Effect of applied DC voltages and temperatures on space charge behaviour of multi-layer oil-paper insulation
In this paper, space charge in a multi-layer oil-paper insulation system was investigated using the pulsed electroacoustic (PEA) technique. A series of measurements had been carried following subjection of the insulation system to different applied voltages and different temperatures. Charge behaviours in the insulation system were analyzed and the influence of temperature on charge dynamics was discussed. The test results shows that homocharge injection takes place under all the test conditions, the applied DC voltage mainly affects the amount of space charge, while the temperature has greater influence on the distribution and mobility of space charge inside oil-paper samples
Evidence from the Very Long Baseline Array that J1502SE/SW are Double Hotspots, not a Supermassive Binary Black Hole
SDSS J150243.09+111557.3 is a merging system at z = 0.39 that hosts two
confirmed AGN, one unobscured and one dust-obscured, offset by several
kiloparsecs. Deane et al. recently reported evidence from the European VLBI
Network (EVN) that the dust-obscured AGN exhibits two flat-spectrum radio
sources, J1502SE/SW, offset by 26 mas (140 pc), with each source being
energized by its own supermassive black hole (BH). This intriguing
interpretation of a close binary BH was reached after ruling out a
double-hotspot scenario, wherein both hotspots are energized by a single,
central BH, a configuration occuring in the well-studied Compact Symmetric
Objects. When observed with sufficient sensitivity and resolution, an object
with double hotspots should have an edge-brightened structure. We report
evidence from the Very Long Baseline Array (VLBA) for just such a structure in
an image of the obscured AGN with higher sensitivity and resolution than the
EVN images. We thus conclude that a double-hotspot scenario should be
reconsidered as a viable interpretation for J1502SE/SW, and suggest further
VLBA tests of that scenario. A double-hotspot scenario could have broad
implications for feedback in obscured AGNs. We also report a VLBA detection of
high-brightness-temperature emssion from the unobscured AGN that is offset

Science opportunities from the Topex/Poseidon mission
The U.S. National Aeronautics and Space Administration (NASA) and the French Centre National d'Etudes Spatiales (CNES) propose to conduct a Topex/Poseidon Mission for studying the global ocean circulation from space. The mission will use the techniques of satellite altimetry to make precise and accurate measurements of sea level for several years. The measurements will then be used by Principal Investigators (selected by NASA and CNES) and by the wider oceanographic community working closely with large international programs for observing the Earth, on studies leading to an improved understanding of global ocean dynamics and the interaction of the ocean with other processes influencing life on Earth. The major elements of the mission include a satellite carrrying an altimetric system for measuring the height of the satellite above the sea surface; a precision orbit determination system for referring the altimetric measurements to geodetic coordinates; a data analysis and distribution system for processing the satellite data, verifying their accuracy, and making them available to the scientific community; and a principal investigator program for scientific studies based on the satellite observations. This document describes the satellite, its sensors, its orbit, the data analysis system, and plans for verifying and distributing the data. It then discusses the expected accuracy of the satellite's measurements and their usefulness to oceanographic, geophysical, and other scientific studies. Finally, it outlines the relationship of the Topex/Poseidon mission to other large programs, including the World Climate Research Program, the U.S. Navy's Remote Ocean Sensing System satellite program and the European Space Agency's ERS-1 satellite program

Conversion of neutral nitrogen-vacancy centers to negatively-charged nitrogen-vacancy centers through selective oxidation
The conversion of neutral nitrogen-vacancy centers to negatively charged
nitrogen-vacancy centers is demonstrated for centers created by ion
implantation and annealing in high-purity diamond. Conversion occurs with
surface exposure to an oxygen atmosphere at 465 C. The spectral properties of
the charge-converted centers are investigated. Charge state control of
nitrogen-vacancy centers close to the diamond surface is an important step
toward the integration of these centers into devices for quantum information
