A study of cross sections for excitation of pseudostates
Using the electron-hydrogen scattering Temkin-Poet model we investigate the
behavior of the cross sections for excitation of all of the states used in the
convergent close-coupling (CCC) formalism. In the triplet channel, it is found
that the cross section for exciting the positive-energy states is approximately
zero near-threshold and remains so until a further energy, equal to the energy
of the state, is added to the system. This is consistent with the step-function
hypothesis [Bray, Phys. Rev. Lett. {\bf 78} 4721 (1997)] and inconsistent with
the expectations of Bencze and Chandler [Phys. Rev. A {\bf 59} 3129 (1999)].
Furthermore, we compare the results of the CCC-calculated triplet and singlet
single differential cross sections with the recent benchmark results of
Baertschy et al. [Phys. Rev. A (to be published)], and find consistent

Regulatory Costs: Who Pays in the End? Residential Developers' 'Rule of Thumb' and the Incidence of Regulatory Costs
Since the turn of the century, governments have placed restrictions on the location and characteristics of new buildings, the primary reason being the recognition that new construction created negative side-effects for surrounding residents.' Consequently, it is difficult for most housing analysts to advocate eliminating all government regulations relating to housing production. However, there is disagreement among housing policy observers about what level of regulations is socially desirable. The key task of researchers is to establish the costs of regulation so that the benefits of these regulations, which accrue both to the home buyer and residents of the larger neighborhood, can be compared to the costs incurred by housing consumers. Therefore, proper measurement of regulation costs is an essential element of any policy debate surrounding regulatory reform of the housing development process
Distributing the burdens of climate change
Global climate change raises many questions for environmental political theorists. This article focuses on the question of identifying the agents that should bear the financial burden of preventing dangerous climate change. Identifying in a fair way the agents that should take the lead in climate mitigation and adaptation, as well as the precise burdens that these parties must bear, will be a key aspect of the next generation of global climate policies. After a critical review of a number of rival approaches to burden sharing, the paper argues that only a principled and philosophically robust reconciliation of three approaches to burden sharing (‘contribution to problem’, ‘ability to pay’ and ‘beneficiary pays’) can generate a satisfactory mix of theoretical coherence and practical application
Experimental results for a 1.5 MW, 110 GHz gyrotron oscillator with reduced mode competition
A new result from a 110 GHz gyrotron at MIT is reported with an output power of 1.67 MW and an efficiency of 42% when operated at 97 kV and 41 A for 3 mu s pulses in the TE22,6 mode. These results are a major improvement over results obtained with an earlier cavity design, which produced 1.43 MW of power at 37% efficiency. These new results were obtained using a cavity with a reduced output taper angle and a lower ohmic loss when compared with the earlier cavity. The improved operation is shown experimentally to be the result of reduced mode competition from the nearby TE19,7 mode. The reduced mode competition agrees well with an analysis of the startup scenario based on starting current simulations. The present results should prove useful in planning long pulse and CW versions of the 110 GHz gyrotron.open141
Electron exchange model potential: Application to positronium-helium scattering
The formulation of a suitable nonlocal model potential for electron exchange
is presented, checked with electron-hydrogen and electron-helium scattering,
and applied to the study of elastic and inelastic scattering and ionization of
ortho positronium (Ps) by helium. The elastic scattering and the
excitations of Ps are investigated using a three-Ps-state close-coupling
approximation. The higher () excitations and ionization of Ps atom are
treated in the framework of Born approximation with present exchange.
Calculations are reported of phase shifts, and elastic, Ps-excitation, and
total cross sections. The present target elastic total cross section agrees
well with experimental results at thermal to medium energies.Comment: 16 latex pages, 7 postscript figure
Admission to hospital following head injury in England: Incidence and socio-economic associations
BACKGROUND:
Head injury in England is common. Evidence suggests that socio-economic factors may cause variation in incidence, and this variation may affect planning for services to meet the needs of those who have sustained a head injury.
METHODS:
Socio-economic data were obtained from the UK Office for National Statistics and merged with Hospital Episodes Statistics obtained from the Department of Health. All patients admitted for head injury with ICD-10 codes S00.0–S09.9 during 2001–2 and 2002–3 were included and collated at the level of the extant Health Authorities (HA) for 2002, and Primary Care Trust (PCT) for 2003. Incidence was determined, and cluster analysis and multiple regression analysis were used to look at patterns and associations.
Results: 112,718 patients were admitted during 2001–2 giving a hospitalised incidence rate for England of 229 per 100,000. This rate varied across the English HA's ranging from 91–419 per 100,000. The rate remained unchanged for 2002–3 with a similar magnitude of variation across PCT's. Three clusters of HA's were identified from the 2001–2 data; those typical of London, those of the Shire counties, and those of Other Urban authorities. Socio-economic factors were found to account for a high proportion of the variance in incidence for 2001–2. The same pattern emerged for 2002–3 at the PCT level. The use of public transport for travel to work is associated with a
decreased incidence and lifestyle indicators, such as the numbers of young unemployed, increase the incidence.
CONCLUSION:
Head injury incidence in England varies by a factor of 4.6 across HA's and PCT's.
Planning head injury related services at the local level thus needs to be based on local incidence
figures rather than regional or national estimates. Socio-economic factors are shown to be
associated with admission, including travel to work patterns and lifestyle indicators, which suggests
that incidence is amenable to policy initiatives at the macro level as well as preventive programmes
targeted at key groups
Coherent Cherenkov-Cyclotron Radiation Excited by an Electron Beam in a Metamaterial Waveguide
An electron beam passing through a metamaterial structure is predicted to generate reversed Cherenkov radiation, an unusual and potentially very useful property. We present an experimental test of this phenomenon using an intense electron beam passing through a metamaterial loaded waveguide. Power levels of up to 5 MW are observed in backward wave modes at a frequency of 2.40 GHz using a one microsecond pulsed electron beam of 490 keV, 84 A in a 400 G magnetic field. Contrary to expectations, the output power is not generated in the Cherenkov mode. Instead, the presence of the magnetic field, which is required to transport the electron beam, induces a Cherenkov-cyclotron (or anomalous Doppler) instability at a frequency equal to the Cherenkov frequency minus the cyclotron frequency. Nonlinear simulations indicate that the Cherenkov-cyclotron mode should dominate over the Cherenkov instability at a lower magnetic field where the highest output power is obtained.United States. The decline and rise of neighbourhoods: the importance of neighbourhood governance
There is a substantial literature on the explanation of neighbourhood change. Most of this literature concentrates on identifying factors and developments behind processes of decline. This paper reviews the literature, focusing on the identification of patterns of neighbourhood change, and argues that the concept of neighbourhood governance is a missing link in attempts to explain these patterns. Including neighbourhood governance in the explanations of neighbourhood change and decline will produce better explanatory models and, finally, a better view about what is actually steering neighbourhood change
The dynamical Green's function and an exact optical potential for electron-molecule scattering including nuclear dynamics
We derive a rigorous optical potential for electron-molecule scattering
including the effects of nuclear dynamics by extending the common many-body
Green's function approach to optical potentials beyond the fixed-nuclei limit
for molecular targets. Our formalism treats the projectile electron and the
nuclear motion of the target molecule on the same footing whereby the dynamical
optical potential rigorously accounts for the complex many-body nature of the
scattering target. One central result of the present work is that the common
fixed-nuclei optical potential is a valid adiabatic approximation to the
dynamical optical potential even when projectile and nuclear motion are
(nonadiabatically) coupled as long as the scattering energy is well below the
electronic excitation thresholds of the target. For extremely low projectile
velocities, however, when the cross sections are most sensitive to the
scattering potential, we expect the influences of the nuclear dynamics on the
optical potential to become relevant. For these cases, a systematic way to
improve the adiabatic approximation to the dynamical optical potential is
presented that yields non-local operators with respect to the nuclear
