Building Sector: Stimulus Packages Make an Impact
The sharp slump of the German economy has left its mark on the building sector. Commercial construction has been especially affected by the significant decline in companies' propensity to invest - triggered by the macroeconomic downturn. However, due to the stable development of real wages and the overall labour market as well as targeted supporting programmes, the recession has more or less bypassed residential construction. Public sector construction even increased in 2009, most notably during the later half of the year when the effects of the second stimulus package came into force. Nevertheless, due to idle capacities in commercial construction, only moderate price increases are to be expected. Overall - and in real terms - , 2009 will see little change in German construction volumes compared to the previous year. In 2010, stimulus packages will encourage a noticeable recovery, which - in turn - will have a positive effect on the country's overall economy. All in all, construction volumes are expected to grow by more than two per cent (adjusted for price) in 2010 and the main construction industry will profit disproportionately. Konjunkturprogramm kommt auf dem Bau kaum an
Nach langen Jahren stagnierender und sogar rückläufiger Produktionsentwicklung folgt auf 2006 und 2007 auch 2008 eine positive Gesamtbilanz der Bauwirtschaft. Der konjunkturelle Ausblick auf das Jahr 2009 ist allerdings getrübt. Die deutsche Bauproduktion wird preisbereinigt 2009 fast unverändert auf dem Vorjahresniveau verharren (-0,5 Prozent). Verantwortlich hierfür sind zum einen unverkennbare Abschwächungen der privaten Investitionsneigung. Zum anderen wird das Maßnahmenpaket der Bundesregierung die Nachfrage nach Bauleistungen nicht im erhofften Maße stimulieren. Als Konjunkturprogramm ist es vor allem deshalb ungeeignet, weil es zu eng formuliert ist und damit keine breite Anstoßwirkung auf den Bausektor erreichen kann. In vielen Fällen steigen lediglich die Baupreise. Gleichzeitig taugt das Maßnahmenpaket auch nicht als durchaus notwendiges Infrastrukturprogramm, da es insgesamt zu kurzatmig angelegt ist.Construction, Forecasting, Fiscal policy
Bauwirtschaft: Konjunkturprogramme zeigen Wirkung
Der scharfe Einbruch der deutschen Konjunktur hat Spuren in der Bauwirtschaft hinterlassen. Besonders betroffen ist der Wirtschaftsbau, da durch den gesamtwirtschaftlichen Abschwung die Investitionsbereitschaft deutlich zurückgegangen ist. Beim Wohnungsbau ist die Rezession dank der stabilen Arbeitsmarkt- und Reallohnentwicklung und spezieller Förderprogramme nicht angekommen. Der öffentliche Bau legt 2009 sogar stark zu, vor allem seit der Jahresmitte, als die Wirkung des zweiten Konjunkturprogramms einsetzte. Der Preisauftrieb wird dabei moderat bleiben, da durch den Rückgang im Wirtschaftsbau Kapazitäten frei wurden. Insgesamt wird die deutsche Bauproduktion in diesem Jahr gegenüber 2008 real nahezu unverändert bleiben. Im Jahr 2010 werden die Konjunkturprogramme für eine spürbare Belebung sorgen, die sich auch positiv auf die Gesamtwirtschaft auswirken wird. In der Summe ist für 2010 mit einem Wachstum der Bauproduktion von preisbereinigt mehr als zwei Prozent zu rechnen. Überdurchschnittlich profitiert das Bauhauptgewerbe. Wie diversifiziere ich richtig? : Eine Diskussion alternativer Asset Allocation Ansätze zur Konstruktion eines "Weltportfolios"
Die vorliegende Studie evaluiert die Effizienz verschiedener Ansätze zur Vermögensallokation aus Sicht eines deutschen Privatanlegers. Neben einem erweiterten Zeitraum von 1973 bis 2007 tragen wir dabei in zweifacher Hinsicht zur Literatur bei. Erstens vergleichen wir heuristische Strategien mit wissenschaftlichen Optimierungsmodellen im Sinne von Markowitz (1952). Zweitens unterscheiden wir in der Untersuchung zwischen zwei prominenten, aber häufig getrennt voneinander analysierten Diversifikationsformen: einer geographischen Streuung des Anlagevermögens im Aktienbereich und einer Verteilung des Anlagevermögens auf verschiedene Anlageklassen. Hierzu berücksichtigen wir neben Aktien zusätzlich Renten und Rohstoffe. Die Zusammenführung dieser beiden Aspekte resultiert in der Diskussion denkbarer Aufteilungsmechanismen zur Konstruktion eines möglichst effizienten "Weltportfolios". In der empirischen Analyse erweist sich im Fall einer Diversfikation im Aktienbereich kein theoretisch fundiertes Optimierungsmodell gegenüber heuristischen Ansätzen als überlegen. In dieser Kategorie weist eine fundamentale, BIP-basierte Gewichtung signifikant bessere Ergebnisse als eine Marktkapitalisierungsgewichtung auf. Eine simple Gleichgewichtung erzielt zudem, in Übereinstimmung mit DeMiguel et al. (2008), mit Optimierungsverfahren vergleichbare Resultate. Auch unter Einbeziehung von Renten und Rohstoffen bieten Markowitz-Modelle out-of-sample keine besseren Ergebnisse als heuristische, auf zeitstabilen Gewichten beruhende Ansätze, die wir aus bestehenden Empfehlungen in der Literatur ableiten und auf ihre Robustheit hin Überprüfen. Auf Grundlage unserer Resultate schlagen wir daher einen einfach und kostengünstig zu implementierenden Ansatz zur Vermögensallokation für Privatanleger vor
How should individual investors diversify? An empirical evaluation of alternative asset allocation policies
This paper evaluates numerous diversification strategies as a possible remedy against widespread costly investment mistakes of individual investors. Our results reveal that a very broad range of simple heuristic allocation schemes offers similar diversification gains, as well-established or recently developed portfolio optimization approaches. This holds true for both international diversification in the stock market and diversification over different asset classes. We thus suggest easy-to-implement allocation guidelines for individual investors
How should private investors diversify? : An empirical evaluation of alternative asset allocation policies to construct a "world market portfolio"
This study evaluates the out-of-sample performance of numerous asset allocation strategies from the perspective of a Euro zone investor. Besides an increased sample period from January 1973 to December 2008, our contribution to the literature is twofold. First, we compare the performance of a broad spectrum of heuristic portfolio policies with a large set of well-established model extensions of the Markowitz (1952) mean-variance framework. Second, we explicitly differentiate between two prominent ways of diversification that are usually analyzed separately: international diversification in the stock market and diversification over different asset classes. Our analysis allows us to compare and discuss different diversification strategies to construct a "world market portfolio" that is as ex-ante efficient as possible. For international equity diversification, we find that none of the Markowitz-based portfolio models is able to significantly outperform simple heuristics. Among those, the GDP weighting dominates the traditional cap-weighted approach. In the asset allocation case, Markowitz models are again not able to beat a broad spectrum of fixed-weight alternatives out-of-sample. Analyzing more than 5000 heuristics, we find that in fact almost any form of well-balanced allocation over asset classes offers similar diversification gains as even very sophisticated and recently developed portfolio optimization approaches. Functional characterization of reappearing B cells after anti-CD20 treatment of CNS autoimmune disease.
The anti-CD20 antibody ocrelizumab, approved for treatment of multiple sclerosis, leads to rapid elimination of B cells from the blood. The extent of B cell depletion and kinetics of their recovery in different immune compartments is largely unknown. Here, we studied how anti-CD20 treatment influences B cells in bone marrow, blood, lymph nodes, and spleen in models of experimental autoimmune encephalomyelitis (EAE). Anti-CD20 reduced mature B cells in all compartments examined, although a subpopulation of antigen-experienced B cells persisted in splenic follicles. Upon treatment cessation, CD20+ B cells simultaneously repopulated in bone marrow and spleen before their reappearance in blood. In EAE induced by native myelin oligodendrocyte glycoprotein (MOG), a model in which B cells are activated, B cell recovery was characterized by expansion of mature, differentiated cells containing a high frequency of myelin-reactive B cells with restricted B cell receptor gene diversity. Those B cells served as efficient antigen-presenting cells (APCs) for activation of myelin-specific T cells. In MOG peptide-induced EAE, a purely T cell-mediated model that does not require B cells, in contrast, reconstituting B cells exhibited a naive phenotype without efficient APC capacity. Our results demonstrate that distinct subpopulations of B cells differ in their sensitivity to anti-CD20 treatment and suggest that differentiated B cells persisting in secondary lymphoid organs contribute to the recovering B cell pool
Low temperature synthesis of ionic phosphates in dimethyl sulfoxide
A new synthesis route for phosphates in an organic solvent at low temperatures is presented. The synthesis was done by dispersing a nitrate salt and phosphorus pentoxide in dimethyl sulfoxide. The synthesis can be performed under water-free conditions and yielded several organic and inorganic phosphates. Crystal structure solution of bistetramethylammonium hydrogencyclotriphosphate, N(CH3)(4)](2)HP3O9, was achieved by combining information gained from powder X- ray diffraction, liquid NMR and solid state (2D) NMR. Competing signatures of intersite and interlayer spin transfer in the ultrafast magnetization dynamics
Optically driven intersite and interlayer spin transfer are individually
known as the fastest processes for manipulating the spin order of magnetic
materials on the sub 100 fs time scale. However, their competing influence on
the ultrafast magnetization dynamics remains unexplored. In our work, we show
that optically induced intersite spin transfer (also known as OISTR) dominates
the ultrafast magnetization dynamics of ferromagnetic alloys such as Permalloy
(Ni80Fe20) only in the absence of interlayer spin transfer into a substrate.
Once interlayer spin transfer is possible, the influence of OISTR is
significantly reduced and interlayer spin transfer dominates the ultrafast
magnetization dynamics. This provides a new approach to control the
magnetization dynamics of alloys on extremely short time scales by fine-tuning
the interlayer spin transfer
