NGO provision of basic education: alternative or complementary service delivery to support access to the excluded?
While access to state schooling has grown in many countries in recent years, a hardcore of marginalised children continue to be excluded from this. Some of these children are able to gain access to education through non-state provision. The focus of this paper is on primaryschool aged children who find access through (international) non-government organisations (NGOs). Based on a review of the available literature, the paper shows that there have been fluctuations in attention paid to NGO provision by education researchers since the 1970s. Changes are due in part to the prevailing political and economic environment, as well as to pressure placed on international agencies and national governments to reach education targets. The paper also shows that there has been a shift in the priorities of these providers over this period, from seeing themselves as supporting a parallel, alternative system of education independent of the state system, towards one aimed at being complementary to the state system, with the intention of ultimately supporting children’s access to a state-provided education. The paper highlights that much of the available literature suggests that NGO provision often intends to bring benefits in terms of the alternative forms of pedagogy and accountability it aims to offer. However, as the paper indicates, there is very little systematic, critical analysis of who is gaining access to education offered by alternative providers, or what they are actually getting access to. As such, there is a need for analysis of educational access to pay greater attention to diverse forms of access – both in terms of who provides, and what is provided. Moreover, changes in priorities associated with the effects of the international economic and political agenda, along with the intention of integrating multiple providers of education into a system-wide approach, give rise to the need for an analysis of the implications for NGO-government collaboration to ensure sustainability of educational access to those who would otherwise be excluded
Supporting non-state providers in basic education service delivery
Basic education is commonly regarded as a state responsibility. However, in reality, non-state providers (NSPs) have always been involved in basic education service delivery, and there is often a blurring of boundaries between state and non-state roles with respect to financing, ownership, management, and regulation. In recent years, the focus on the role of non-state providers (NSPs) has intensified within the context of the move towards achieving Education for All (EFA). The paper considers this shift, with particular attention towards service delivery to 'underserved groups', defined as those for whom access to affordable government services of appropriate quality is most problematic. In some cases, this refers to particular sub-groups of a population within a country. In other cases (notably fragile states), it can refer to large sections of the country’s population. The paper indicates the wide range of NSPs that exist to serve different underserved groups. It notes that NSPs are commonly viewed as having a comparative advantage over state provision - in terms of quality, cost-effectiveness, choice, accountability to citizens etc. However, in reality there is very limited robust analysis to support some of these claims. The paper then considers the ways in which non-state providers engage with the state in education service delivery, including with respect to contracting, policy dialogue, and regulation - and the role that donors play in this relationship. The paper concludes that relations between NSPs and the state are not straightforward given the range of different providers involved in education service delivery, with those serving the better-off tending to dominate engagement with government. This can be at the expense of smaller-scale, informal providers aiming to support those otherwise under-served by government provision. As such, the paper argues that there is a need for ‘real’ on-going dialogue which recognises the diversity amongst NSPs, to ensure collaboration between NSPs and government benefits the underserved and so assists in moving towards the achievement of EFA goals

Some feel that school personnel should not be trained nor expected to be able to react to an armed person while others believe that training of school personnel and allowing them to be armed will deter armed assailants in schools. Ultimately, each school board and district leadership need to choose an emergency safety plan that fits their community. The number of school shootings has brought emergency safety discussions to the forefront again. One school district, highlighted in this article, chose the implementation of a plan called the Guardian Plan
Evidence on trends in the single factoral terms of trade in African agricultural commodity production
The ability of African countries to achieve sustained improvements in agricultural incomes depends on their ability to generate total factor productivity (TFP) change in their agricultural sectors and adjust to movements in agricultural output and input prices. The single factoral terms of trade index measures these changes, calculated as changes in the product of TFP and the agricultural terms of trade. Estimates of the single factoral terms of trade index for the selected commodities over the period 1970-2002 are reported and discussed for 33 African countries for which data sets are available. The index is estimated for producers of coffee, cocoa, copra, palm kernel oil, coconut oil, palm oil, rice, cotton and sugar using annual agricultural sector data. Few countries managed to achieve an increase in the index over this period and it declined in many countries. A Reappraisal of the Role of Agriculture in Economic Growth in Melanesian Countries
Fortunes in the agricultural sectors of four of the largest South Pacific countries are traced in recent decades by estimating the single factoral terms of trade index. The single factoral terms of trade are measured for agriculture in four Melanesian countries-Fiji, Papua New Guinea, Solomon Islands and Vanuatu-over the period, 1970 to 2002. This index provides a useful method to assess changes in returns to factors employed in agricultural production in these countries. Except in Solomon Islands, farmers experienced a deteriorating index, indicating that they have reaped progressively lower returns to their resources. In Solomon Islands, returns to resources are shown to have increased slightly. A sustained contribution by the agricultural sector to economic growth requires a major improvement in returns to farm resources. Of the three components of the factoral terms of trade index, product price increases and cost decreases are argued to be unlikely to yield great dividends in the foreseeable future. M3.5 ‐ Organic plant breeding in a systems‐based approach and integration of organic plant breeding in value chain partnerships
Developing organic breeding is a key challenge for the organic sector. It is necessary to better adapt varieties to the specific needs of the organic sector (disease resistance, taste, weed suppressing ability, etc). It is also important to enable the organic sector to face the requirements of the New Organic Regulation (EU 2018/848). From 2036, exemptions to the use non‐organic seeds will not be granted any more (Article 53, Regulation 2018/848). The active participation of breeders, farmers, processors, retailers and traders is crucial to develop organic breeding. They all play a critical role and share the responsibility in upscaling organic plant breeding and ensuring future food security, food quality and climate robust agriculture as well as integrity of the value chain. Even consumers could take part in supporting organic plant breeding with informed purchases. On the 12 of February 2019, IFOAM EU, the Louis Bolk Institute (Netherlands) and FiBL Switzerland co‐organized a workshop ‘Organic plant breeding in a system‐based approach and integration of organic plant breeding in value chain partnership’ as part of the Horizon 2020 project LIVESEED. The workshop took place at the largest organic trade fair at Nürnberg Messe biofach to reach out to different actors of the organic sector. The main objective of this workshop was to gather interested stakeholders across the value chain to discuss the responsibilities and their potential concrete engagements in facilitating organic plant breeding. Organized as a world café workshop 1, the participants had the opportunity to discuss three main issues:
- Why should different value chain actors support organic plant breeding?
- The advantage of organic plant breeding for the value chain (farmer, processors, traders).
- The advantage of organic plant breeding for consumers and society (local and global).

Testing population synthesis models with globular cluster colors
We have measured an extensive set of UBVRIJHK colors for M31 globular
clusters [Barmby et al. 2000]. We compare the predicted simple stellar
population colors of three population synthesis models to the intrinsic colors
of Galactic and M31 globular clusters. The best-fitting models fit the cluster
colors very well -- the weighted mean color offsets are all < 0.05 mag. The
most significant offsets between model and data are in the U and B passbands;
these are not unexpected and are likely due to problems with the spectral
libraries used by the models. The metal-rich clusters ([Fe/H] > -0.8) are best
fit by young (8 Gyr) models, while the metal-poor clusters are best fit by
older (12--16 Gyr) models. If this range of globular cluster ages is correct,
it implies that conditions for cluster formation must have existed for a

Leading a campus is not what it used to be (nor is teaching a class, being a student, or raising a child for that matter). The increasing pace of societal and technological change provides an ever-evolving backdrop against which educational leaders view and conduct their work. Overlay a culture of accountability enacted amid budget cuts, surging enrollments, and shifting demographics, and the roles of school leaders become clouded with uncertainty, imbued with responsibility, and demanding increased personal commitment and professional and technical knowledge. One principal preparation student recently commented that her teaching colleagues routinely asked her, Why in the world do you want to do that? Upon reflection, it\u27s a valid question we should all answer
