Rekonstruksi Penyelesaian Sengketa Administrasi dan Hasil Pemilihan Umum Kepala Daerah dan Wakil Kepala Daerah

Administration dispute resolution as well as regional head and deputy regional head election results today raise many legal issues. Some of these are the existence of State Administrative Courts decisions that can not be executed, the decisions dualism among judicial administrative courts which are conflicting each other and procedural law disharmony with regional head and deputy regional head elections stages. These problems lead to legal uncertainty, confusion of the public, as well as the horizontal potential conflict. Therefore, legislation reconstruction needs to be conducted. Through the study of normative legal concluded, in the future there should be resetting elections stages of regional head and deputy regional head, preparation of special procedural law of State Administrative Court on elections of regional head and deputy regional head, granting authority to the Election Supervisory Board provinces and Supervisory Committee in district/city levels to resolve the administration dispute in which the decision is final binding except for administrative disputes that contains elements of the State Administrative disputes as well as setting up a new institution to resolve the dispute over the election results of regional head and deputy regional head as a result of a decision of the Constitutional Court No. 97/PUU-XI/2013. Key words: reconstruction, administration dispute and the results of the election of regional head and deputy head, regional head and deputy regional head election Abstract Penyelesaian sengketa administrasi dan hasil pemilihan umum kepala daerah dan wakil kepala daerah (baca: Pemilukada) saat ini menimbulkan banyak permasalahan hukum. Beberapa di antaranya adanya putusan PTUN yang tidak bisa dieksekusi, dualisme putusan badan peradilan yang saling bertentangan serta disharmonisasi hukum acara PTUN dengan tahapan Pemilukada. Permasalahan tersebut menyebabkan terjadinya ketidakpastian hukum, kebingungan masyarakat, serta berpotensi menimbulkan konflik horizontal. Oleh sebab itu rekonstruksi peraturan Perundang-undangan terkait mutlak dilakukan. Melalui penelitian hukum normatif disimpulkan, ke depan harus ada pengaturan ulang tahapan Pemilukada, penyusunan hukum acara khusus PTUN Pemilukada, pemberian wewenang kepada Bawaslu provinsi dan Panwaslu Kabupaten/Kota untuk menyelesaikan sengketa administrasi yang putusannya bersifat final dan mengikat kecuali untuk sengketa administrasi yang mengandung unsur sengketa TUN serta menyiapkan kelembagaan baru untuk menyelesaikan sengketa hasil Pemilukada sebagai dampak adanya putusan MK No. 97/PUU-XI/2013. Sejak semula Kebun Raya Bogor - LBN selalu aktif mendatangkan dan tnemperkenalkan jenis-jenis tanaman baru, baik dari luar negeri maupun dari hutan belantara Indonesia sendiri.Kegiatan ini telah mempengaruhi keanekaragaman jenis tanaman yang dipakai penduduk kota madya Bogor dalam menghias halaman dan pekarangan rumahnya,karena mereka mendapat kesempatan pertama untuk mencobakan hasil jerih payah Kebun Raya Bogor itu. Selain itu baik keadaan flsik maupun iklim kota Bogor (ketinggian 190 - 280 m dpi.,rata-rata suhu bulanan 24-26°C, kelembaban udara 76 - 86%,penyinaran matahari 62%,kecepatan angin 1.3 m/detik,curah hujan 4122 mm/ tahun) sangatlah ideal untuk pertumbuhan tanaman.Karenanya tidaklah mengherankan jika lebih dari 625 jenis tanaman telah,dipakai oleh warga kota Bogor sebagai tanaman hias (Widiawati & Rifai 1975).Ini menunjukkan suatu jumlah yang besar mengingat bahwa Bruggeman (1948) hanya mencatat lebih kurang 750 jenis tanaman hias untuk seluruh Indonesia

Analisis USAha Agroindustri Makanan pada UKM Berkah Kota Pekanbaru

This study aims to analyze the agroindustry enterprises in the UKM Berkah Pekanbaru city. Analysis of the data used in this study is the cases study method. The type of data that is collected were primary data and secondary data. Primary data were obtained from the employers include: the amount and price of production factors, the type of raw materials, auxiliary materials, labor, equipment and machinery used and other necessary data. Secondary data were obtained from the monthly reports of business which include: general state of the business, a brief history of the business, coupled also with other data that support this research both from the relevant agencies as well as from other literature. The results of this study indicate that the UKM Berkah Pekanbaru city deserves to be developed with a gross income of Rp 18.4 million, - per month, net income of Rp 5,478,338, - RCR with values ​​of 1.42 and BEP revenue of Rp 7,962,337,-. Food marketing channels in the agroindustry UKM Berkah Pekanbaru city consists of two channels where the first channel (entrepreneurs to consumers) to absorb sales of 23.16% and 76.84% for the second channel (employers distribute products through middlemen 1; supermarkets and airports in Pekanbaru intersection of three and middlemen 2; supermarket on the market down to the next-to-consumer). Overall consumer attitudes towards food product attributes the UKM Berkah Pekanbaru city is the price and followed with the texture, flavor, brand and packaging. Sweet and delicious taste of another product is the top choice of consumers in purchasing. The savory and crunchy texture of the UKM Berkah Pekanbaru city food become second reason of consumers in making a purchase

Strategi Pemasaran Agroindustri UMKM Tenant Inkubator Agribisnis Universitas Riau

The purpose of this study was to analyze the marketing mix, identifying strengths, weaknesses, opportunities and threats in the marketing of pineapple chips, agroindustry marketing strategy agribusiness UMKM incubator tenants University of Riau. The method used in this research is a case study with a sample of 10 entrepreneurs. The results showed that the product consisted of pineapple chips of various sizes ranging from size 100 grams, 125 grams, 150 grams, 200 grams and bulk packaged in plastic containers and packaging boxes. The selling price of pineapple chips varies from Rp. 10,000 to Rp. 25.000 according to the packaging used. Distribution Marketing pineapple chips was focused on the local area that is Pekanbaru, Perawang, Danau Bingkuang but occasionally also carried into the field of marketing. Promotion done yet continuous pineapple chips businessmen, entrepreneurs simply do promotions with direct interaction to consumers, in addition to the promotion of the use of brochures and mass media do only a few businessmen, entrepreneurs also take advantage of the promotion through government assistance by following the bazaar and exhibitions. Analisis Kinerja Sosial dan Keuangan Lembaga Keuangan Mikro Puap di Desa Pandau Jaya Kecamatan Siak Hulu Kabupaten Kampar

Gapoktan Tani Jaya that located in the Pandau Jaya Village of Kampar District is one of the beneficiaries of Rural Agribusiness Development ( PUAP ) which has been running for 5 years . Until now , there has been no discourse to improve PUAP institutions into MFI - A. An MFI - A should have social performance in its outreach and financial performance with good level financial position (Arsyad, 2008). Based on the explanation , aim of this research are: to analyze the social performance, analyzing the financial performance of institutions and policy implications the results of the analysis of social performance and financial performance of the institution. The data used are secondary data derived from the financial statements and progress reports of institution membership in 2009 until 2012 and the primary data is interviews to PPL and agency managers. Outreach of institutional customers is fluctuated because there are non-active members at a later stage. Staff outreach is considered good because it can meet all the needs of members. Loan outreach also fluctuate because there are non-active members and the existence of arrears in 2011 and 2012. Savings range is considered good because a lot of members who do voluntary savings each year. Sales of fertilizer also has a positive effect on the development of the institution's revenues. Liquidity and solvency ratio has decreased every year but the value of the ratio is still in a liquid state and solvable. Profitability and activity ratio is considered good although profits are quite small but positive effect on institutions and organizations are also able to streamline the activities of financial resources. The policy implications of the institutions should increase the number of active borrowers and reduce operational costs , and increase profits from the activity of the institution

Pengembangan Sistem Citizen Journalism Berbasis Website dengan Metode Content Based Filtering

Berkembangnya teknologi informasi menyebabkan Perubahan cara dalam kegiatan jurnalisme. Salah satu media untuk melakukan kegiatan jurnalisme ialah dengan memanfaatkan sistem citizen journalism. Meningkatnya jumlah pengguna internet berpengaruh juga bagi peningkatan jumlah pengguna sistem citizen journalism. Dengan meningkatnya jumlah pengguna maka akan berdampak dengan peningkatan jumlah berita yang dikirimkan. Hal ini dapat mengakibatkan sulitnya dalam memilah berita yang sesuai sengan preferensi user. Salah satu cara untuk membantu pengguna sistem citizen journalism dalam memilah berita ialah dengan memberikan rekomendasi berita yang sesuai dengan minat pengguna. Beberapa website penyedia layanan citizen journalism belum memberikan rekomendasi berita kepada pengguna sistem sesuai dengan preferensinya. Padahal pengguna yang mencari berita cenderung sungkan untuk menelusuri setiap berita yang tersedia di dalam sistem karena menghabiskan waktu. Maka dari itu, tujuan dari penelitian ini adalah membangun sebuah sistem citizen journalism yang dapat memberikan rekomendasi berita kepada user agar kemudahan mencari dan menemukan berita yang sesuai dengan keinginan dapat tercapai.. Rekomendasi berita dihasilkan dari algoritma content based filtering, dimana data riwayat view berita dari pengguna dimanfaatkan untuk menentukan hasil rekomendasi berita yang akan diberikan.Penelitian ini dilakukan dengan menggunakan metode pengembangan FAST dan beberapa tools yang membantu proses desain sistem antara lain DFD (Data Flow Diagram), ERD (Entity Relationship Diagram), dan DBMS (Database Management System) MySQL. Hasil dari penelitian ini adalah sebuah sistem citizen journalism yang menerapkan algoritma penghasil rekomendasi berita. Masing-masing pengguna sistem mempunyai rekomendasi yang berbeda-beda sesuai dengan pola view berita masing-masing
