Russia's Evolving South Caucasus Policy: Security Concerns amid Ethno-political Conflicts

The South Caucasus continues to be critically important to Eurasian security. The outbreak of fighting in April 2016 between Armenia and Azerbaijan over the breakaway republic of Nagorno-Karabakh introduced new uncertainty and confrontation to the region. Russia’s policies here are crucial, as they are in the region’s other ethno-political conflicts, in Abkhazia and South Ossetia. Sergey Markedonov offers an insider’s perspective on the Kremlin’s involvement in the region, highlighting its security concerns and stressing that Russia is not taking a universal approach to all of the post-Soviet conflict zones. While the "Western" political and expert community often assumes that territorial revisionism is a kind of idée fixe within Russia, this is far from the case. Each situation demands an individual response from Moscow, as it weighs and pursues its own interests. This in turn explains the improbability of "Crimean situations" multiplying in the South Caucasus. The region undoubtedly harbors risks of confrontation - not only between Russia and the countries of the immediate region but also with such large powers as the US, the EU, Turkey, and Iran - but it also holds several opportunities for cooperation

Russland, der Westen und die Ukraine: eine Betrachtung aus Moskau

Russland und der Westen sehen sich gegenwärtig der schwersten Krise ihrer Beziehungen seit dem Ende des Kalten Krieges gegenüber. Der Westen beschuldigt Russland, in der Ukraine das Völkerrecht gebrochen zu haben, während Russland behauptet, der Westen habe früher schon auf dem Balkan und im Mittleren Osten ähnliche völkerrechtliche Bestimmungen verletzt. Die aktuelle Konfrontation ist kein neuer Kalter Krieg, sondern erwächst aus unterschiedlichen Einschätzungen darüber, was eine Verletzung der Weltordnung und des Völkerrechts darstellt. Eine endgültige Schwächung Russlands dürfte nicht den Interessen der USA und der EU dienen, da diese sich Herausforderungen durch ein aufstrebendes China und die zunehmende Bedrohungen durch islamistischen Terrorismus gegenüber sehen. Wenn Russland und der Westen das gegenwärtige Patt aufheben wollen, dürfen sie nicht Gefangene der Situation in der Ukraine bleiben, damit sie die diplomatische Diskussion wieder vollständig aufnehmen können

The chapter analyses the \u201cUkrainian Question\u201d, through examples of old and new analyses on Ukrainian identity, starting from an essay written by the British historian A.J. Toynbee in 1916, when the result of the WW1 and the future of Ukraine was still uncertain. Toynbee\u2019s assumptions are compared with interpretations given by various authors from 19th up to 21st centuries, showing that the crux of the matter is still debated by conteporary analysts. In conclusion, it is expressed the hope that the new presidency could take significant steps in order to consolidate the Ukrainian sovereignity in a peaceful perspective of democratic development

Two decades after the collapse of the Soviet Union the conflicts in Abkhazia, Nagorno Karabakh, South Ossetia and Transnistria remain unresolved and their dynamics continue to impact political stability, state-building and great power competition in the former Soviet Union. Over the last years, the international community‘s strategy for addressing them has varied significantly. By bringing together leading scholars, policy analysts, and NGO representatives from Europe, the United States and Eurasia to discuss these issues we hope to provide an opportunity to reflect on the last twenty years and to think about possible steps forward
