    Moebius strip enterprises and expertise in the creative industries: new challenges for lifelong learning?

    The paper argues that the emergence of a new mode of production – co-configuration is generating new modes of expertise that EU policies for lifelong learning are not designed to support professionals to develop. It maintains that this change can be seen most clearly when we analyse Small and Medium Size (SMEs) enterprises in the creative industries. Drawing on concepts from Political Economy - ‘Moebius strip enterprise/expertise’ and Cultural Historical Activity Theory - project-object’ and the ‘space of reasons’, the paper highlights conceptually and through a case study of an SME in the creative industries what is distinctive about the new modes of expertise, before moving on to reconceptualise expertise and learning and to consider the implications of this reconceptualisation for EU policies for lifelong learning. The paper concludes that the new challenge for LLL is to support the development of new forms expertise that are difficult to credentialise, yet, are central to the wider European goal of realising a knowledge economy

In this article we select four perspectives that address complexity, governance, the agency-structure nexus, and how learning occurs or may be blocked by institutional features. They are transactional theory, purposeful opportunism, experimental governance, and the joint decision trap. We use the four cases to investigate how history and disciplinary traditions inform theory; the core causal arguments about learning; the normative implications of the analysis; the types of learning that are theoretically predicted; the meta-theoretical aspects and the lessons for better theories of the policy process and political scientists more generally

    External Learning Opportunities and the Diffusion of Process Innovations to Small Firms: The Case of Programmable Automation

    In this chapter, we are concerned with explaining which types of firms have failed to adopt well-known improvements in process technology. This problem has, of course, been the underlying concern of all studies of diffusion “to rationalize why, if a new technology is superior, it is not taken up by all potential adopters” (Stoneman, 1983). Drawing on various theoretical perspectives, we identify a number of different barriers to adoption. With data collected from a 1987 nationally representative sample of US establishments in 21 metal-working and machinery manufacturing industries, we then construct a multivariate logistic regression model to empirically test for the effects of these factors on the likelihood of adoption of a particular process innovation, namely programmable automation (PA) machine tools

    Banking on flexibility: a comparison of the use of flexible employment strategies in the retail banking sector in Britain and France

    This paper examines the flexibility debate with reference to an empirical study conducted in the retail banking sector in Britain and France. The first part of this paper discusses the theoretical context within which this research was conducted and argues that the dichotomous categories formulated in previous debates are too simplistic to explain the diversity of employer rationales for developing flexibility. The second half examines the use of functional flexibility, temporary work, subcontracting and part-time work on the basis of evidence collected from the case studies in each country. The paper concludes that in order to examine employers' strategies and the comparative organization of work a wider perspective is required which not only takes account of business needs and developments, such as product market competition and new technology, but which also looks at the social and regulatory factors which affect the terms in which different labour arrangements can be used by employers in different countries
