A team of key personnel were available during the show to familiarize international users with the STS program and the space shuttle capabilities.     An approach and criteria for evaluating NASA funded experiments and demonstrations which have commercial potential were developed. Methods for insuring quick initial screening of commercial proposals are presented. Recommendations are given for modifying the current evaluation approach. New criteria for evaluating commercially orientated materials processing in space (MPS) proposals are introduced. The process for selection of qualified individuals to evaluate the phases of this approach and criteria is considered and guidelines are set for its implementation

    The airborne measurement requirements of the scientific and applications experiment user community were assessed with respect to the suitability of proposed strawman airborne platforms. These platforms provide a spectrum of measurement capabilities supporting associated mission tradeoffs such as payload weight, operating altitude, range, duration, flight profile control, deployment flexibility, quick response, and recoverability. The results of the survey are used to examine whether the development of platforms is warranted and to determine platform system requirements as well as research and technology needs

    STS pilot user development program

    Full exploitation of the STS capabilities will be not only dependent on the extensive use of the STS for known space applications and research, but also on new, innovative ideas of use originating with both current and new users. In recognition of this, NASA has been engaged in a User Development Program for the STS. The program began with four small studies. Each study addressed a separate sector of potential new users to identify techniques and methodologies for user development. The collective results established that a user development function was not only feasible, but necessary for NASA to realize the full potential of the STS. This final report begins with a description of the overall pilot program plan, which involved five specific tasks defined in the contract Statement of Work. Each task is then discussed separately; but two subjects, the development of principal investigators and space processing users, are discussed separately for improved continuity of thought. These discussions are followed by a summary of the primary results and conclusions of the Pilot User Development Program. Specific recommendations of the study are given

    How Reasoning Aims at Truth

    Many hold that theoretical reasoning aims at truth. In this paper, I ask what it is for reasoning to be thus aim-directed. Standard answers to this question explain reasoning’s aim-directedness in terms of intentions, dispositions, or rule-following. I argue that, while these views contain important insights, they are not satisfactory. As an alternative, I introduce and defend a novel account: reasoning aims at truth in virtue of being the exercise of a distinctive kind of cognitive power, one that, unlike ordinary dispositions, is capable of fully explaining its own exercises. I argue that this account is able to avoid the difficulties plaguing standard accounts of the relevant sort of mental teleology

    Infrared Emission from the Radio Supernebula in NGC 5253: A Proto-Globular Cluster?

    Hidden from optical view in the starburst region of the dwarf galaxy NGC 5253 lies an intense radio source with an unusual spectrum which could be interpreted variously as nebular gas ionized by a young stellar cluster or nonthermal emission from a radio supernova or an AGN. We have obtained 11.7 and 18.7 micron images of this region at the Keck Telescope and find that it is an extremely strong mid-infrared emitter. The infrared to radio flux ratio rules out a supernova and is consistent with an HII region excited by a dense cluster of young stars. This "super nebula" provides at least 15% of the total bolometric luminosity of the galaxy. Its excitation requires 10^5-10^6 stars, giving it the total mass and size (1-2 pc diameter) of a globular cluster. However, its high obscuration, small size, and high gas density all argue that it is very young, no more than a few hundred thousand years old.
