STABILITY, INNOVATIONS AND COMPETITIVENESS OF ENTREPRENEURSHIP ORGANIZATIONS AS NATIONAL ECONOMY STRATEGIC RESOURCE AND INTERNAL MODERNISATION SOURCE

Russian economy modernization problems are to be solved on the basis of innovations and very soon, since it is vital for the increase of competitiveness of national economy and economy of domestic enterprises. Discussed in the article are issues related to modern development of business as well as most actual directions of development connected with innovations and integration processes. Reasons of unpreparedness of Russian entrepreneurship for innovative development are revealed. Governmental measures and directions of innovative development are critically analyzed, examples from foreign experience are provided for. Directions of development and increase of competitiveness of enterprises on the basis of innovations and integration are proposed

Vertically integrated holdings in the system of developing the national complex of iron and steel industry of Russia

This article shows brief results of analyzing the competitiveness of Russian vertically integrated holdings and independent enterprises of the iron and steel industry. Besides, it indicates key areas of this industry development in the external and internal market aspect. The promotion of Russian iron and steel products on the external market can be successful only if the production of enterprises is refocused from creating products of low technological conversions to creating products of high technological conversions

Managing iron and steel enterprises: study of innovative methods of industrial engineering (logistics approach)

Specifics of the logistics approach in managing an iron and steel enterprise is reviewed. Attention is focused on the logistics management issues; the areas of their solution are defined. The article proposes an economic mechanism for managing the logistics activities of iron and steel enterprises, including a set of consistent, mutually agreed management activities and measures that encompasses the cycle of assessing, analyzing and optimizing logistics activities and aims at achieving the performance goals. The mechanism is based on a system of methods, models and techniques and provides for the adjustment and control of deviations, thereby ensuring timely response to the deteriorating parameters of managing the logistics activities of an iron and steel enterprise

Актуальные проблемы обеспечения финансового суверенитета России в условиях международных санкций

The relevance of the topic of the article is due, first, to the growing geopolitical challenges and threats, escalation of international sanctions that undermine the foundations of economic and financial sovereignty of Russia, and, second, to the need to develop science-based solutions, ensuring the ability of the national financial system to maintain stability and independence from external shocks. The purpose of the research is to identify the current problems of Russia’s financial sovereignty and to develop reasoned proposals to ensure it in the context of the international sanction’s matrix. The novelty of the research is that the authors for the first time presented and described a matrix of international sanctions against the financial sovereignty of Russia, as well as developed economically feasible recommendations for its protection in modern conditions. When preparing the theoretical section of the publication, a group of general scientific methods was used: observation, comparison, measurement, analysis and synthesis, method of logical reasoning, critical review of scientific literature and professional publications. In the preparation of the analytical section and development specific recommendations, specific scientific methods (static analysis, graphical method) were used, expert method was used to form scenarios for assessing the future state of the financial sovereignty. The essence of the concept of “financial sovereignty” in the context of the international sanction’s matrix was considered. Available official state and other verified statistics of the number and structure of sanctions against the financial system was collected and processed, as well as points (zones) of application of their destructive influence was identified. As conclusions, expert judgments were formulated on possible tools to protect financial sovereignty and assessed their positive and negative effects, taking into account the volatility of sanctions. The materials of this research can be used as a basis for further justification of promising solutions to protect national financial sovereignty, taking into account foreign economic and military-political trends. The results of the research will be useful to experts in the sphere of state regulation of the national financial system, as well as specialists in the formation of forecasts of socio-economic development of the state.Актуальность темы исследования обусловлена, во‑первых, нарастанием геополитических вызовов и угроз, эскалацией международных санкций, подрывающих основы экономического и финансового суверенитета России, а во‑вторых, потребностью в разработке научно обоснованных решений, обеспечивающих способность национальной финансовой системы сохранять устойчивость и независимость от внешних шоков. Цель исследования — выявление актуальных проблем финансового суверенитета России и разработка аргументированных предложений по его обеспечению в контексте матрицы международных санкций. Новизна исследования заключается в том, что авторами впервые представлена и охарактеризована матрица международных санкций против финансового суверенитета России, а также разработаны экономически целесообразные рекомендации по его защите в современных условиях. При подготовке теоретического раздела публикации использовалась группа общенаучных методов: наблюдение, сравнение, измерение, анализ и синтез, метод логического рассуждения, критический обзор научной литературы и профессиональных публикаций. При подготовке аналитического раздела и разработке конкретных рекомендаций использовались конкретно-научные методы (статический анализ, графический метод), для формирования сценариев оценки будущего состояния финансового суверенитета применялся экспертный метод. Рассмотрена сущность понятия «финансовый суверенитет» в контексте матрицы международных санкций. Собрана и обработана доступная официальная государственная и иная верифицированная статистика количества, структуры санкций против финансовой системы, а также определены точки (зоны) приложения их деструктивного влияния. В качестве выводов сформулированы экспертные суждения о возможных инструментах защиты финансового суверенитета и дана оценка их положительного и негативного влияния с учетом волатильности санкций. Материалы настоящего исследования могут быть положены в основу дальнейшего обоснования перспективных решений по защите национального финансового суверенитета с учетом внешнеэкономических и военно-политических трендов. Результаты научного исследования будут полезны экспертам в сфере государственного регулирования национальной финансовой системы, а также специалистам при формировании прогнозов социально-экономического развития государства

Observation of coherent many-body Rabi oscillations

A two-level quantum system coherently driven by a resonant electromagnetic field oscillates sinusoidally between the two levels at frequency $\Omega$ which is proportional to the field amplitude [1]. This phenomenon, known as the Rabi oscillation, has been at the heart of atomic, molecular and optical physics since the seminal work of its namesake and coauthors [2]. Notably, Rabi oscillations in isolated single atoms or dilute gases form the basis for metrological applications such as atomic clocks and precision measurements of physical constants [3]. Both inhomogeneous distribution of coupling strength to the field and interactions between individual atoms reduce the visibility of the oscillation and may even suppress it completely. A remarkable transformation takes place in the limit where only a single excitation can be present in the sample due to either initial conditions or atomic interactions: there arises a collective, many-body Rabi oscillation at a frequency $N^0.5\Omega$ involving all N >> 1 atoms in the sample [4]. This is true even for inhomogeneous atom-field coupling distributions, where single-atom Rabi oscillations may be invisible. When one of the two levels is a strongly interacting Rydberg level, many-body Rabi oscillations emerge as a consequence of the Rydberg excitation blockade. Lukin and coauthors outlined an approach to quantum information processing based on this effect [5]. Here we report initial observations of coherent many-body Rabi oscillations between the ground level and a Rydberg level using several hundred cold rubidium atoms. The strongly pronounced oscillations indicate a nearly complete excitation blockade of the entire mesoscopic ensemble by a single excited atom. The results pave the way towards quantum computation and simulation using ensembles of atoms

РАЗВИТИЕ ИНСТИТУТОВ «ВЫРАЩИВАНИЯ» ИННОВАЦИОННЫХ ПРОЕКТОВ В КОНТЕКСТЕ СТАНОВЛЕНИЯ ВЕНЧУРНОЙ ЭКОСИСТЕМЫ

The current state of the Russian economy is characterized as unstable in the background influence of a combination of factors, including which are rooted in a fairly distant past. Delayed impact of these factors is expressed in the fact that the transition to innovation-oriented and environmentally responsible economic growth is difficult in many ways. But, despite this, the Russian economy is strong enough and gained significant development potential. Available reserves and potential accumulated national economies could be realized through the use of a new formation: the institutions 'growing'. This methodical approach, and this practice is well established itself abroad (USA, Japan and many countries of the European Union), it is proposed to use this experience in Russian conditions. The basis for the efficient functioning of the institutions «growing» forms the venture ecosystem. Venture Ecosystem – a specially built set of structural components that define the goals, objectives and directions of development of the system in accordance with its strategic purpose in the economy. In this article defined the concept of venture capital ecosystem, considered the objectives and components of the venture capital ecosystem, the characteristic of the state of the domestic venture capital ecosystem highlighted ways to improve it. Resulting in the conclusions and definitions may be used in the practice of building the institutional venture capital environment, focused on the full support of innovative activity of small and medium-sized businesses. In addition, the conclusions and recommendations contained in the article can be used in the development of normative legal acts, including those aimed at promoting high-tech sectors of the Russian economy.Современное состояние российской экономики характеризуется как неустойчивое на фоне влияния совокупности факторов, которые в том числе уходят своими корнями в достаточно отдаленное прошлое. Отложенное влияние этих факторов выражается в том, что переход к инновационному ориентированному и экологически ответственному экономическому росту во многом затруднен. Но, несмотря на это, российская экономика имеет достаточный запас прочности и весомый накопленный потенциал развития.Имеющиеся резервы и потенциал, накопленный национальной экономикой, могут быть реализованы посредством использования новой формации: институтов «выращивания». Этот методический подход и эта практика достаточно хорошо зарекомендовали себя за рубежом (в США, Японии, многих странах Европейского Союза), поэтому предлагается этот опыт использовать и в российских условиях. Базис для эффективного функционирования институтов «выращивания» формирует венчурная экосистема.Венчурная экосистема это особым образом выстроенная совокупность структурных компонент, которые определяют цели, задачи и направления развития системы в соответствии с её стратегическим назначением в экономике. В рамках данной статьи определено понятие венчурной экосистемы, рассмотрены цели и компоненты венчурной экосистемы, дана характеристика состояния отечественной венчурной экосистемы, выделены пути ее совершенствования.Полученные в работе выводы и определения могут быть использованы в практике построения институциональной венчурной среды, ориентированной на всемерную поддержку инновационно активного малого и среднего предпринимательства. Кроме этого, выводы и рекомендации, изложенные в статье, могут быть использованы при разработке нормативно-правовых актов, в том числе направленных на стимулирование высокотехнологичных секторов российской экономики
