conducting retrospective impact analysis to inform a medical research charity’s funding strategies: The case of Asthma UK

Complexity increases when assessing the diverse funding streams of funders such as Asthma UK, a charitable patient organisation supporting medical research to benefit people with asthma. This paper aims to describe the various impacts identified from a range of Asthma UK research, and explore how Asthma UK utilised the characteristics of successful funding approaches to inform future research strategies. METHODS: We adapted the Payback Framework, using it both in a survey and to help structure interviews, documentary analysis, and case studies. We sent surveys to 153 lead researchers of projects, plus 10 past research fellows, and also conducted 14 detailed case studies. These covered nine projects and two fellowships, in addition to the innovative case studies on the professorial chairs (funded since 1988) and the MRC-Asthma UK Centre in Allergic Mechanisms of Asthma (the ‘Centre’) which together facilitated a comprehensive analysis of the whole funding portfolio. We organised each case study to capture whatever academic and wider societal impacts (or payback) might have arisen given the diverse timescales, size of funding involved, and extent to which Asthma UK funding contributed to the impacts. RESULTS: Projects recorded an average of four peer-reviewed journal articles. Together the chairs reported over 500 papers. All streams of funding attracted follow-on funding. Each of the various categories of societal impacts arose from only a minority of individual projects and fellowships. Some of the research portfolio is influencing asthma-related clinical guidelines, and some contributing to product development. The latter includes potentially major breakthroughs in asthma therapies (in immunotherapy, and new inhaled drugs) trialled by university spin-out companies. Such research-informed guidelines and medicines can, in turn, contribute to health improvements. The role of the chairs and the pioneering collaborative Centre is shown as being particularly important. CONCLUSIONS: We systematically demonstrate that all types of Asthma UK’s research funding assessed are making impacts at different levels, but the main societal impacts from projects and fellowships come from a minority of those funded. Asthma UK used the study’s findings, especially in relation to the Centre, to inform research funding strategies to promote the achievement of impact.This study was funded by Asthma UK
Using focus groups to design systems science models that promote oral health equity
Background
While the US population overall has experienced improvements in oral health over the past 60 years, oral diseases remain among the most common chronic conditions across the life course. Further, lack of access to oral health care contributes to profound and enduring oral health inequities worldwide. Vulnerable and underserved populations who commonly lack access to oral health care include racial/ethnic minority older adults living in urban environments. The aim of this study was to use a systematic approach to explicate cause and effect relationships in creating a causal map, a type of concept map in which the links between nodes represent causality or influence.
Methods
To improve our mental models of the real world and devise strategies to promote oral health equity, methods including system dynamics, agent-based modeling, geographic information science, and social network simulation have been leveraged by the research team. The practice of systems science modeling is situated amidst an ongoing modeling process of observing the real world, formulating mental models of how it works, setting decision rules to guide behavior, and from these heuristics, making decisions that in turn affect the state of the real world. Qualitative data were obtained from focus groups conducted with community-dwelling older adults who self-identify as African American, Dominican, or Puerto Rican to elicit their lived experiences in accessing oral health care in their northern Manhattan neighborhoods.
Results
The findings of this study support the multi-dimensional and multi-level perspective of access to oral health care and affirm a theorized discrepancy in fit between available dental providers and patients. The lack of information about oral health at the community level may be compromising the use and quality of oral health care among racial/ethnic minority older adults.
Conclusions
Well-informed community members may fill critical roles in oral health promotion, as they are viewed as highly credible sources of information and recommendations for dental providers. The next phase of this research will involve incorporating the knowledge gained from this study into simulation models that will be used to explore alternative paths toward improving oral health and health care for racial/ethnic minority older adults
Neutrophils in cancer: neutral no more
Neutrophils are indispensable antagonists of microbial infection and facilitators of wound healing. In the cancer setting, a newfound appreciation for neutrophils has come into view. The traditionally held belief that neutrophils are inert bystanders is being challenged by the recent literature. Emerging evidence indicates that tumours manipulate neutrophils, sometimes early in their differentiation process, to create diverse phenotypic and functional polarization states able to alter tumour behaviour. In this Review, we discuss the involvement of neutrophils in cancer initiation and progression, and their potential as clinical biomarkers and therapeutic targets
Colonization history of the western corn rootworm (Diabrotica virgifera virgifera) in North America: insights from random forest ABC using microsatellite data
First described from western Kansas, USA, the western corn rootworm, Diabrotica virgifera virgifera, is one of the worst pests of maize. The species is generally thought to be of Mexican origin and to have incidentally followed the expansion of maize cultivation into North America thousands of years ago. However, this hypothesis has never been investigated formally. In this study, the genetic variability of samples collected throughout North America was analysed at 13 microsatellite marker loci to explore precisely the population genetic structure and colonization history of D. v. virgifera. In particular, we used up-to-date approximate Bayesian computation methods based on random forest algorithms to test a Mexican versus a central-USA origin of the species, and to compare various possible timings of colonization. This analysis provided strong evidence that the origin of D. v. virgifera was southern (Mexico, or even further south). Surprisingly, we also found that the expansion of the species north of its origin was recent—probably not before 1100 years ago—thus indicating it was not directly associated with the early history of maize expansion out of Mexico, a far more ancient event
Visualizing variation within Global Pneumococcal Sequence Clusters (GPSCs) and country population snapshots to contextualize pneumococcal isolates
Knowledge of pneumococcal lineages, their geographic distribution and antibiotic resistance patterns, can give insights into
global pneumococcal disease. We provide interactive bioinformatic outputs to explore such topics, aiming to increase dissemination of genomic insights to the wider community, without the need for specialist training. We prepared 12 country-specific
phylogenetic snapshots, and international phylogenetic snapshots of 73 common Global Pneumococcal Sequence Clusters
(GPSCs) previously defined using PopPUNK, and present them in Microreact. Gene presence and absence defined using Roary,
and recombination profiles derived from Gubbins are presented in Phandango for each GPSC. Temporal phylogenetic signal
was assessed for each GPSC using BactDating. We provide examples of how such resources can be used. In our example use of
a country-specific phylogenetic snapshot we determined that serotype 14 was observed in nine unrelated genetic backgrounds
in South Africa. The international phylogenetic snapshot of GPSC9, in which most serotype 14 isolates from South Africa
were observed, highlights that there were three independent sub-clusters represented by South African serotype 14 isolates.
We estimated from the GPSC9-dated tree that the sub-clusters were each established in South Africa during the 1980s. We
show how recombination plots allowed the identification of a 20kb recombination spanning the capsular polysaccharide locus
within GPSC97. This was consistent with a switch from serotype 6A to 19A estimated to have occured in the 1990s from the
GPSC97-dated tree. Plots of gene presence/absence of resistance genes (tet, erm, cat) across the GPSC23 phylogeny were
consistent with acquisition of a composite transposon. We estimated from the GPSC23-dated tree that the acquisition occurred
between 1953 and 1975. Finally, we demonstrate the assignment of GPSC31 to 17 externally generated pneumococcal serotype
1 assemblies from Utah via Pathogenwatch. Most of the Utah isolates clustered within GPSC31 in a USA-specific clade with the
most recent common ancestor estimated between 1958 and 1981. The resources we have provided can be used to explore to
data, test hypothesis and generate new hypotheses. The accessible assignment of GPSCs allows others to contextualize their
own collections beyond the data presented here
