    Negligence at the Breach: Information Fiduciaries and the Duty to Care for Data

    Personal data is a cost of admission for much of modern life. Employers, tech companies, advertisers, information brokers, and others collect huge quantities of data about us all. Yet outside of a few highly-regulated industries, American companies face few legal restrictions on how they manage and use that data. Until now, individuals have had very limited remedies when their data is stolen from data collectors. But change is afoot. In a significant recent decision, the Pennsylvania Supreme Court took a consequential step holding that entities collecting personal data owe a duty of reasonable care to protect data subjects against harm. This tort decision left a critical question unresolved. What is “harm” in the context of privacy? What is it exactly that data collectors must protect data subjects against? This Article takes one state’s doctrinal move as a jumping-off point to consider a question of immense national importance—how to apply common law negligence principles in cases involving the disclosure and misuse of personal data, and specifically, what a “duty to care” means in the unsettled realm of privacy law. Building off Jack Balkin’s work, this Article proposes that fiduciary law offers an appealing framework for conceptualizing privacy harms and the corresponding responsibilities of the entities who are collecting our data. In doing so, it begins the conversation of how tort law can take a central place in protecting individuals when data holders betray their trust

    ABSTRACT Based on the experience gained with more than 80 machines operating worldwide in 50 and 60 Hz electrical systems respectively, Siemens has developed a new generation of advanced gas turbines which yield substantially improved performance at a higher output level. This "3A-Series" comprises three gas turbine models ranging from 70 MW to 240 MW for 50 Hz and 60 Hz power generation applications. The first of the new advanced gas turbines with 170 MW and 3600 rpm was tested in the Berlin factory test facility under the full range of operation conditions. It was equipped with various measurement systems to monitor pressures, gas arid metal temperatures, clearences, strains, vibrations and exhaust emissions. This paper presents the aero-thermal design procedure of the highly thermal loaded film cooled first stage blading. The predictions are compared with the extensive optical pyrometer measurements taken at the Siemens test facility on the V84.3A machine under full load conditions. The pyrometer was inserted at several locations in the turbine and radially moved giving a complete surface temperature information of the first stage vanes and blades

    ABSTRACT The flow exiting the combustor in a gas turbine engine is considerably hotter than the melting temperature of the turbine section components, of which the turbine nozzle guide vanes see the hottest gas temperatures. One method used to cool the vanes is to use rows of film-cooling holes to inject bleed air that is lower in temperature through an array of discrete holes onto the vane surface. The purpose of this study was to evaluate the row-by-row interaction of fan-shaped holes as compared to the performance of a single row of fan-shaped holes in the same locations. This study presents adiabatic film-cooling effectiveness measurements from a scaled-up, two-passage vane cascade. High resolution film-cooling measurements were made with an infrared (IR) camera at a number of engine representative flow conditions. Computational fluid dynamics (CFD) predictions were also made to evaluate the performance of some of the current turbulence models in predicting a complex flow such as turbine film-cooling. The RNG k-Δ turbulence model gave a closer prediction of the overall level of film-effectiveness, while the v 2 -f turbulence model gave a more accurate representation of the flow physics seen in the experiments

    Weak ferromagnetism of quasi-one-dimensional S = 1/2 antiferromagnet BaCu2_2Ge2_2O7_7 is studied by the magnetization measurement. The spontaneous magnetization appears along the b axis. The local symmetry between the in-chain nearest neighbor spins allows the presence of Dzyaloshinskii-Moriya interaction, and the only possible spatial configuration of the weak ferromagnetic moment per spin determines the sign of the inter-chain interaction. A weak aa-axis magnetic field can change the direction of the magnetization to the aa-axis direction, which shows that the spin chain forms a weakly coupled weak-ferromagnetic chain system.Comment: 10 pages, 4 figure

    Aberrant chromatin landscape following loss of the H3.3 chaperone Daxx in haematopoietic precursors leads to Pu.1-mediated neutrophilia and inflammation

    Defective silencing of retrotransposable elements has been linked to inflammageing, cancer and autoimmune diseases. However, the underlying mechanisms are only partially understood. Here we implicate the histone H3.3 chaperone Daxx, a retrotransposable element repressor inactivated in myeloid leukaemia and other neoplasms, in protection from inflammatory disease. Loss of Daxx alters the chromatin landscape, H3.3 distribution and histone marks of haematopoietic progenitors, leading to engagement of a Pu.1-dependent transcriptional programme for myelopoiesis at the expense of B-cell differentiation. This causes neutrophilia and inflammation, predisposing mice to develop an autoinflammatory skin disease. While these molecular and phenotypic perturbations are in part reverted in animals lacking both Pu.1 and Daxx, haematopoietic progenitors in these mice show unique chromatin and transcriptome alterations, suggesting an interaction between these two pathways. Overall, our findings implicate retrotransposable element silencing in haematopoiesis and suggest a cross-talk between the H3.3 loading machinery and the pioneer transcription factor Pu.1

    Three chiral coordination polymers have been prepared by reaction of (S)-(-)-nicotine with silver(I) salts. X-Ray crystal structure determinations revealed that these all contain polymer chains in which the nicotine molecule acts as a bridging ligand between four-coordinate silver atoms. In one case additional bridging by nitrate anions leads to a three-dimensional network structure
