    This paper identifies market failures that limit agricultural R&D for Africa and other resource-poor environments, and proposes a mechanism to help circumvent them with cash prizes for the dissemination of successful innovations. The proposed prize institution would use ex-post experiments and farm surveys to document the value of innovations after their initial diffusion, to avoid pre-specification of technologies. Prizes would be offered in proportion to estimated social benefits, and would buy innovations into the public domain so that innovators with marketable technologies would choose not to apply for prizes.     HOW SUCCESSFUL ARE GOVERNMENT INTERVENTIONS IN FOOD MARKETS? INSIGHTS FROM THE PHILIPPINE RICE MARKET

    We investigate the Philippine government's price stabilization policy for rice. Seemingly Unrelated Regressions are used to examine the effectiveness of the program at regional and national levels over a 21-year period (January 1983 to December 2003). Results of the regional analysis indicate some NFA-induced spatial and temporal differences in terms of producer prices. The NFA successfully increased producer prices in 5 of 13 regions through stock accumulation and paddy rice purchase at floor prices. NFA stock releases do not correlate strongly with retail prices at the national level, although results from the regional model indicate that NFA stock releases reduced retail prices in five regions, leading to perceptible spatial and temporal differences between regions. Although the NFA support price appears to have been moderately successful in increasing producer prices at a national level, on average, the support price led to an increase in consumer prices in ten regions and contributed little to price stabilization. Overall, therefore, our results indicate very limited success on the part of the NFA to achieve its major objectives at either regional or national level. We suggest the NFA should concentrate its resources in the poorest areas of the country, where it might exert greater and more useful influence in smaller and locally thin rice markets.Marketing,

    Deep flaws in weldments of aluminum and titanium

    Surface flawed specimens of 2219-T87 and 6Al-4V STA titanium weldments were tested to determine static failure modes, failure strength, and fatigue flaw growth characteristics. Thicknesses selected for this study were purposely set at values where, for most test conditions, abrupt instability of the flaw at fracture would not be expected. Static tests for the aluminum weldments were performed at room, LN2 and LH2 temperatures. Titanium static tests for tests were performed at room and LH2 temperatures. Results of the static tests were used to plot curves relating initial flaw size to leakage- or failure-stresses (i.e. "failure" locus curves). Cyclic tests, for both materials, were then performed at room temperature, using initial flaws only slightly below the previously established failure locus for typical proof stress levels. Cyclic testing was performed on pairs of specimens, one with and one without a simulated proof test cycle.     Conditions controlling the growth and fracture of deep surface flaws in aerospace alloys were investigated. Static fracture tests were performed on 7075-T651 and 2219-T87 aluminum, and 6Ai-4V STA titanium . Cyclic flaw growth tests were performed on the two latter alloys, and sustain load tests were performed on the titanium alloy. Both the cyclic and the sustain load tests were performed with and without a prior proof overload cycle to investigate possible growth retardation effects. Variables included in all test series were thickness, flaw depth-to-thickness ratio, and flaw shape. Results were analyzed and compared with previously developed data to determine the limits of applicability of available modified linear elastic fracture solutions
