Genetically Generated Neural Networks I: Representational Effects
This paper studies several applications of genetic algorithms (GAs) within the neural networks field. After generating a robust GA engine, the system was used to generate neural network circuit architectures. This was accomplished by using the GA to determine the weights in a fully interconnected network. The importance of the internal genetic representation was shown by testing different approaches. The effects in speed of optimization of varying the constraints imposed upon the desired network were also studied. It was observed that relatively loose constraints provided results comparable to a fully constrained system. The type of neural network circuits generated were recurrent competitive fields as described by Grossberg (1982)
Genetically Generated Neural Networks II: Searching for an Optimal Representation
Genetic Algorithms (GAs) make use of an internal representation of a given system in order to perform optimization functions. The actual structural layout of this representation, called a genome, has a crucial impact on the outcome of the optimization process. The purpose of this paper is to study the effects of different internal representations in a GA, which generates neural networks. A second GA was used to optimize the genome structure. This structure produces an optimized system within a shorter time interval

The world architecture built upon the ashes of the World War II is collapsing. The great foundations that granted America its hegemony, shared in part with all the other winners, 64 years later can no longer answer the necessities of a world undergoing deep transformations of various kinds. Neither Bretton Woods (America\u27s pillar in the economic-financial network in the IMF and the WB) nor the UN (political pillar in the Security Council) or the atom bomb(military pillar), which sealed the financial and political hegemony are acceptable any longer, and deep modifications must be considered.
The global crisis is also a global opportunity to reconsider the questions and give voice to new answers. If one of the determining elements of the crisis has been the carelessness of politicians towards their responsibilities based on the belief that markets would regulate the necessities of common good, it cannot be that these same politicians will now manage the deep modifications that must be undertaken

Regularity, Local and Microlocal Analysis in Theories of Generalized Functions
We introduce a general context involving a presheaf A and a subpresheaf B of
A. We show that all previously considered cases of local analysis of
generalized functions (defined from duality or algebraic techniques) can be
interpretated as the B-local analysis of sections of A. But the microlocal
analysis of the sections of sheaves or presheaves under consideration is
dissociated into a "frequential microlocal analysis " and into a "microlocal
asymptotic analysis". The frequential microlocal analysis based on the Fourier
transform leads to the study of propagation of singularities under only linear
(including pseudodifferential) operators in the theories described here, but
has been extended to some non linear cases in classical theories involving
Sobolev techniques. The microlocal asymptotic analysis can inherit from the
algebraic structure of B some good properties with respect to nonlinear
operations
