    Identifying Economically Vulnerable Groups as the Economic Crisis Emerged

    A frequent refrain during recent debates on welfare cuts and tax increases has related to the need to “protect the vulnerable”. However, it is far from clear that a consensus exists on which individuals or groups are to be included under this heading with a consequent lack of clarity for the policy implications of pursuing this goal. In this paper, operating with a conception of social exclusion that incorporates notions of dynamics and multidimensionality, we make use of EUSILC 2008 data for Ireland to clarify the distinction between income poverty and economic vulnerability. We then proceed to consider the relationship between these outcomes and multiple deprivation, financial pressures and perceptions of recent and future economic prospects. Our analysis is then extended to compare patterns of risk for poverty and vulnerability in relation to key socio-economic groups. Finally, we will consider the relationship between poverty and vulnerability and the distribution of welfare dependence. Our analysis suggests that the vulnerable but non-poor group may need to be a key focus of policy attention in the future.

    Identifying Childhood Deprivation: How Well do National Indicators of Poverty and Social Exclusion in Ireland Perform?

    In light of widespread agreement that poverty and social exclusion should be understood as multidimensional phenomenon, in this paper we explore the practical implications of such an understanding in relation to widely employed indicators of such phenomena in Ireland. One persistent critique of the current national measures of poverty and social exclusion comes from those who feel that the findings they produce are inaccurate in relation to particular stages of the life-course. To date the critiques in the Irish case have been accompanied by relatively little in the way of systematic research documenting the alleged limitations of national measures. In this paper we have taken advantage of the inclusion of a special module on childhood deprivation in EU-SILC 2009 to explore such issues in more depth. Our analysis reveals that, to the extent that national measures fail to identify childhood deprivation, this is largely a consequence of limitations in capturing wider command over economic resources and distinctive risk profiles in relation to exposure to deprivation and economic stress. Overall our analysis leads us to the conclusion that those exposed to childhood deprivation are generally a sub-set of the children captured by national indicators. Adopting a multidimensional and dynamic perspective on household resources and deprivation enables us to capture the large majority of children exposed to childhood deprivation. Conversely restricting our attention to childhood deprivation would lead us to miss out on larger numbers of children living in households experiencing basic deprivation. The national measures of poverty and social exclusion that have been employed in the Irish case are largely successful in capturing childhood deprivation.

    “New” and “Old” Social Risks: Life Cycle and Social Class Perspectives on Social Exclusion in Ireland*

    The life cycle concept has come to have considerable prominence in Irish social policy debate. However, this has occurred without any systematic effort to link its usage to the broader literature relating to the concept. Nor has there been any detailed consideration of how we should set about operationalising the concept. In this paper we argue the need for “macro” life cycle perspectives that have been influenced by recent challenges to the welfare state to be combined with “micro” perspectives focusing on the dynamic and multidimensional nature of social exclusion. We make use of Irish EU-SILC 2005 data in developing a life cycle schema and considering its relationship to a range of indicators of social exclusion. At the European level renewed interest in the life cycle concept is associated with the increasing emphasis on the distinction between “new” and “old” social risks and the notion that the former are more “individualised”. Inequality and poverty rather than being differentially distributed between social classes are thought to vary between phases in the average work life. Our findings suggest the “death of social class” thesis is greatly overblown. A more accurate appreciation of the importance of new and old social risks requires that we systematically investigate the manner in which factors such as social class and the life cycle interact.

    Analysing Intergenerational Influences on Income Poverty and Economic Vulnerability with EU-SILC

    The EU-SILC 2005 wave includes a special module on inter-generational transmission of poverty. In addition to the standard data relating to income and material deprivation, the information relating to parental background and childhood circumstances was collected for all household members or selected respondents aged over 24 and less than 66 at the end of the income reference period. In principle, the module provides an unprecedented opportunity to examine on a comparative European basis the relationship between current poverty and social exclusion outcomes and parental characteristics and childhood economic circumstances. In this paper we seek to exploit such potential. In pursuing this objective, it is necessary to address some of the limitations of the data. We do by restricting our attention to a set of countries where data issues seem less extreme. In addition we employ ‘dominance procedures in relation to parents’ education and social class to reduce the scale of the missing values problem. Finally, we compare findings from one dimensional and multidimensional approaches in order to provide an assessment of the extent to which our analysis provides a coherent account of the intergenerational transmission of disadvantage.Poverty, Intergenerational, EU-SILC

    Understanding the Socio-Economic Distribution and Consequences of Patterns of Multiple Deprivation: An Application of Self-Organising Maps. ESRI WP302. June 2009

    In this paper we apply self organising maps (SOM) to a detailed set of material deprivation indicators from the Irish component of European Union Community Statistics on Income and Living Conditions (EU-SILC). The first stage of our analysis involves the identification and description of sixteen clusters of multiple deprivation that allow us to provide a detailed account of such deprivation in contemporary Ireland. In going beyond this mapping stage, we consider both patterns of socio-economic differentiation in relation to cluster membership and the extent to which such membership contributes to our understanding of the manner in which individuals experience their economic circumstances. Our analysis makes clear the continuing importance of traditional forms of stratification relating to factors such as income, social class and housing tenure in accounting for patterns of multiple deprivation. However, it also confirms the role of acute life events and life cycle and location influences. It suggests that debates relating to the extent to which poverty and social exclusion have become individualized should take particular care to distinguish between different kinds of outcomes. Further analysis demonstrates that the SOM approach is considerably more successful than a comparable latent class analysis in identifying those exposed to subjective economic stress. This finding, combined with those relating to the role of socio-economic factors in accounting for cluster membership, confirms that a focus on a set of eight SOM macro clusters seems most appropriate if our interest lies in broad patterns stratification. For other purposes differentiation within clusters, which clearly takes a systematic form, may prove to be crucial

    The Role of Social Institutions in Inter-Generational Mobility

    The primary goal of inter-generational mobility (IGM) research has always been to explain how and why social origins influence peoples’ life chances. This has naturally placed family attributes at centre stage. But the role of social institutions, most notably education systems, as a mediating factor has also been central to IGM theory. Indeed, generations of stratification research were premised on the core assumption that equalizing access to education would weaken the impact of social origins. In theory, policies, institutions, as well as macro-economic and historical context, have been identified as crucial in shaping patterns of social mobility (D’Addio, 2007). But apart from education, empirical research has contributed little concrete evidence on how this occurs.

    The ‘Europeanisation’ of Reference Groups: A Reconsideration Using EU-SILC. WP200. June 2007

    In this paper we address the question of the relative importance of within and between country differences in income and material deprivation in the European Union in the context of recent suggestions that insufficient attention has been paid to the latter. In particular, we respond to the argument that the ‘state bounded’ relative income approach obscures the significance of EU-wide reference groups. Making use of EU-SILC 2004, we have sought to quantify the magnitude of relevant within and between country differences and their relative impact. Overall, our analysis supports the view that the predominant frame of reference is a national one. The limited impact of European reference groups observed in our analysis does not require explanation in terms of the emergence of a European social stratification system. Furthermore, the significance of such comparisons depends not only on the expectations of those affected by European inequalities but on the degree of legitimacy afforded to ensuing demands. While an EU-wide income-threshold can provide information regarding progress of the Union towards greater social cohesion, its usage for this purpose does not require a strong sense of European identity. Given, the current status of the European Social Model it would seem unwise to attribute an undue degree of policy relevance to the relatively modest impact of EU-wide reference groups revealed in our analysis

    Social Class Variation in Risk: A Comparative Analysis of the Dynamics of Economic Vulnerability. ESRI WP202. June 2007

    A joint concern with multidimensionality and dynamics is a defining feature of the pervasive use of the terminology of social exclusion in the European Union. The notion of social exclusion focuses attention on economic vulnerability in the sense of exposure to risk and uncertainty. Sociological concern with these issues has been associated with the thesis that risk and uncertainty have become more pervasive and extend substantially beyond the working class. This paper combines features of recent approaches to statistical modelling of poverty dynamics and multidimensional deprivation in order to develop our understanding of the dynamics of economic vulnerability. An analysis involving nine countries and covering the first five waves of the European Community Household Panel shows that, across nations and time, it is possible to identify an economically vulnerable class. This class is characterised by heightened risk of falling below a critical resource level, exposure to material deprivation and experience of subjective economic stress. Cross-national differentials in persistence of vulnerability are wider than in the case of income poverty and less affected by measurement error. Economic vulnerability profiles vary across welfare regimes in a manner broadly consistent with our expectations. Variation in the impact of social class within and across countries provides no support for the argument that its role in structuring such risk has become much less important. Our findings suggest that it is possible to accept the importance of the emergence of new forms of social risk and acknowledge the significance of efforts to develop welfare states policies involving a shift of opportunities and decision making on to individuals without accepting the “death of social class” thesis

An important variant of the individualisation argument considers globalisation to be associated with increased but much more widely diffused levels of risk. Inequality and poverty rather than being differentially distributed between social classes are thought to vary between phases in the average work life. This position contrasts sharply with the emphasis on cumulative disadvantage over the life course. Our findings suggest that both the “death of social class” and cumulative disadvantage over the life cycle theses are greatly over blown. A more accurate appreciation of the importance of new and old social risks and the manner in which they are both shaped by and influenced by welfare state strategies requires that we systematically investigate the manner in which factors such as the social class and the life cycle interact. Our evidence suggests that such an approach rather than leading us to jettison our concern with social class is likely, as Atkinson (2007) argues, to leave us more impressed by the degree to which the ‘slayers’ of class are themselves ‘riddled with class processes’
