Smart-Specialization of the Agro-Industrial Complex in the Context of Digital Transformation of Regional Economic Systems

This article presents a domestic and foreign experience of "smart specialization" in agriculture in the digital economy. The method of calculating the indicators of digital maturity of the agro-industrial complex is considered. The forecast of indicators value of the agro-industrial digital maturity is presented until 2030. The article proposes a mechanism for adapting the smart specialization in agriculture. We consider it appropriate to introduce an online digital platform in agriculture, which allows creating conditions for interaction between sellers and buyers of regional agricultural machinery and related products. Based on the presented mechanism of adaptation of "smart specialization "in the field of agro-industrial complex, it should be noted that" smart specialization" is aimed at using the links that arise between the regions of economic activity. Instruments to Choose Priorities of the Spatial Development of the Region in the Context of Smart Specialization

The article is devoted to studying the processes of spatial development and geo-economic integration of the subjects of the Central Black Earth macroregion in Russia. The authors have developed and tested the methodology for analyzing the spatial potential and assessing the geo-integration of territories. It has been determined that all areas of the Central Black Earth macroregion have high spatial potential. However, a high level of geo-economic integration is characteristic only for the Lipetsk Region. The list of critical breakthrough technologies has been made, and the technological profile of the Central Black Earth macroregion has been formed. A management matrix for selecting priorities and scenarios for the spatial development of the region in the context of smart specialization has been worked out. According to the results of the study, the strategy of international technological specialization in the area of basic technologies of power electrical engineering, nano-, bio-, information and cognitive technologies is promising for the Lipetsk Region. The Belgorod, Voronezh, Kursk and Tambov Regions should choose a strategy of local technological specialization based on the interregional interaction in priority technological sectors

Assessment of the Level of Economic Security in the Conditions of Uncertainty

The article is devoted to assessing the economic security of the state, projecting the resulting efficiency factor of socio-economic development in general. Assessment of economic security is presented as a set of socio-economic development indicators based on those parameters that reflect the impact of uncertainty on the conditions of economy security of the state. Decision-Making for the Supply Chain Management in Conditions of Economic Turbulence

Abstract— The decision-making process for supply chain management is complex and involves multiple people across multiple teams. This article deals with the problem of choosing an optimal management solution in a turbulent economy. We systematise new management risks in the context of a pandemic are systematized. A method for constructing an integral risk assessment function for managerial decision-making is proposed. We identify aneed for an expert community to make more informed decisions has been identified. The research propose a simulation of new management risks in the context of a pandemic is proposed. Specific supply chains are faced with the situation where they have to accept uncertainty but need to develop a strategy that enables them still to match supply and demand.
