    Government civil servant discipline are the acceptance of the government civil servant to stick on the rules and avoiding the prohibition that is regulated in the laws, rules from ministry of law, and human rights. Researcher found there is lot of interesting cases that in reality there is still found employees breaking the rules like not staying at workplace at the working time, coming late, and others. That thing are really interesting to be research about. This research is purposely to know how the disciplinary of the employee at regional secretariat.This research Mahmudi (2005:92) theory effectiveness related with the relationship between the expected result with the actual results achieved. Effetiveness is the outcome versus output.The result show that there are factors that affect disciplinary effectivity of the employee at the regional secretariat are the value of compensation given, the leadership of the company leader and are there any real rules that can be used as a guide by the employee

    In the era of the current,local govermment are required moro creative and innovative in the operation of the bureaucracy therefore the professionalism of the bureaucracy should be mediating agent, the public interest as well as the interests of the government. Therrefore from the perspective of local government the form,aims to further the welfare of society and enhance the competitiveness of the area,then this is a challenge and an opportunity for the government.The study aims to know two things, the first to know the competence of employess in service public and the second to know the factors that affect the competence of employees in service public. The research was carried out in the city of Pekanbaru, wiith locations in the head office of Tampan,Pekanbaru city.The methods of analysis data used in this study is qualitative descriptive, which is to reveal the facts, circumstances,the phenomenon,variables, and the situation that occurred with the situation in the community. The data used is the primary and the secondary, primary, from respondents or informants and data has come from the object of research.The results of research and discussion of the writers do there are five dimensions that affect the competence of employees in serving the people in the Head Office of Tampan,namely 1.     This research is conducted in subdistrict of Tapung go downstream camphor regency. Target of this research is conducted to know role of Bank Rakyat Indonesia of unit town of garo to improvement of is effort farmer of oil palm in countryside of highlands of subdistrict of tapung go downstream regency of camphor in the year 2014in this research is methodologies used by quantitative and descriptive with program spss, where sampel used by that is farmer of oil palm borrowing fund in bri, farmer of oil palm which do not borrow fund in bri. to determine sampel use formula slovin,. Technics of data collecting through interview, observation and quetioner.from analyst result of covering clean revenue analysis data, bruto analyst data, total cost analysis, role of Bank Rakyat Indonesia unit of town of garo to improvement of earnings of farmer of oil palm that is equal to rp 117.475.400,- per 2 hectare of per year (12 month) or about rp. 12.070.000,- per month. While net earning from farmer of oil palm which do not borrow fund in bank of BRI that is equal to rp 46.118.640,- per year (12 month) or about rp 3.843.220,- per month. there are difference of net earning of per 2 hectare of per year of equal to rp 71.356.536,- or equal to rp 8.226.780,-per of month

    Dipole Magnetization Effect to Kerosene Characteristics. Investigation of kerosene characteristics has been done byex-situ dipole magnetization. The results show that magnetization technique can be able to influence kerosenecharacteristics. Polarity and viscosity of the kerosene are observed by measuring refractive index and viscosity. An hourof 4330 Gauss flux magnetic will increase refractive index from 1.447 to 1.449 and decrease the viscosity from 1.278 to1.256. Those changing support de-clustering occurrence and polarity increment of kerosene molecule. Gaschromatography and infrared result show that those changing do not alter kerosene structure and composition
