    The Effects of Federalism and Privatization on Productivity in Chinese Firms

    This study offers empirical evidence about how the structure of government and private ownership affects productivity in Chinese firms. It uses the microdata of China's most recent decennial industrial census, covering all of the 23,000 large and medium industrial firms operating in China during 1995. The results show that government decentralization – 'federalism' – plays an important role in improving the performance of not just collective firms, but also state-owned and mixed public/private ownership firms. This result is strongly confirmatory of much of the recent theoretical work on transition economies that posits a key role for government in the efficient operation of markets. Privatization makes a big difference in performance for firms administered at the federal level, especially state-owned enterprises. Private ownership also makes a large difference for wholly foreign-owned firms, nearly all located in special districts. In local jurisdictions, however, there is little difference in productivity across the various nonstate ownership types, supporting the argument that the regulatory environment played a critical role in successful business performance.china productivity microdata ownership decentralization

    International Comparisons of R&D Expenditure: Does an R&D PPP Make a Difference?

    Purchasing power parities (PPPs) for R&D expenditure in 19 manufacturing industries are developed for France, Germany, Japan, the Netherlands and the United Kingdom relative to the United States for the years 1997 and 1987. These PPPs are based on R&D input prices for specific cost categories and differ substantially from current practice of comparing R&D expenditure using GDP PPPs and deflators. After taking into account differences in the relative price of R&D labor and materials, separate PPPs for other R&D cost categories are less essential, and a simpler version using GDP PPPs for these other categories should suffice. Our preferred PPPs are used to compare international R&D costs and intensity. The results suggest that the efforts devoted to R&D in each country are more similar across countries than is apparent using the nominal R&D intensities that are currently the norm.

    EMERGING AGRICULTURAL WATER CONSERVATION PRICE INCENTIVES

    Recent Bureau of Reclamation policies encourage or require irrigation districts to adopt price conservation incentives. Using unpublished survey results and new district-level information, we examine the rate structures and incentives of district water pricing. Our findings reveal that the majority of districts use fixed charges independent of the quantity of water delivered and that most conservation rate structures recently implemented are designed so that the first tier quantity allocation satisfies most crop water needs. Although other district management objectives may be satisfied, price incentives are diminished or nonexistent.     IRRIGATION DISTRICT ADOPTION OF WATER CONSERVING RATE STRUCTURES

    A binary choice model was used to identify the attributes that influence irrigation district adoption of conservation rate structures. Using principles of rate design and irrigation district administration as a framework, measures of irrigation district rate structure objectives and physical and economic conditions were developed. The factors investigated characterize the constraints under which districts operate, value and cost of water, quantity of water delivered and revenue risk for districts. Rate structure adoption was predicted with over 75% accuracy. Both significant and non-significant factors are key to understanding rate choice. Districts were more likely to adopt conservation rate pricing when the cost of water to farmers was greater, higher value crops were grown and in areas with warmer and longer growing seasons. These conditions may be interpreted as reflecting the presence of greater opportunity costs in allocating water between low and higher valued uses. Conservation rate pricing was less likely to be adopted by districts where the proportion of alfalfa to total acreage was higher and with higher per acre deliveries of water. Somewhat surprisingly, annual variation in water deliveries (which should increase the risk of revenue shortfalls) and size of the district (larger districts being more sophisticated) have little bearing on the type of rate structure adopted.Environmental Economics and Policy, Land Economics/Use, Resource /Energy Economics and Policy,

    EVALUATING THE EFFECTIVENESS OF CONSERVATION WATER-PRICING PROGRAMS

    Charging farmers increasing block prices for irrigation deliveries is advocated as a means of encouraging agricultural water conservation in the West. We formulated a model of a hypothetical irrigated river basin to investigate the hyrdro-economic circumstances in which such pricing leads to water conservation. Our results indicate that increasing delivery prices may encourage irrigators to make adjustments with countervailing impacts on consumptive water use and conservation. Whether these countervailing impacts combine to conserve water or increase its consumptive use must be resolved empirically.     Occult axillary node metastases in breast cancer: their detection and prognostic significance.

    Although the presence of axillary node metastases in breast cancer is a key prognostic indicator and may influence treatment decisions, a significant proportion of patients diagnosed as axillary node negative (ANN) using standard histopathological techniques may have occult nodal metastases (OMs). A combination of limited step-sectioning (4 x 100 microns intervals) and immunohistochemical staining (with cytokeratin (MNF.116) and MUC1 (BC2) antibodies) was used to detect OM in a retrospective series of 208 ANN patients. OMs were found in 53 patients (25%), and both step-sectioning and immunohistochemical detection significantly improved detection (P < 0.05). Detection using BC2 (25%) was superior to MNF.116 (18%) and haematoxylin and eosin (H&E) (8%). OMs were found in 51 patients using only the first and deepest sectioning levels and BC2 staining. OMs were more frequently found in lobular (38%) than ductal carcinoma (25%), and more frequently in women less than 50 years (41%) than in older women (19%). Univariate overall and disease-free survival analyses showed that the presence, size and number of OM had prognostic significance as did tumour size (disease-free only) and histological and nuclear grade (P > 0.05). Cox multivariate proportional hazard regression analyses showed that the presence and increasing size of OMs were significantly associated with poorer disease-free survival, independently of other prognostic factors (P < 0.05). However there was not a significant independent association of the presence of occult metastases with overall survival (P = 0.11). These findings have important implications with regard to selection of ANN patients for adjuvant therapy
