La valutazione delle politiche pubbliche nel settore privato: recenti evoluzioni e prospettive

Questo articolo ha l’obiettivo di fare il punto sugli strumenti valutativi attualmente in uso nel settore privato - inclusi sia il privato for profit sia il terzo settore - per valutare il contributo al conseguimento di obiettivi ambientali e sociali di rilievo pubblico. In questo settore è infatti in corso una evoluzione molto rapida, da strumenti di accountability miranti a rendere conto degli impegni assunti dalle organizzazioni, a più complessi sistemi di analisi degli outcome. Questi ultimi ambiscono non solo a valutare l’impatto ma anche a fornire evidenze strutturate affiché i cittadini possano esprimere scelte consapevoli, nel contempo alimentando la domanda di valutazione. La valutazione nel settore privato, pertanto, condivide alcune delle finalità della valutazione delle politiche pubbliche: una maggiore connessione tra i due mondi è indispensabile così come è auspicabile individuare percorsi e competenze capaci di tradurre le rispettive istanze in obiettivi valutativi comuni

This book examines the progress of institutionalisation of evaluation in European countries from various perspectives. . It describes both prior developments and current states of evaluation in 16 European countries and across the European Union (EU), focussing on three dimensions, namely the political, social and professional systems. These detailed country reports, which have been written by selected researchers and authors from each of the respective countries, lead to a concluding comparison and synthesis. This is the first of four volumes of the compendium The Institutionalisation of Evaluation to be followed by volumes on the Americas, Africa and Australasia. The overall aim is to provide an interdisciplinary audience with cross-country learning to enable them to better understand the institutionalisation of evaluation in different nations, world regions and different sectors

Evaluation in Italien

Obwohl die Evaluation weltweit boomt, ist über die Institutionalisierung der Evaluation in den einzelnen Ländern weltweit wenig bekannt. Um diesem Wissensdefizit abzuhelfen, hat das Centrum für Evaluation (CEval) der Universität des Saarlandes ein Forschungsprojekt gestartet, mit dem anhand eines einheitlichen theoretischen und methodischen Konzepts alle Länder, in denen Evaluation eine nennenswerte Rolle spielt, auf ihren Institutionalisierungsgrad untersucht werden. Dabei wird zwischen dem politischen, dem sozialen und dem Professionalisierungssystem unterschieden. Die Ergebnisse für Europa liegen jetzt vor. Trotz der enormen kulturellen, sozialen und politischen Unterschiede, die zwischen den europäischen Ländern herrschen, zeigt sich, dass die Institutionalisierung im politischen System am stärksten, im sozialen System hingegen am schwächsten ausgeprägt ist. Erstaunlich ist auch, dass es zwischen dem Institutionalisierungsgrad im politischen und sozialen System und dem Professionalisierungssystem kaum einen Zusammenhang gibt. Als treibende Kräfte haben sich länderübergreifend vor allem die Verwaltungsmodernisierung (New Public Management, Output-/Outcome-Steuerung etc.) und die Anforderungen der EU erwiesen

La valutazione di impatto sociale: obiettivi, metodi ed evoluzioni

The social impact assessment is an activity of social research and an assessment practice that has received an increasing spread. Burgeoned from the environmental impact assessment method, its early formulations aim to anticipate and mitigate the adverse social impacts of a proposed intervention, whilst also contributing to strengthening positive ones. Since the first applications, different versions of social impact assessment have been proposed, depending on the unit of analysis and the purposes of the evaluation. The article offers two reading tracks: the social impact assessments applied to programs, policies and reforms; and impact assessments applied to social enterprises and social investments. The article concludes with some notes on the contribution of social impact assessment to make a step further to reach the most relevant evaluation purposes and some cautions to consider in the development of these methods
