    HUMAN RESOURCES, SUSTAINABLE DEVELOPMENT PAWN IN SOUTH-WEST OLTENIA REGION

    Sustainable development is a strategy by which people seek ways to economic development, benefiting also from the local environment or to benefit quality of life. Aim of this paper is to highlight that each county has different sustainable development opportunities, according to demographic and economic potential. These opportunities exist for each urban area in part due to each Region.Starting from the idea accepted worldwide through sustainable development that seeks interaction and compatibility of four systems: human (social) economic, environmental (for environmental or ecological) and technology, we considered an analysis of human resources in the South-West Oltenia Region. Rresearch methods used consist of systemic analysis, comparative and comprehensive approach to the topic investigated, depending on the target. This research is based on different databases, and uses various methods in an attempt to provide an explanation of the issues that are, theoretically speaking, persuasive. Research results are to highlight the employment rate in the South region West Oltenia, the programs used by authorities to reduce unemployment and to identify any tracks to revive the labor market in this region

The main purpose of this paper is to identify the main factors affecting the ability of local authorities in Romania, especially those in Valcea county to provide economic operators and citizens conducting an environment of economic activities and a high level of quality of life. For example, I follow the development of several economic indicators relevant for economic development and opportunities for involvement of local government to improve the economic situation specific to this county. The instability in the Middle East, terrorism, the global warming and environmental change issue, the world’s growing economic globalization and its outsiders, or the political and economical competition with the Chinese and Indian giants leading to increasingly rival partnerships must be properly understood and assessed in the full extend of their implications and consequences, and addressed by appropriate policies. But the future of EU’s role as an international actor is also being decisively shaped today by the challenges the EU faces from its Eastern neighborhood which are likely to have fundamental long term economical and political consequences on the EU. These challenges directly influence EU’s stability, security and prosperity and ability to be an international actor capable of identifying its interests, and successfully pursuing or protecting them.Keywords: foreign, relations, enlargement, world, actor.

    CONSERVATING THE TRADITIONAL CELLARS OF SALACEA, BIHOR COUNTY, ROMANIA

    This paper argues for the enhanced utilization of the built heritage in the case of the unique cellars of Salacea, Bihor Country which is called „the village of 1000 cellars„. The research analysis of the cellars includes field investigations, study of existing bibliography, air-photo interpretation. For examining the architectureal plans, facades and volumes use was made of software such as: Archicad 22 R1 INT version 22.0.0.3006, Artlantis (2017) 6.5 version 6.5.2.14, Adobe Illustrator CC (2017) version 21.1.0 and Adobe Photoshop CC (2015) version 16.1, and for processing the photos Adobe Lightroom version 6.12. Cartographic materials have been processed in 3D Studio Max, Corel Draw and Corel Photopaint. The use of spatial data allowed identification and analysis of important aspect for understanding the territorial reality. The study identifies two authentic models of cellars that could be exploited for their heritage potential for tourism development and a source of income for the local area
