    Policy analysis is the cornerstone in the implementation of policies to determine education policy implementation process Tuition Single. Implementation of Single Tuition policy is a series of government policy measures include the establishment of educational policy which is not only understood and implemented, but also need to be analyzed, reviewed, assessed, evaluated and further developed. Operation Tuition Single enacted on the basis of circulars Director General of Higher numbers: 97 / E / KU / 2013 on the basis of Law No. 12 of 2012 which contains instructions to eliminate the entrance fee and to establish and implement UKT for students. The purpose enactment UKT is to simplify the process of payment of tuition fees and eliminate other extra costs that are difficult to be supervised by the state. With so expected that all the people of Indonesia will be easier access to higher education. To reveal the problem of research using qualitative methods are Descriptive Explorative. The purpose of the study is to examine the implementation of Single Tuition Policy in the Faculty of Social and Political Sciences, Diponegoro University. The collected data were then used to formulate recommendations as a step formulation of policy alternatives. Results of the study were found in the field showed that at the level of implemelntasinya still found some problems or weaknesses, both at the level of policy formulation and policy implementation. However, there are some advantages or the power of education policy implementation model Tuition Single. Furthermore, the reconstruction of an alternative model of education the implementation of Single Tuition will be reviewed from juridical aspects, reviewing the legal umbrella, budgeting, design of policy formulation and implementation, one of which includes implementing organizations.     Policy Legislation Number 22 Year 2009 regarding Traffic and Transportation in the Application of Standards SNI Helmet in Semarang is one of the government\u27s efforts to cope with the level of accidents that occur due to the use of helmets. The focus and main objectives of this policy are Indonesian citizens without being limited lifespan. Evaluation of this policy to see the results, driving and inhibiting factors in the implementation of the policy by using the policy evaluation indicators by William Dunn, namely: effectiveness, adequacy, responsiveness and appropriateness. Evaluation of Policy Implementation Legislation Number 22 Year 2009 regarding Traffic and Transportation In The Application of Standard SNI Helmet in Semarang in the indicators of the evaluation, two of them still considered the maximum that is based on the adequacy and responsiveness, while the assessment is good in the evaluation indicators effectiveness and appropriateness. Obstacles to Implementation of Standards SNI Helmet in Semarang is the lack of knowledge and understanding of the usefulness of the helmet. Other inhibiting factors in the program are given the uneven dissemination throughout the community. The results showed that the application of Standards SNI Helmet in Semarang is not maximized. The recommendation to the program like socializing more evenly, better understanding of the use of safety helmets, clarified and reinforced sanctions

    Carried out an effective, efficient, and appropiate regional development need an optimal plan that implemented with involved partisipation from the community,so the impact will be appropiate as the need and the demand of community. subdistrict plan development discussion is a subdistrict stakeholder discussion forum to get an input about the priority activity from the village administrator and cross activity to arrange the district's regional plan work in the next year. This research is aimed to investigate the implementation of Subdistrict Plan Development Discussion and to determine what factors that obstruct the implementation. The used method of this research is descriptive qualitative. This research is based on Regional Regulation Number 15 year 2010 about Stages of Control Preparation Procedures and Implementation Evaluation of Regional Plan Development using evaluation indicators by William N. Duun. The research found that the problem of implementation of Subdistrict Plan Development Discussion is; there is a lot of unrealized communities suggestions, Musrenbang only used as an instrument of legitimation, the lack of escorts from the district, lack of trust from the people, and lack of knowledge to understanding the procedure of how to carry out the Subdistrict Plan Development Discussion. recommendation from this Subdistrict Plan Development Discussion research is; the government and thecommunity have to do cooperate in arranging the development plan, consistence with community's suggestions, cooperation and coordination in arrange the development plan, and the need of clear guidelines and mechanisms

    E-Government makes public and private sector interact with government easily via electronic media. The problem that arises is Semarang entered the lower categories of e-government votes in 2014 by Ranking E-Government of Indonesia (PEGI) Ministry of Communication and Information of the Republic of Indonesia. The purpose of this study is to assess the implementation of e-government in Semarang city and the factors that hinder the implementation of e-government in the Semarang city. The method used is qualitative descriptive. The results showed that the lack of regulations implementing e-government, the workload of human resources in some SKPD is too large, the difficulty of the installation of network infrastructure in the city, the financial resources of e-government Semarang financed by the budget; there are many benefits and no rejection from the public. Factors that hinder the implementation of e-government are the government support in terms of policy, human resource, and infrastructure resources. Overcoming limiting factor is the government of Semarang can formulate rules on the implementation of e-government so that Semarang has a reference in the implementation of e-government, SKPD provides a reliable employee in managing websites, installation and reparation of network done at night

    Increasing of using areas can causes the decreasing of green open space availability. Beside that, the decreasing of green open space also caused by judgment that the green open space is reserve area and not economical. To cover up the less area of green open space, can be done with increasing the people participations to increasing the private green open space. The purpose of this research is to find out about the policy implementation of private green open space in Pedurungan Subdistrict, Semarang City by “Five Appropriates” are Policy Accuracy, Implementation Accuracy, Target Accuracy, Environmental Accuracy and Process Accuracy. The second purpose is to find out the support and the inhibitor factors that involves in implementation process of private green open space in Pedurungan Subdistrict, Semarang City by observe in: Communication, Resources, and Authorizing Signature. The results conclude that implementation of private green open space in Pedurungan Subdistrict not optimal yet; it shows that there are people not known about implementation of private green open space yet. The inhibitor factors in implementation of private green open space in Pedurungan Subdistrict are communication that not optimal yet, and the resources that not equal yet, especially government human resource to do socialization that still definite. The support factors in policy implementation is about government commitments and responsibilities to increasing socialization about policy of private green open space in Pedurungan Subdistrict. Recommendations from the results research are: (1) To increase the private green open space directly, in order that people known about the policy; (2) Socialization can be done with interesting method; (3) increasing the human resources
