    The role of digital communication within contemporary struggles in Latin America has not received the consideration it deserves, especially internationally in English-language scholarship. The articles in this Special Section aim to fill this gap and provide key guidelines to navigate the multifaceted tapestry of digital media resistance in Latin America. We illustrate that in the Latin American scenario digital technologies have been appropriated in multiple, even contradictory, ways to fight against inequalities, challenge highly concentrated media ecologies, create counterhegemonic spaces, and build bridges among organizations. Moreover, we point out that in order to understand the communicative dynamics of contemporary Latin American struggles it is necessary to establish a dialogue between diverse traditions and conceptual frameworks. We conclude by summarizing the arguments and reviewing the significance of the contributions to this Special Sectio

    Digital Inclusion Across the Americas and Caribbean

    This research brings together digital inequality scholars from across the Americas and Caribbean to examine efforts to tackle digital inequality in Uruguay, Chile, Peru, Brazil, Mexico, Cuba, Jamaica, the United States, and Canada. As the case studies show, governmental policy has an important role to play in reducing digital disparities, particularly for potential users in rural or remote areas, as well as populations with great economic disparities. We find that public policy can effectively reduce access gaps when it combines the trifecta of network, device, and skill provision, especially through educational institutions. We also note, that urban populations have benefitted from digital inclusion strategies to a greater degree. This underscores that, no matter the national context, rural-urban digital inequality (and often associated economic inequality) is resistant to change. Even when access is provided, potential users may not find it affordable, lack skills, and/or see no benefit in adoption. We see the greatest potential for future digital inclusion in two related approaches: 1) initiatives that connect with hard-to-reach, remote, and rural communities outside urban cores and 2) initiatives that learn from communities about how best to provide digital resources while respecting their diversely situated contexts, while meeting social, economic and political needs

    Media, communication and the struggle for social progress

    This article discusses the role of media and communications in contributing to social progress, as elaborated in a landmark international project ? the International Panel on Social Progress. First, it analyses how media and digital platforms have contributed to global inequality by examining media access and infrastructure across world regions. Second, it looks at media governance and the different mechanisms of corporatized control over media platforms, algorithms and content. Third, the article examines how the democratization of media is a key element in the struggle for social justice. It argues that effective media access ? in terms of distribution of media resources, even relations between spaces of connection and the design and operation of spaces that foster dialogue, free speech and respectful cultural exchange ? is a core component of social progress

    Las Voces que Somos, um enunciado da mídia dialógica indígena para a libertação

    In this article I review Paulo Freire’s theories of anti-dialogic action and of dialogic cultural action, as well as Bakhtin’s notion of dialogue and utterances. Drawing from these, I focus on a communication project of Indigenous media and communication practitioners from the state of Oaxaca, Mexico, and on one of its media products which I consider a media utterance. I argue that the core themes of the communication project and a radio series that addresses them reflect the dialogue between Indigenous communication practitioners and the ongoing reality they face that menaces their territories and ways of life. Dialogue is a key component of a communicative process that shapes our understanding of the world-system and makes differences and inequalities evident.Neste artigo, reviso as teorias de Paulo Freire da ação antidialógica e da ação cultural dialógica, bem como a noção de diálogo e enunciados de Bakhtin. Com base nisso, enfoco um projeto de comunicação de mídia indígena no estado de Oaxaca, México, e em um de seus produtos midiáticos que considero um enunciado de mídia. Defendo que os temas centrais do projeto de comunicação e uma série de rádio que os abordam, refletem o diálogo entre os comunicadores indígenas e a realidade atual que enfrentam, que ameaça seus territórios e modos de vida. O diálogo é um componente fundamental de um processo comunicativo que molda nossa compreensão do sistema-mundo e torna as diferenças e desigualdades evidentes
