    Economic aspects of local authorities functioning

    © The authors. The relevance of the study on economic aspects of local authorities' functioning is due to their dual nature in the complex system of market relations. In this regard, this article is aimed at economic aspects' revealing of local authorities' functioning, as well as the disclosure of various interest levels' interaction in the system of municipal management. A leading approach in the study of this problem is the method of the effectiveness assessing of local authorities' functioning. The article presents the analysis of domestic researchers' different points of view in relation to the substantial characteristics of municipal economy, reveals the nature of the interaction of various interest levels in the system of municipal relations, discloses the duality of local authorities' position in the municipal system of economic relations, proposes a classification of business entities under the municipal economy, proves the specificity of the economic and moral relations in the system of local authorities.     Technology Platforms as an Efficient Tool to Modernize Russia's Economy

    There is an urgent need to consider the dynamic development of the global economy from the point of view of its positive impact on competitiveness improvement in national manufacturing industries, and the best ways to modernize the country economy. The purpose of the paper is to provide with perspectives for development of instruments related to technology platforms within the framework of innovation management and adapted to the conditions of Russia's economic reality. The major method in studying this issue is mathematical economic modeling which has made it possible to facilitate expediency in determining a technology platform as an effective innovation control instrument.  The paper considers European and Russian experience in deploying technology platforms, and identifies national features characteristic to the performance of the innovation management instrument.  A mathematical economic model is used for justifying the efficiency of introducing technology platforms into Russian institutional innovation system. The practical significance of results and conclusions is in its ability to improve the mechanisms of developing and implementing federal and regional innovation development programs, development of the innovation infrastructure, stimulation of the innovation activity, use of a set of technology platform instruments by public authorities.  Keywords: technology platforms, innovative development, modernization, triple helix.     Case Report of Myopia Correction by ReLEx SMILE in a Patient with Superficial Corneal Opacity

    Introduction. Reduced corneal transparency leads to dissipation of energy of the femtosecond laser (FSL), which may complicate the formation of the intrastromal incision and limits the use of FSL in eyes with corneal opacities and scars. The purpose of this work is to demonstrate the possibility of successful ReLEx SMILE in a patient with superficial corneal opacity located in the paracentral zone. Case report. Patient R., 29 years old, complained of decreased vision in both eyes since childhood. Visual acuity OD = 0.1 sph –2.75D = 1.0; OS = 0.1 sph –3.50 D cyl –0.75D ax 165° = 1.0. Biomicroscopy of the right eye visualized a superficial semi-transparent corneal opacity of 5 x 3 mm located at 5.30–6 hours at a distance of 1.3 mm from the optical center. According to the anterior segment optical coherence tomography (AS-OCT) the depth of the opacity was 73–78 microns and was limited by the Bowman’s membrane. ReLEx SMILE for myopia correction was performed on both eyes with 6.7 mm lenticule diameter at a depth of 120 µm, which covered the opacity area by 1.1 mm. The surgery was standard and uncomplicated. Seven days postoperatively the patient did not complain. Uncorrected visual acuity (UCVA) was 1.0 for both eyes (and binocularly it was 1.2). According to the AS-OCT data, a hyperreflective line of the interface zone was visualized on the right eye at the depth of 141–147 µm; the opacified superficial corneal layers were detected in the lower paracental zone over the interface line. In one month after the surgery the visual acuity did not change: UCVA = 1.0 in both eyes (binocularly 1.2). Conclusion. ReLEx SMILE technology can be considered as one of the options for myopia correction in patients with superficial corneal opacity located in the paracental zone. More observations are required to evaluate the effectiveness of this technology on corneas with paracentral opacities different in sizes and located at different depths

    В рамках работ по выявлению неоценённых залежей на разбуренных площадях нераспределенного фонда недр Пермского края проведена оценка запасов тульских нефтяных пластов Тл2-а и Тл2-б на Юрманской нефтеносной структуре. Возможность подсчёта запасов по этим объектам определяется получением промышленных притоков нефти при их испытании в колонне скважины № 174, наличием обоснованных структурных построений по данным сейсморазведки и глубокого бурения с учётом современных стратиграфических разбивок, изученностью характера выдержанности пластов по площади, обоснованностью высотного положения ВНК, оценкой эффективных нефтенасыщенных толщин пластов по данным переинтерпретации материалов ГИС, изученностью по керну вещественного состава и коллекторских свойств пластов, исследованием физико-химических свойств нефти в глубинных и поверхностных условиях, обоснованностью КИН статистическим методом.This article presents an estimation of reserves of the Tula horizon oil-bearing layers Tl2-a and Tl2-b at the Severo-Yurmanskoye oil field. Research was carried out in order to prospect the unestimated oil reserves at the previously drilled but not commercially producing areas of Perm kray. The opportunity of reserve calculation for this oil field was provided by the sufficient oil encroachment rate achieved during testing of Tula horizon layers in the borehole 174, reliable mapping of oil-bearing horizons using seismic and borehole data, existence of updated stratigraphic information, results of study of uniformity of oil-bearing layers throughout the area of the Severo-Yurmanskoye oil field, reliable estimate of the position of water-oil contact, defining the effective oil-bearing thickness of oil-bearing layers using results of borehole geophysical survey, study of lithological composition and reservoir  properties, study of physical and chemical properties of oil in borehole and in laboratory, and reliability of statistical evaluation of oil recovery factor

    Magnetic Platelets as a Platform for Drug Delivery and Cell Trapping

    The possibility of using magnetically labeled blood cells as carriers is a novel approach in targeted drug-delivery systems, potentially allowing for improved bloodstream delivery strategies. Blood cells already meet the requirements of biocompatibility, safety from clotting and blockage of small vessels. It would solve the important problem of the patient’s immune response to embedded foreign carriers. The high efficiency of platelet loading makes them promising research objects for the development of personalized drug-delivery systems. We are developing a new approach to use platelets decorated with magnetic nanoparticles as a targeted drug-delivery system, with a focus on bloodstream delivery. Platelets are non-nuclear blood cells and are of great importance in the pathogenesis of blood-clotting disorders. In addition, platelets are able to attach to circulating tumor cells. In this article, we studied the effect of platelets labeled with BSA-modified magnetic nanoparticles on healthy and cancer cells. This opens up broad prospects for future research based on the delivery of specific active substances by this method
