    The Grand Compromise: The ANCSA Section 7(i) Settlement Agreement

    In 1982, Alaska’s twelve regional Native corporations finalized and executed a settlement agreement ending a decade of litigation involving Section 7(i) of the Alaska Native Claims Settlement Act. The 121-page Settlement Agreement is complex and covers a number of issues. The Agreement annually governs the distribution of tens of millions in revenue shared between the regional corporations pursuant to Section 7(i). This Article reviews the history of the Settlement Agreement, with emphasis on the negotiations that led to it, as well as the legal challenges regarding the Agreement since its execution. This Article also reviews the Agreement, section-by-section, and provides insight from court cases, arbitration decisions, and other analysis of sections in the Agreement. Finally, this Article recommends that the twelve regions consider amending the Agreement to modernize it and address issues that have arisen since 1982 that were not anticipated by the drafters of the Agreement.     Results are given of a class of silicone paints undergoing space qualification on IMP-H. In addition to ultraviolet irradiation, samples are presently reclining about 10 to the 16th power solar wind protons per year. Preliminary data, covering the time span of the first anniversary, give incremental solar absorptances of 0.03 for two white paints, and 0.01 for leafing aluminum and a green tinted white paint. Complementing these data are complete descriptions of techniques used in making these paints, stabilizing the zinc oxide pigment, and choosing a solvent. Outgassing characteristics of finished coatings are also included. An attempt toward unification of these various aspects of the aerospace paint problem is provided through documented photochemical reactions, and a generalized band representation of the problem and its solutions

    When Congress passed the Alaska Native Claims Settlement Act in 1971 (ANCSA), it directed the creation of twelve regional and over two hundred village corporations chartered under Alaska state law. The Act made governance of those corporations largely subject to Alaska state law, including the laws and regulations applicable to corporate elections. This Article reviews the legal history of the corporate proxy wars and related election issues that the ANCSA corporations and candidates for their boards of directors have waged over the past nearly fifty years in proxy complaints filed with the Alaska Division of Securities, and in state and federal courts. These cases have had important implications for ANCSA corporations, including enormous financial burdens associated with the litigation and impacting who has led ANCSA corporations
