    Reexamination of data from the asteroid/meteoroid detector

    A reexamination of the results of the Pioneer 10 and 11 Asteroid Meteoroid Detector, or Sisyphus, was carried out in the light of a recently derived theory characterizing interplanetary matter and the Zodiacal Light (ZL). Sisyphus measured individual meteoroids from reflected sunlight and ZL between meteoroid events. The results were questioned because meteoroid orbits could not be calculated as intended and the ZL as computed from individual meteoroids did not agree with values determined from the ZL mode and from the other ZL sensor on the spacecraft. It is first shown that, independent of any explanation, the measurements are, with high probability, valid and strongly correlated with the ZL. The model which explains the strange behavior of the Sisyphus instrument also resolves the enigma why the three dust experiments on the Pioneer 10 and 11 spacecraft produced extreme disparate results for the distribution and orbits of meteoric particles and the ZL. The theory based primarily on these measurements requires a population in the inner solar system of cold meteoroid material composed mainly of volatile molecules. These meteoroids in orbits of high eccentricity are called cosmoids. They are impulsively disrupted from solar heating, resulting in order of magnitude increases in optical cross section. The dispersed particles, predominantly micron sized, scatter most of the ZL and supply the polarization. The sublimation time in sunlight for micron sized particles of volatile composition opposes the gravitational flux increase expected in approaching the sun. The other two Pioneer 10/11 dust experiments were: the Imaging Photopolarimeter for the ZL, and the Meteoroid Detection Experiment that measured penetration of 25 micron (Pioneer 10) and 50 micron (Pioneer 11) thick walls of pressurized gas cells

    The discovery of the existence of cosmoids, a class of meteoroid in near hyperbolic orbits, was made in a reevaluation of the Sisyphus Experiment on Pioneer 10 and 11. This experiment measured the spontaneous jetting of cosmoids and showed that the dispersion and increase in brightness occurs in microseconds and lasts only briefly. Cosmoid jetting caused multiple telescope thresholds to be exceeded simultaneously which explains the earlier inabilty to compute trajectories from the measured times in the fields of view. A new calculation correlated the Sisyphus individual event measurements with the zodiacal light. That the meteoroid population is dominated by cosmoids is demonstrated. Reported telescopic small comets, measured by a similar optical technique, appear consistent with the Sisyphus results. Characteristic jetting times measured by Sisyphus also show that the volatile cosmoids could not survive in short period orbits

    The evolution and comparative neurobiology of endocannabinoid signalling

    CB(1)- and CB(2)-type cannabinoid receptors mediate effects of the endocannabinoids 2-arachidonoylglycerol (2-AG) and anandamide in mammals. In canonical endocannabinoid-mediated synaptic plasticity, 2-AG is generated postsynaptically by diacylglycerol lipase alpha and acts via presynaptic CB(1)-type cannabinoid receptors to inhibit neurotransmitter release. Electrophysiological studies on lampreys indicate that this retrograde signalling mechanism occurs throughout the vertebrates, whereas system-level studies point to conserved roles for endocannabinoid signalling in neural mechanisms of learning and control of locomotor activity and feeding. CB(1)/CB(2)-type receptors originated in a common ancestor of extant chordates, and in the sea squirt Ciona intestinalis a CB(1)/CB(2)-type receptor is targeted to axons, indicative of an ancient role for cannabinoid receptors as axonal regulators of neuronal signalling. Although CB(1)/CB(2)-type receptors are unique to chordates, enzymes involved in biosynthesis/inactivation of endocannabinoids occur throughout the animal kingdom. Accordingly, non-CB(1)/CB(2)-mediated mechanisms of endocannabinoid signalling have been postulated. For example, there is evidence that 2-AG mediates retrograde signalling at synapses in the nervous system of the leech Hirudo medicinalis by activating presynaptic transient receptor potential vanilloid-type ion channels. Thus, postsynaptic synthesis of 2-AG or anandamide may be a phylogenetically widespread phenomenon, and a variety of proteins may have evolved as presynaptic (or postsynaptic) receptors for endocannabinoids

    Continuous use of authoring for adaptive educational hypermedia : a long-term case study

    Adaptive educational hypermedia allows lessons to be personalized according to the needs of the learner. However, to achieve this, content must be split into stand-alone fragments that can be processed by a course personalization engine. Authoring content for this process is still a difficult activity, and it is essential for the popularization of adaptive educational hypermedia that authoring is simplified, so that the various stakeholders in the educational process, students, teachers, administrators, etc. can easily work with such systems. Thus, real-world testing with these stakeholders is essential. In this paper we describe recent extensions and improvements we have implemented in the My Online Teacher MOT3.0 adaptation authoring tool set, based on an initial set of short-term evaluations, and then focus on describing a long-term usage and assessment of the system

    Governance and Performance: Theory-Based Evidence from US Coast Guard Inspections

    Given three stylized facts about the US Coast Guard (USCG), namely, soft penalties for safety violations, low incidence of penalties relative to the number of violations, and substantial resources devoted to inspections of vessels, this paper seeks (i) a theoretical lens to view USCG activities and (ii) an empirical assessment of whether those activities improve performance. Harrington’s (1988) model is motivated by these stylized facts about US regulation in general, and provides a solution via targeting of good and poor performers. The model generates hypotheses about optimal regulation in the context of pollution prevention activities of the USCG. An organization-level panel data set consisting of thousands of US flag tank barges is constructed to test those hypotheses. A count model that controls for vessel heterogeneity yields mixed evidence. If USCG inspections are considered exogenous variables (as the theory presumes), they appear to prevent pollution spills. But if inspections are endogenous and respond to previous spills then correcting for endogeneity reverses the earlier result. In addition, violations are found to be good predictors of pollution occurrences, suggesting that inspections are not as effective as they could be. Targeting as in Harrington’s model therefore appears to be incomplete, and the findings suggest that more complete targeting could increase performance.
