The economics of institutions, institutional governance and efficiency: the case of water distribution in Lower Sundays River Valley
The institutional dynamics, policies and legislation that were prevalent during the apartheid era have left imprints that are difficult to ignore as they still dictate the interaction between different elements in the water sector to date. During the apartheid era, the formulation of policies was informed by racial segregation, resulting in a socio-economic pattern that dictated the distribution and access of resources for the people of different races in the country. Post-apartheid, the National Water Act has established the basis for management of water resources on a catchment basis (for equity, efficiency and sustainability), and the Water Services Act aims to ensure everybody has access to basic water supply and sanitation services. Regardless of the improvements in water supply to the rural sector made by the South African government, many of the current patterns of water use are still characterised by inequality, inefficiency, and inadequacy. The poor remain marginalised, and emerging farmers and poor rural communities have limited access to water resources while water continues to be used inefficiently by some farmers in the agricultural sector with few incentives to improve its water use efficiency. Despite the existence of the thriving citrus industry in the area, around 60% of people in the Sundays River Valley Municipality (SRVM) live below the poverty datum line. The inequality between the municipal populace and the commercial citrus industry is noticeable and the inequitable water redistribution is prevalent in the Lower Sundays River Valley (LSRV). The problem of disrupted water supply is prevalent in the catchment. However, there is also currently no physical shortage of water in the catchment. Therefore, the currently experienced problems with water supply in the LSRV are consequence of a lack of effective institutions and infrastructure, not of physical water scarcity. It is argued in this paper that there is a notable lack of understanding about the design of institutions for water management in developing countries. The vast majority of research on water management and access is premised on neoclassical economics ideas related to water markets and pricing among others. The neoclassical economics approach, however, does not adequately define the role of institutions in shaping the direction of water access and supply. This study uses new institutional economics (NIE) arguments to define the institutional arrangements and dynamics defining the water sector in South Africa, using the Lower Sunday River Water Users Association (LSR-WUA) as the case study. It aims at analysing the institutional governance and performance of the using equity, efficiency and effectiveness as key indicators. The various research methods employed in this study include; interpretive and post-positivist paradigms, quantitative and qualitative research, the case study research method and in-depth key informant interviews. It is concluded that that the current and future decisions made by the LSR-WUA are not entirely independent of those made in the past under Sundays River Irrigation Board (SRIB). The thesis argues that such factors as old effective networks, vested interests of commercial farmers, sunk costs towards the building of canals, among other factors, may have influenced the dependence of the LSR-WUA on the SRIB’s set path. It is further concluded that the absence of contractual agreement between the LRS-WUA which acts as the bulk water supplier, and the SRVM which acts as both the water services authority (WSA) and the water service provider (WSP) creates an institutional arrangement deficiency. Such an institutional arrangement vacuum can lead to a failure of the water institutions in the catchment to provide water resources effectively. The study further argues that because the post-apartheid National Water Policy of South Africa is largely influenced by neoclassical economics foundations, the desired results in the water sector, such as equitable distribution of water resources, have not yet been fulfilled completely
Water, water everywhere: is Integrated Water Resource Management the right institutional prescription for South Africa's water management challenges?
Publisher versionOstrom (2007) and Ostrom and Cox (2010) argue that natural resource management has been plagued by the “panacea problem": that one-size-fits-all solutions to allocation and management problems have been applied without due consideration of the specific context. The outcome has been the disappointing results of many development and management programs. Integrated Water Resource Management (IWRM) has been recognised as a potentially effective way of allocating water where there are multiple, sometimes competing, users (Saravanan et al. 2009). It has been used successfully in a number of other developing country contexts, including Mexico, Brazil, India and Thailand (Orne-Giliemann 2008; Meinzen-Dick 2007). The principles of IWRM were also adopted in South Africa under the National Water Act (1998). Water User Associations (WUA) are seen as one of the key institutions driving IWRM, since they are designed to allow stake-holders at local level a say in the allocation and management of this important public good (Aoki 2001). However, WUAs in South Africa have mostly not been a success and are currently being reviewed at national level. For the most part, emerging black farmers and rural communities still do not have equal access to water, or a meaningful role in decision-making, and there are significant security of supply and allocation issues with regard to municipal users as well. Using the AID (Institutional Analysis and Development) framework (Ostrom 2007), with particular reference to economic theory relating to incentives and transactions costs, this paper asks if IWRM is a panacea treatment that does not fit the diagnosis of South Africa's water management problems. A case study approach is used, focusing on one of the few established WUAs in the Sundays River Valley Municipality in a rural area of South Africa
Mother Earth, Mother Africa and Theology
The theological role of African women and men in sustainable development and environmental justice strongly emerges in this book. Picking up the theme and metaphor of the fifth pan-African conference of the Circle of Concerned African Women Theologians (hereafter ‘Circle’), ‘Mother Earth and Mother Africa’, this book titled Mother Earth, Mother Africa and Theology presents original and innovative research by scholarly members and friends of the Circle. The main contribution of the volume is its multi- and trans-disciplinary exploration and reimagining of human relationships to Earth from an African ecofeminist and ecowomanist theological perspective. It engages in critical conversations of re-interpreting and re-imagining African cultural, religious, theological, and philosophical perspectives on gender and the Earth. The aim is to construct Earth-friendly relationships in the face of the growing global environmental crisis. Scholarly voices of African women and men from fields such as Theology, Environmental Law and Policy, Tourism, Agricultural Science and Natural Resources, and Economics are reflected in this book, which consists of three parts: Creation, the Trinity, and Mother Africa; Caring for Mother Africa; and Mother Africa and her daughters’ (in)fertility. Each of the eleven chapters in the volume presents the metaphor of Mother Earth, Mother Africa, and gender relations, with the aim to explore life-affirming, life-enhancing human relationships to Earth from the author’s particular area of specialisation and context

A cursory discussion of policy alternatives for addressing youth unemployment in Botswana
There has been growing levels of graduate unemployment in Botswana in the recent past. This is notwithstanding the relatively good performance of the economy. Tertiary institutions are churning out graduates with no corresponding jobs to absorb them. The government has introduced various short-term programmes which the graduates are encourage to take to pass time in. This paper examines the various programmes and policy responses to unemployment in Botswana and gives a broad overview of possible policy alternatives for consideration and adoption by the government of Botswana to help provide more and better-quality jobs for the youth. The paper argues that the rising unemployment is a ticking bomb with the possibility to hampering the peace and stability that the country is reputable of. It further argues that Botswana as a developing state has an obligation to create employment for its citizenry. It is recommended that Botswana should formulate coordinated youth employment strategies according to its comparative advantage over other economies with larger populations. This article concludes that the country should take deliberate steps to address the issue of employability and skills gap that is said to be the main problem amongst youth graduates
Live by the gun, die by the gun: An Analysis of Botswana’s ‘shoot-to-kill’ policy as an anti-poaching strategy
Notwithstanding the adoption of various anti-poaching strategies, rhino and elephant poaching levels are increasingly growing in Southern African. To protect wildlife, the government of Botswana has devised and implemented controversial ‘shoot to kill’ policy against poachers. This strategy appears to be working in reducing poaching which is thought to be ‘virtually non-existent’ in Botswana. Thus the neighbouring countries have resorted to relocate their rhino populations to Botswana. This paper discusses the militarisation of conservation generally as a policy alternative. It makes an in-depth assessment of Botswana’s shoot-to-kill policy. This article adopts an exploratory research method to review the relevant literature in investigating the effectiveness of Botswana’s shoot-to-kill policy. It investigates whether this policy can be adopted by other countries particularly South Africa to combat poaching. This policy analysis is important for South Africa as it has been forced to transfer or migrate a substantial number of rhinos to Botswana.
