    Something in the Water? Testing for Groundwater Quality Information in the Housing Market

    I test the level of information regarding possible groundwater contamination in the residential real estate market in Washington County, Minnesota. An approximately seven square-mile trichloroethylene plume has affected hundreds of households’ water supplies since at least 1988 in the region. I find that homeowners were initially well-informed by market forces, but were later somewhat misinformed by government actions regarding the potential of water contamination from the plume.     Orthosis reduces breast pain and mechanical forces through natural and augmented breast tissue in women lying prone

    BACKGROUND: Breast implant displacement or rupture can cause aesthetic problems and serious medical complications. Activities with prone positioning and loading of the anterior chest wall, such as massage, chiropractic or osteopathic therapies may increase the risk of implant failure and can also cause discomfort in women with natural breast tissue. Here we test the effectiveness of a newly developed orthosis on pain, mechanical pressure and displacement of breast tissue in women with cosmetic augmentation, post-mastectomy reconstruction, lactating or natural breast tissue. METHODS: Thirty-two females volunteers, aged 25–56 years with augmented, reconstructed, natural or lactating breast tissue and cup sizes B-F, participated in this open-label clinical trial. We measured pain perception, peak pressure, maximum force, and breast tissue displacement using different sizes of the orthosis compared to no orthosis. Different densities of the orthosis were also tested in a subgroup of women (n = 7). Pain perception was rated using a validated 11-point visual-analogue scale. Peak pressure and maximum force were assessed using a bilateral set of capacitance-pliance® sensor strips whilst participants were load bearing in a prone position, and breast displacement was measured by magnetic-resonance-imaging. RESULTS: The orthosis significantly reduced pain, breast displacement and mechanical pressures in women with natural and augmented breast tissue in prone position. Greater relief of pain and greater reduction in mechanical forces were found with increased size and density of the orthosis. Use of the orthosis improved overall comfort by 64-100%, lowered peak pressure by up to 85% and maximum force by up to 96%. Medio-lateral displacement of breast tissue was reduced by 16%, resulting in a 51% desirable increase of breast tissue height. CONCLUSION: Our study demonstrated that the newly developed orthosis significantly reduced pain, mechanical pressure and breast tissue displacement in women with augmented and natural breast tissue when lying prone. Our findings are of clinical significance, potentially reducing the risk of complication from prone activities in women with breast augmentation or reconstruction, as well as improving comfort whilst undergoing prone procedures.     Identifying factors influencing the leadership performance of Saudi's healthcare sector

    The purpose of this article is to identify the aspects that relate to performance level; including enablers and inhibitors that influence leadership performance in the healthcare sector of the Kingdom of Saudi Arabia (KSA). A grounded research methodology and an action research approach that was ‘issue focused’ were used to gain the perceptions of the participants from the organisational culture as empirical data. The overall trends observed in the collected data emphasize the important role of culture in shaping performance level. In addition, the domination of factors related to the national culture and Islamic values has appeared the greatest factor affecting leaders' decisions; it also forms their relations with subordinates as well as their commitment to the organization. Viewed through this study, the effect of culture aspects on the performance level in this important sector can be understood and new and integrated solutions to overcome potential negative outcomes. Because of the chosen research approach, the research results may lack generalisability. Therefore, researchers are encouraged to test the proposed propositions further. The paper discusses the implications of the study findings for healthcare sector managers in different levels. This paper fulfils an identified need to study how culture can influence workforce practices in healthcare organizations and to what extent can that affect the quality of services delivered to the patients

    The effects of cultural aspects and leadership practices on the healthcare organizations' performance: the case of Saudi Arabia

    This article aims to investigate the effects of cultural factors and leadership practices towards organisational performance development in healthcare organizations. A case study of one of Saudi Arabia’s key healthcare providers was used. This study investigated the leadership practices, organizational culture, and performance improvement in the case study of healthcare organisations using qualitative interpretive paradigm to explore, explain and describe “the current state” based on the perceptions and opinion of individuals. Constructive-interpretivism philosophical approach is used for this study, employing a qualitative strategy. The study is specifically sought to determine the factors that promote and inhibit leadership performance improvement culture. Results suggest the heavy influences of organisational culture and other factors in the case study sector such as religious and national cultures, on the leadership performance. Research participants indicate that positive and negative behaviours of leaders and executives in top management affect the performance of employees and shape the organisational culture. The implications of these findings are highlighted, as well as the need to further explore how cultural factors and leadership practicescan affect the level of productivity in this vital sector

    Towards the establishment of program evaluation system in Japanese higher education : learning from the quality code adopted in the United Kingdom

    Despite global trends in quality assurance emphasizing degree-specific learning outcomes, Japanese higher education has yet to develop an effective evaluation system at the degree-program level. Recent Japanese educational policies strongly suggest the need for ensuring program-level learning outcomes and corresponding evaluation systems. As such, this paper explores how to establish sound program evaluation processes in Japanese higher education by identifying an international example and examining its essential components. Firstly, this paper analyzes recent policy trends with survey results related to quality assurance systems in Japanese higher education. It explores the development and implementation of program-level evaluation practices, internal quality enhancement processes and external quality assurance mechanisms. Secondly, it will refer to the quality assurance systems adopted by higher education in the United Kingdom and discuss its key elements. The parallels between the recent reforms and the policies implemented by the United Kingdom suggest potential comparative value that could be a useful reference for the enhancement of the Japanese system. This transnational analysis will also elucidate the benefits and challenges of articulating program-level internal and external quality assurance frameworks. Lastly, this paper draws on the specific case of England to illustrate how a program evaluation framework could further the enhancement efforts of the Japanese system

    History and Status of ALSEP and the Apollo Lunar Data Project

    A suite of automated scientific instruments (the Apollo Lunar Surface Experiment Package, or ALSEP) was installed at each of the landing sites of Apollo 12, 14, 15, 16, and 17 from 1969 to 1972. They operated from deployment until decommissioning on 30 September 1977. These data were continuously transmitted to Earth and saved on the Range Tapes, which were recorded at the Manned Space Flight Network stations. These data were also broken out by experiment and sent to the experiment Principal Investigators on what were called the P.I. Tapes. Starting in April 1973 the Range Tape data were stored in digital format on 7-track magnetic tapes, the ARCSAV Tapes. In February 1976, the handling of the Range Tapes was transferred to UT Galveston. They produced 9-track tapes referred to as the Work Tapes. Following the Apollo program the Range and ARCSAV tapes, which were never archived, were lost. The Work Tapes were archived at the National Space Science Data Center (NSSDC). Some investigators archived their individual experiment data with NSSDC as well, but much of the data had minimal documentation, were not in digital form, or were stored in difficult to translate formats. Data from many experiments were never delivered to the NSSDC. The Lunar Data Project was started to address the problem of both missing and not readily usable data. Our effort has resulted in recovery of some of the ARCSAV tapes, recovery and digitization of a large volume of Apollo scientific and technical documentation, and restoration of many ALSEP and other Apollo data collections. Restoration involves deciphering formats, assembling necessary ancillary data (metadata), and packaging data in digital format to be archived with the Planetary Data System (PDS). Recovery of the data from the ARCSAV tapes involved having the tapes read on special equipment and extracting the individual experiment data out of the integrated data stream. We will report on the history and status of the various recovery efforts

    The Luminosity, Mass, and Age Distributions of Compact Star Clusters in M83 Based on HST/WFC3 Observations

    The newly installed Wide Field Camera 3 (WFC3) on the Hubble Space Telescope has been used to obtain multi-band images of the nearby spiral galaxy M83. These new observations are the deepest and highest resolution images ever taken of a grand-design spiral, particularly in the near ultraviolet, and allow us to better differentiate compact star clusters from individual stars and to measure the luminosities of even faint clusters in the U band. We find that the luminosity function for clusters outside of the very crowded starburst nucleus can be approximated by a power law, dN/dL \propto L^{alpha}, with alpha = -2.04 +/- 0.08, down to M_V ~ -5.5. We test the sensitivity of the luminosity function to different selection techniques, filters, binning, and aperture correction determinations, and find that none of these contribute significantly to uncertainties in alpha. We estimate ages and masses for the clusters by comparing their measured UBVI,Halpha colors with predictions from single stellar population models. The age distribution of the clusters can be approximated by a power-law, dN/dt propto t^{gamma}, with gamma=-0.9 +/- 0.2, for M > few x 10^3 Msun and t < 4x10^8 yr. This indicates that clusters are disrupted quickly, with ~80-90% disrupted each decade in age over this time. The mass function of clusters over the same M-t range is a power law, dN/dM propto M^{beta}, with beta=-1.94 +/- 0.16, and does not have bends or show curvature at either high or low masses. Therefore, we do not find evidence for a physical upper mass limit, M_C, or for the earlier disruption of lower mass clusters when compared with higher mass clusters, i.e. mass-dependent disruption.
