    After the Rain – learning the lessons from flood recovery in Hull

    The report shows that it is often not so much the floods themselves, but what comes afterwards, that people find so difficult to deal with. The research on which this report is based aimed to undertake a real-time longitudinal study to document and understand the everyday experiences of individuals following the floods of June 2007 in interaction with networks of actors and organisations, strategies of institutional support and investment in the built environment and infrastructure. It had the following objectives: - To identify and document key dimensions of the longer term experience of flood impact and flood recovery, including health, economic and social aspects. - To examine how resilience and vulnerability were manifest in the interaction between everyday strategies of adaptation during the flood recovery process, and modes of institutional support and the management of infrastructure and the built environment. -To explore to what extent the recovery process entailed the development of new forms of resilience and to identify the implications for developing local level resilience for flood recovery in the future. To develop an archive that will be accessible for future research into other aspects of flood recovery. The flooding which affected the city of Kingston-upon-Hull took place in June 2007. Over 110mm of rain fell during the biggest event, overwhelming the city‟s drainage system and resulting in widespread pluvial flooding. The floods affected over 8,600 households and one person was killed.     Investigation of hospital discharge cases and SARS-CoV-2 introduction into Lothian care homes

    Background The first epidemic wave of severe acute respiratory syndrome coronavirus-2 (SARS-CoV-2) in Scotland resulted in high case numbers and mortality in care homes. In Lothian, over one-third of care homes reported an outbreak, while there was limited testing of hospital patients discharged to care homes. Aim To investigate patients discharged from hospitals as a source of SARS-CoV-2 introduction into care homes during the first epidemic wave. Methods A clinical review was performed for all patients discharges from hospitals to care homes from 1st March 2020 to 31st May 2020. Episodes were ruled out based on coronavirus disease 2019 (COVID-19) test history, clinical assessment at discharge, whole-genome sequencing (WGS) data and an infectious period of 14 days. Clinical samples were processed for WGS, and consensus genomes generated were used for analysis using Cluster Investigation and Virus Epidemiological Tool software. Patient timelines were obtained using electronic hospital records. Findings In total, 787 patients discharged from hospitals to care homes were identified. Of these, 776 (99%) were ruled out for subsequent introduction of SARS-CoV-2 into care homes. However, for 10 episodes, the results were inconclusive as there was low genomic diversity in consensus genomes or no sequencing data were available. Only one discharge episode had a genomic, time and location link to positive cases during hospital admission, leading to 10 positive cases in their care home. Conclusion The majority of patients discharged from hospitals were ruled out for introduction of SARS-CoV-2 into care homes, highlighting the importance of screening all new admissions when faced with a novel emerging virus and no available vaccine

    SARS-CoV-2 Omicron is an immune escape variant with an altered cell entry pathway

    Vaccines based on the spike protein of SARS-CoV-2 are a cornerstone of the public health response to COVID-19. The emergence of hypermutated, increasingly transmissible variants of concern (VOCs) threaten this strategy. Omicron (B.1.1.529), the fifth VOC to be described, harbours multiple amino acid mutations in spike, half of which lie within the receptor-binding domain. Here we demonstrate substantial evasion of neutralization by Omicron BA.1 and BA.2 variants in vitro using sera from individuals vaccinated with ChAdOx1, BNT162b2 and mRNA-1273. These data were mirrored by a substantial reduction in real-world vaccine effectiveness that was partially restored by booster vaccination. The Omicron variants BA.1 and BA.2 did not induce cell syncytia in vitro and favoured a TMPRSS2-independent endosomal entry pathway, these phenotypes mapping to distinct regions of the spike protein. Impaired cell fusion was determined by the receptor-binding domain, while endosomal entry mapped to the S2 domain. Such marked changes in antigenicity and replicative biology may underlie the rapid global spread and altered pathogenicity of the Omicron variant

    Organizing water:the hidden role of intermediary work

    The increasingly complex challenges of making water management more sustainable require a critical and detailed understanding of the social organisation of water. This paper examines the hitherto neglected role that 'intermediary' organisations play in reshaping the relations between the provision and use of water and sanitation services. In response to new regulatory, environmental, social, and commercial pressures the relationships between water utilities, consumers, and regulators are changing, creating openings for both new and existing organisations to take on intermediary functions. Drawing on recent EU-funded research we provide the first systematic analysis of intermediary organisations in the European water sector, examining the contexts of their emergence, the ways they work, the functions they perform, and the impacts they can have. With a combination of conceptual and empirical analysis we substantiate and elaborate the case for appreciating the often hidden work of intermediaries. We caution, however, against over-simplistic conclusions on harnessing this potential, highlighting instead the need to reframe perspectives on how water is organised to contemplate actor constellations and interactions beyond the common triad of provider, consumer, and regulator

    What is Complexity Science? Toward an Ecology of Ignorance.

    I argue that the question �what is complexity science?� presents an opportunity to think critically about complexity science, and to ask the question tells us something about what work still needs to be done in understanding complex social dynamics. The paper is a performance of complexity science, putting complexity science to the ultimate test asking, how can complexity science help us answer the question �what is complexity science�? Making a distinction between the study of complex social orders and complex social orderings, I argue there continues to be a problem of establishing the grounds upon which complexity science can be seen to offer an adequate account of social dynamics, in particular because of a continued tendency towards determinism and reductionism. I suggest that the concept of emergence needs to be re-thought, and, drawing upon Luhmann, that a key role for complexity science is to ask, how is ignorance dealt with

    Making (Dis)Connections: Complexity and the Policy Process.

    This article explores the methodological problems of using models from �complexity science� for understanding policy process. The article argues that the problem of complexity is not just a problems for modelling, but needs to be understand as a problem in the world of social policy itself. Highlighting the possibility of describing policy process with complexity science, the article then situates the issues through three scenarios from an ethnographic study of collaboration in social welfare. The article asks, �how do we make connections between these scenarios as part of a policy process?� and suggests there is value in understanding policy process as constituted in communications. Doing so suggests recognising the inherent role of �ignorance� as part of policy process
