SMALL AND MEDIUM SIZE ENTERPRISES AS SUPPORT TO DEVELOPMENT OF AGRIBUSINESS OF REPUBLIC OF SERBIA
Development of strong and competitive sector of small and medium enterprises has very important role in process of total transition in Republic of Serbia. This sector should be one of the guidelines of economical development in the future, like in developed countries. Within the ²Strategy of development of SME and entrepreneurship in Republic of Serbia from 2003 to 2008² government of the Republic of Serbia, not accidentally, placed, among many other sectors (which are expected to contribute and boost economical development, increase the employment rate, and realize increased foreign export earnings), the sector of agricultural products processing. It can be concluded that significant contribution from agriculture to improvement of overall economic status is expected. Accession to EU should be considered not only as the opportunity, but also as a serious task in agriculture restructuring. However, aggravating circumstance, in regard to export of agricultural and food products, first of all to EU countries, is the fact that this market is under strict protective measures within the policy of agriculture and measures of agrarian protectionism. In such conditions, it is very difficult for producers and food processors to enter such closed markets. Održavanje i analiza strukture zemljišta
The structure of land is one of their most important characteristics.
Substantially influence the structure of the many features and processes in the soil is
generally accepted. Soil aggregates are strongly influenced by human activities,
including land use, tillage, application of manure and growing crops. Size of aggregates
and their stability are interconnected to describe soil structure. Size distribution and
aggregate stability after the break, are used to calculate quantitative stability index. In
the classical approach to statistical analysis of soil structure are used: Gaussian normal
function, and log-normal, Rosin-Rammler and Gaudin's-Schuhmann's functions. In
addition to these distribution models recently introduced models are based on a
dimensionless statistical moments and the log-hyperbolic distribution.Uticaj strukture zemljišta na osobine i procese u zemljištu je opšte
prihvaćen. Zemljišni agregati su izloženi raznim uticajima, uključujući korišćenje
zemljišta, obradu, aplikaciju stajnjaka i gajenje useva. Veličine agregata i njihova
stabilnost međusobno su povezani. Stoga se raspodele veličina i stabilnost agregata,
posle razbijanja, koriste za izraÄŤunavanje kvantitativnih indeksa stabilnosti. KlasiÄŤna
statistička analiza strukture zemljišta se oslanja na: normalnu, log-normalnu, Rosin-

GROUPING OF MUNICIPALITIES OF THE REPUBLIC OF SERBIA BASED ON DEVELOPMENT OF SMALL AND MEDIUM AGROBUSINESSES
Agriculture is branch of economy of special importance to the economy of the
Republic of Serbia since it creates approximately 20% of gross national product
and has realistic potentials for increase of production volume and processing of
agricultural products. Economical potential of agriculture imposes the need for
analysis of small and medium entrepreneurship which should be carrier of future
development of agribusiness. Cluster analysis is method to determine how the
municipalities in the Republic of Serbia are grouped according to the level of
development of small and medium agribusinesses. Also, in this way we get insight
into current condition of regional development of this sector as well as possibility
for development of least developed municipalities in Serbia
A RANKING OF SERBIAN DISTRICTS BASED ON THE EFFICIENCY OF SMEs IN AGRIBUSINESS
Due to the different geo-morphological, climatic, economic and social factors, Serbia represents a very heterogeneous area with specific historical legacies that are hard to overcome. Therefore, the regional specificities represent a starting point for planning the development of the economy as a whole, and of the agribusiness in particular. It is important to properly identify the regional peculiarities of agriculture in order to contribute to the agricultural development of Serbia as a whole. First of all, the attention should be placed to overcome the problems of underdeveloped areas that would contribute to a more stable and harmonious development of agriculture in Serbia. Balanced regional development policies should encourage better use of natural resources, especially in lagging behind areas. Spatial planning is a tool to create quality changes, especially in rural areas, linking different sectors (agriculture, food processing, tourism, environmental protection, etc.). The achievement of set objectives is highly dependent on the level of development of small and medium enterprises (SMEs) in agribusiness. Agribusiness is particularly interesting field for the development of SMEs as it is a complex area that involves the production and processing of agricultural and food products. Therefore, by using the appropriate mathematical and statistical methods, evaluation of the operational efficiency of SMEs in agribusiness in districts of Serbia was performed, in order to address the deficiencies and improvement opportunities in business in some areas

should be considered primarily not only as the opportunity but serious task in regard to restructuring of the agriculture.
However, impeding circumstance, in regard to export of agricultural-food products, first of all to EU countries, is the fact that this market
is under strict protective measures within the policy of agriculture and measures of agrarian protectionism. In such conditions it is very
difficult for producers and processors of food to enter such closed markets. Small and medium enterprises are facing the choice of the
business strategy:
– to place the existing product on current market;
– to place the existing product on new markets, including export;
– to sell the new product on existing market;
– to place the new product on new markets, including export.
Therefore, based on analysis of domestic market, volume and structure of import and export of agricultural and food products, as well as
analysis of food industry and agricultural production in Serbia, it is necessary to define potential programs for small and medium enterprises
with production which could be economically efficient and profitable from the aspect of investment
FRUIT GROWING AND VITICULTURE FROM THE STANDPOINT OF FUTURE DEVELOPMENT OF SERBIA
The aim of the study was to analyze trends of intensivity of fruit growing
and viticulture production in Serbia considered to be of major importance in
agricultural production. Yield and production data in fruit and viticulture growing
were analyzed for the period 1970-2005.
Positive agri-policy measures and systemic solutions at the Republic level
may contribute to the spread of biodiversity of the productions (including
processing capacities). Thus Serbia would rank high and may be expected to play
the leading role in the production, processing and export of fruit and grapes both in
the Balkans and Europe
PRODUCTION OF BASIC AGRICULTURAL CROPS IN AP VOJVODINA - TRENDS AND MUNICIPALITIES RANKING
In this paper, the development level of field crop production in
municipalities of AP Vojvodina was observed, in the period from 1989 to 2008,
through indicators of presence of harvested areas, total production and production
per ha of main field crop cultures: wheat, corn, sugar beat, sun flower, clover and
alfalfa. The tendency of change of observed traits of main field crop cultures was
monitored.
Ranking of the municipalities of AP Vojvodina is not uniform based on
presence of observed field crop cultures. Therefore, Spearman correlation
coefficient indicates medium, but statistically very significant level of compliance
of formed rankings based on individual field crop cultures. Statistical significance
was not demonstrated only in the case of presence of surfaces under sugar beat,
clover and alfalfa, as well as sunflower and clover. Based on the test of the
independence of the rankings, on the territory of the municipalities of AP
Vojvodina, it was recorded that investigated field crop productions were mutually
independent.
Considering that the level of development of the municipalities of AP
Vojvodina was analyzed through several indicators of field crop production for
determination of the synthetic ranking which would show which of the
municipalities is most developed in regard to observed field crop productions, Idistance

SMEs IN FUNCTION OF DEVELOPMENT OF ORGANIC AGRICULTURE IN SERBIA
Agricultural production is very diverse and gives the great opportunities for various activities of small and medium enterprises. There is a great competition for placement of agricultural and food products, on both, domestic and international food markets. In a situation where there is a hyper production of agricultural products in the European market, the export of agricultural and food products is possible only if it offers organic products, for which there is a great demand. Organic production in Serbia is more popular and economically more important. Thanks to potentials that are reflected primarily in the fragmented property and land that is not contaminated with harmful substances, this type of agriculture can contribute significantly to development of rural areas and agriculture in general. Therefore, organic farming is set as one of the priorities for development of agriculture, and an integral part of the strategy for rural and agricultural development in the Republic of Serbia. Development level of organic production in Serbia is low, and the reasons are as follows: a low level of environmental awareness, lack of state support to the agricultural sector, the decline in living standards of the population, and therefore the reduced purchasing power. Organic products are becoming increasingly important goods in world terms, and there is a growing participation of these products in global trade flows. It is evident that the presence of organic food in the growing number of consumers around the world is not just a fashion fad, but the constant striving to eat better quality products, and 165
thus contribute to the preservation of the environment and our health. These products represent a great opportunity for the promotion of small and medium enterprises in domestic and especially in foreign markets
