    MS-115: The Notarangelo Collection of the Louis A. Parsons Papers

    The collection was created from two different sets of letters and papers related to Louis A. Parsons, obtained from Thomas Notarangelo in 2008. Notarangelo purchased the papers at auction. Both sets consisted of correspondence of both professional and personal nature; one set consisting of correspondence from Parsons’ life before he became a professor at Gettysburg, and the other focusing mainly around the issue of his dismissal from Gettysburg College in 1925. The entire collection consists primarily of the correspondence written and received by Parsons. Special Collections and College Archives Finding Aids are discovery tools used to describe and provide access to our holdings. Finding aids include historical and biographical information about each collection in addition to inventories of their content.     Strengthening Families: Parents\u27 Voices on Discipline and Child Rearing

    This qualitative study conducted semi-structured, multi-session focus groups and interviews with twenty-seven participants to explore in-depth, participant constructs of child discipline and punishment methods and reasons for the continuing support for corporal punishment of U.S. children. The research assumed that parents want to parent well and utilized the strengths perspective as the instrument to listen to participants\u27 voices. Narratives revealed that participants were thoughtful about discipline and parenting strategies and viewed their parent role as a serious commitment. Non-violent discipline strategies, particularly communication, were often used. However, parents generally framed use of physical punishment as “when children need spanking” versus articulating the view that corporal punishment is a choice. Parents were unfamiliar with risks associated with physical punishment and only three parents, as a result of their foster parent training, had ever heard, “Do not spank.” Participants enumerated services and recommendations that would support and inform their own parenting, as well as, benefit children and the eighty percent of women and men in the United States who become mothers and fathers. Recommendations included: creation of a national campaign to build on parent strengths and the intentionality of effective parenting; child development education and increased public awareness of positive discipline methods; parenting supports, including respite and venues for dialogue and discourse about parenting. Recommendations are intended to inform child welfare practice and policy, particularly child abuse prevention. Creating, funding, and implementing a national campaign as described would challenge the dominant child welfare paradigm from one currently perceived as punitive and focused on parents\u27 deficits to a strengths-based paradigm that provides supports and assistance to parents and children

    Biometric Boom: How the Private Sector Commodifies Human Characteristics

    Biometric technology has become an increasingly common part of daily life. Although biometrics have been used for decades, recent ad- vances and new uses have made the technology more prevalent, particu- larly in the private sector. This Note examines how widespread use of biometrics by the private sector is commodifying human characteristics. As the use of biometrics has become more extensive, it exacerbates and exposes individuals and industry to a number of risks and problems asso- ciated with biometrics. Despite public belief, biometric systems may be bypassed, hacked, or even fail. The more a characteristic is utilized, the less value it will hold for security purposes. Once compromised, a biome- tric cannot be replaced as would a password or other security device. This Note argues that there are strong justifications for a legal struc- ture that builds hurdles to slow the adoption of biometrics in the private sector. By examining the law and economics and personality theories of commodification, this Note identifies market failure and potential harm to personhood due to biometrics. The competing theories justify a reform to protect human characteristics from commodification. This Note presents a set of principles and tools based on defaults, disclosures, incen- tives, and taxation to discourage use of biometrics, buying time to streng- then the technology, educate the public, and establish legal safeguards for when the technology is compromised or fails

    Spending on public education is primarily an obligation of state legislature and local school districts in the United States. Legislatures determine not only the amount of education spending, but also how much money is to be given to specific school districts. As a result, there have been growing discrepancies over how much financial assistance one district will have over another, leaving children from poor and fiscally overburdened districts at a disadvantage. This Note focuses on the New York case, Levittown v. Nyquist, as well as the New York funding formula, and ultimately recommends adoption of a school finance system that guarantees each school district sufficient funds to match the current average of state spending per pupil
