Catalogue of programmes and policies related to regional development and infrastructure ("Baseline assessment")
A baseline assessment, an impact and vulnerability assessment of EU investments in infrastructure and a mitigation potential analysis shall help to generate policy options, which will be appraised in the subsequent phase of the project. In this report we set the stage for the further tasks. The report identifies critical questions and resulting implications concerning the assessment of impacts and vulnerability of infrastructure and infrastructure investments in the EU; describes EU Cohesion Policy; o details the current design of the Structural Funds; describes the issue of environmental and climate change mainstreaming from an EU perspective; presents an exploratory analysis of evidence for climate policy integration based on Member States National Strategic Reference Frameworks (NSRFs); and finally addresses the main research and knowledge gaps that will be addressed in subsequent research within this work package
Characterization of the Hamamatsu R11410-10 3-Inch Photomultiplier Tube for Liquid Xenon Dark Matter Direct Detection Experiments
To satisfy the requirements of the next generation of dark matter detectors
based on the dual phase TPC, Hamamatsu, in close collaboration with UCLA, has
developed the R11410-10 photomultipler tube. In this work, we present the
detailed tests performed on this device. High QE (>30%) accompanied by a low
dark count rate (50 Hz at 0.3 PE) and high gain (10^7) with good single PE
resolution have been observed. A comprehensive screening measurement campaign
is ongoing while the manufacturer quotes a radioactivity of 20 mBq/PMT. These
characteristics show the R11410-10 to be particularly suitable for the
forthcoming zero background liquid xenon detectors.Comment: 19 pages, 18 figure
Relativistic Quark Spin Coupling Effects in the Nucleon Electromagnetic Form Factors
We investigate the effect of different forms of relativistic spin coupling of
constituent quarks in the nucleon electromagnetic form factors. The
four-dimensional integrations in the two-loop Feynman diagram are reduced to
the null-plane, such that the light-front wave function is introduced in the
computation of the form factors. The neutron charge form factor is very
sensitive to different choices of spin coupling schemes, once its magnetic
moment is fitted to the experimental value. The scalar coupling between two
quarks is preferred by the neutron data, when a reasonable fit of the proton

Yang's gravitational theory
Yang's pure space equations (C.N. Yang, Phys. Rev. Lett. v.33, p.445 (1974))
generalize Einstein's gravitational equations, while coming from gauge theory.
We study these equations from a number of vantage points: summarizing the work
done previously, comparing them with the Einstein equations and investigating
their properties. In particular, the initial value problem is discussed and a
number of results are presented for these equations with common energy-momentum

Climate change impacts across Europe and the role of EU regional policy in adaptation
In order to better prioritise adaptation decisions concerning impacts from a changing climate, there is a need for quantitative regional level assessments. In this policy update we provide insights from an impact assessment for three climate-related hazards (heat stress, river flood and forest fire) that is systematic and comparable across different countries in the European Union.
The results show strongest increases in impacts for heat stress and forest fires. Hotspot regions are found in eastern and southern Europe due to their low adaptive capacity. The assessment of risk and capacities to adapt could be a basis to inform the allocation of financial resources in EU regional policy. Yet the reactions of policy makers are sceptic still
Stability of Coalescence Hidden variable Fractal Interpolation Surfaces
In the present paper, the stability of Coalescence Hidden variable Fractal
Interpolation Surfaces(CHFIS) is established. The estimates on error in
approximation of the data generating function by CHFIS are found when there is
a perturbation in independent, dependent and hidden variables. It is proved
that any small perturbation in any of the variables of generalized
interpolation data results in only small perturbation of CHFIS. Our results are
likely to be useful in investigations of texture of surfaces arising from the
simulation of surfaces of rocks, sea surfaces, clouds and similar natural
objects wherein the generating function depends on more than one variable
Prior Cardiovascular Treatments-A Key Characteristic in Determining Medication Adherence After an Acute Myocardial Infarction.
Objective: To investigate long-term adherence to guideline-recommended cardioprotective medications following hospitalization for an acute myocardial infarction (AMI), and identify characteristics associated with adherence. Methods: An Australian population-based cohort study was used to identify participants who had their first AMI between 2006 and 2014 and were alive after 12 months. Linked routinely collected hospital, and prescription medication claims data was used to study adherence over time. Predictors and rates of adherence to both lipid-lowering medication and renin-angiotensin system blockade at 12 months post-AMI was assessed. Results: 14,200 people (mean age 69.9 years, 38.7% female) were included in our analysis. At 12 months post-AMI, 29.5% (95% CI: 28.8-30.3%) of people were adherent to both classes of medication. Individuals receiving treatment with both lipid-lowering medication and renin-angiotensin system blockade during the 6 months prior to their AMI were over 9 times more likely to be adherent to both medications at 12 months post-AMI (66.2% 95% CI: 64.8-67.5%) compared to those with no prior medication use (treatment naïve) (7.1%, 95% CI: 6.4-7.9%). Prior cardiovascular treatment was the strongest predictor of long-term adherence even after adjusting for age, sex, education and income. Conclusions: Despite efforts to improve long-term medication adherence in patients who have experienced an acute coronary event, considerable gaps remain. Of particular concern are people who are commencing guideline-recommended cardioprotective medication at the time of their AMI. The relationship between prior cardiovascular treatments and post AMI adherence offers insight into the support needs for the patient. Health care intervention strategies, strengthened by enabling policies, are needed to provide support to patients through the initial months following their AMI
High wintertime particulate matter pollution over an offshore island (Kinmen) off southeastern China: an overview
Both the Yangtze River Delta (YRD) and the Pearl River Delta (PRD), the two most rapidly developing areas in eastern China, have suffered from serious air pollution, and thus, numerous investigations were devoted to studying these problems. Other areas in eastern China have received less attention despite similar rapid development in
their industries and economy. In this study, we analyzed air‐quality data from Kinmen Island (24°27′26′′N, 118°19′36′′E) located off Fujian Province and between the two above‐mentioned deltas. Our results clearly show that the study area is experiencing serious air quality deterioration. Particularly, high levels of suspended particulate matter (PM) were observed during winter, when the northeasterly monsoon prevails. For example, concentrations of wintertime PM10 (particles ≤ 10 mm in diameter) frequently exceeded 100 mg/m3 in the last three years. In addition to the air‐quality data analysis, aerosol samples were collected between 22 November 2007 and 6 March 2008 and subjected to chemical analyses of various species. Our findings show that the three principal PM components include organic, mineral, and sulfate species with moderate to minor fractions of nitrate, sea salt, elemental carbon, and trace metal oxides. The high PM levels observed over the island may be partly attributed to the transport from a mixed‐type industrial area located ∼40 km northeast of Kinmen. Our study could partially fill the air quality data gap between the YRD and PRD regions, and highlight the alarming fact that air pollution has gradually expanded along eastern China’s coastal zone
Qweak: A Precision Measurement of the Proton's Weak Charge
The Qweak experiment at Jefferson Lab aims to make a 4% measurement of the
parity-violating asymmetry in elastic scattering at very low of a
longitudinally polarized electron beam on a proton target. The experiment will
measure the weak charge of the proton, and thus the weak mixing angle at low
energy scale, providing a precision test of the Standard Model. Since the value
of the weak mixing angle is approximately 1/4, the weak charge of the proton
is suppressed in the Standard Model, making it
especially sensitive to the value of the mixing angle and also to possible new
physics. The experiment is approved to run at JLab, and the construction plan
calls for the hardware to be ready to install in Hall C in 2007. The
theoretical context of the experiment and the status of its design are
