    Enhancing urban autonomy : towards a new political project for cities.

    As the 21st Century world assumes an increasingly urban landscape, the question of how definitive urban spaces are to be governed intensifies. At the heart of this debate lies a question about the degree and type of autonomy that towns and cities might have in shaping their economic, environmental, social and cultural geography. This paper aims to examine this question. Starting with the premise that the degree of autonomy any particular town or city has is inherently an empirical question – one which can only be conceptualised in relational terms vis-à-vis the distributed, networked and territorialised responsibilities and powers of the city and the nation-state and other zones of connection – we examine four different contexts where debates over autonomy have intensified in recent history (Brazil, UK, India and South Africa). Drawing on recent respective histories, we identify key elements and enablers in the making of urban autonomy: a characteristic that exists in a variety of guises and forms and creates a patchwork landscape of differentially powerful fragments. We reveal how, beyond its characteristic as a political ideal, autonomy surfaces as a practice that emerges from within specific sectors of particular societies and through their relationship with national and regional politics. Four alternative forms of urban autonomy are delineated: fragmented, coerced (or enclave), distributed and networked. We contend that the spatial templates for autonomy are not predetermined but can be enhanced in multiple different sites and forms of political space within the city. This enhancement appears essential for the integration and strengthening of capacities for sustainable and just forms of development throughout the urban

    Effects of waterlogging on crop and pasture production in the Upper Great Southern, Western Australia

    Separate estimates of the effect of waterlogging on cereal yields were made using rainfall and crop yield statistics, and remote sensing. Both methods showed that waterlogging costs tens of millions of dollars each year in lost crop production in the Upper Great Southern Statistical Division. The costs will be over $100 m in wet years. Losses in pasture production are likely to be of a similar magnitude, but are harder to quantify

    A case-matched study of neurophysiological correlates to attention /working memory in people with somatic hypervigilance

    Accepted 14 June 2016Somatic hypervigilance describes a clinical presentation in which people report more, and more intense, bodily sensations than is usual. Most explanations of somatic hypervigilance implicate altered information processing, but strong empirical data are lacking. Attention and working memory are critical for information processing, and we aimed to evaluate brain activity during attention/working memory tasks in people with and without somatic hypervigilance. Method: Data from 173 people with somatic hypervigilance and 173 controls matched for age, gender, handedness, and years of education were analyzed. Event-related potential (ERP) data, extracted from the continuous electroencephalograph recordings obtained during performance of the Auditory Oddball task, and the Two In A Row (TIAR) task, for N1, P2, N2, and P3, were used in the analysis. Between-group differences for P3 amplitude and N2 amplitude and latency were assessed with two-tailed independent t tests. Between-group differences for N1 and P2 amplitude and latency were assessed using mixed, repeated measures analyses of variance (ANOVAs) with group and Group × Site factors. Linear regression analysis investigated the relationship between anxiety and depression and any outcomes of significance. Results: People with somatic hypervigilance showed smaller P3 amplitudes—Auditory Oddball task: t(285) = 2.32, 95% confidence interval, CI [3.48, 4.47], p = .026, d = 0.27; Two-In-A-Row (TIAR) task: t(334) = 2.23, 95% CI [2.20; 3.95], p = .021, d = 0.24—than case-matched controls. N2 amplitude was also smaller in people with somatic hypervigilance—TIAR task: t(318) = 2.58, 95% CI [0.33, 2.47], p = .010, d = 0.29—than in case-matched controls. Neither depression nor anxiety was significantly associated with any outcome. Conclusion: People with somatic hypervigilance demonstrated an event-related potential response to attention/working memory tasks that is consistent with altered information processing.Carolyn Berryman, Vikki Wise, Tasha R.     Production of intense, coherent, tunable narrow‐band lyman‐alpha radiation

    Nearly transform limited pulses of 1216 Å radiation have been generated by sum frequency generation in 0.1 to 10 torr of mercury vapor. The summed input beams, consisting of photons at 3127 Å and 5454 Å originate in 1 MHz band‐width ring‐dye laser oscillators. The beams are amplified in pulsed‐dye amplifiers pumped by the frequency doubled output of a Nd:YAG laser. The 3127 Å photons are tuned to be resonant with the two‐photon 61S to 71S mercury transition. The VUV radiation can be tuned by varying the frequency of the third non‐resonant photon. We have also observed difference frequency generation at 2193 Å and intense fluorescence from the 61P state at 1849 Å. We have studied the intensity and linewidth dependence of the 1849 Å fluorescence and 1216 Å sum frequency signals on input beam intensity, mercury density, and buffer gas pressure and composition.Peer Reviewedhttp://deepblue.lib.umich.edu/bitstream/2027.42/87716/2/49_1.pd

    Management of Hypertension in High-Risk Ethnic Minority with Heart Failure

    Hypertension (HTN) is the most common co-morbidity in the world, and its sequelae, heart failure (HF) is one of most common causes of mortality and morbidity in the world. Current understanding of pathophysiology and management of HTN in HF is mainly based on studies, which have mainly included whites. Among racial groups, African-American adults have the highest rates (44%) of hypertension in the world and are more resistant to treatment. There is an emerging consensus on the significance of racial disparities in the pathophysiology and treatment options of hypertension and heart failure. However, African Americans had been underrepresented in all the trials until the initiation of the A-HEFT trial. Since the recognition of obstructive sleep apnea (OSA) as an important medical condition, large clinical trials have shown benefits of OSA treatment among patients with HTN and HF. This paper focuses on the pathophysiology, causes of secondary hypertension, and treatment of hypertension among African-American patients with heart failure. There is increasing need for randomized clinical trials testing innovative treatment options for African-American patients

    This paper concerns the development of low-cost solutions to address challenges in digital manufacturing (DM). Service Oriented Architectures (SOAs) are a promising approach for addressing the requirements of a low-cost DM architecture. Interaction between services in a SOA is facilitated by a connectivity technology, i.e., a framework for interoperable data exchange between heterogeneous participants. We review a variety of connectivity technologies according to their suitability for use in an SME manufacturer’s production environment, and we assess how they have been integrated into past architectures.     In this paper we describe a concept-wise multi-preference semantics for description logic which has its root in the preferential approach for modeling defeasible reasoning in knowledge representation. We argue that this proposal, beside satisfying some desired properties, such as KLM postulates, and avoiding the drowning problem, also defines a plausible notion of semantics. We motivate the plausibility of the concept-wise multi-preference semantics by developing a logical semantics of self-organising maps, which have been proposed as possible candidates to explain the psychological mechanisms underlying category generalisation, in terms of multi-preference interpretations
