Reconhecido na historiografia luso-brasileira como um dos maiores estadistas portugueses do final do século XVIII, dom Rodrigo de Souza Coutinho amadureceu sua formação política em Turim, onde permaneceu por quase vinte anos como ministro plenipotenciário na Corte do Piemonte. Durante esse tempo, observou os sistemas políticos das principais nações européias e formulou as bases do seu pensamento reformista, discutindo temas polêmicos como a tolerância religiosa, o combate ao ócio e a reforma fiscal e jurídica. Influenciado pelas leituras de autores iluministas italianos e franceses, dom Rodrigo escreveu em 1787, o Discurso sobre a Mendicidade, objeto de análise do presente artigo.<br>Recognized in the Luso-Brazilian history as one of the greatest Portuguese statesmen of the end of the Eighteenth century, dom Rodrigo de Souza Coutinho matured his political ideas in Turin, where he remained along near twenty years as Minister Plenipotentiary at Piedmont's Court. During that time, he observed political systems of major European nations and formulated the basis of his reformist thinking, discussing controversial issues such as religious tolerance, combating leisure, and legal and tax reforms.
