De mate waarin de organische vuillast van het bedrijfsafvalwater in een gebied is gedaald blijkt ook in de periode 1986-1995 nog steeds sterk samen te hangen met de stijging van de heffingen in dat gebied. Deze samenhang (r = . 5) is echter lang niet meer zo allesoverheersend als dat in de jaren zeventig het geval was (r = .9). Dat betekent dat wanneer door het niet meer meetellen van administratieve kosten en het geleidelijkaan afkoppelen van hemelwaterstromen de heffing zal gaan dalen, we een stabilisatie en geen stijging van de organische vuillast van het bedrijfsafvalwater verwachten. Pollution prevention projects in the Netherlands

As part of its waste matter prevention policy, the Dutch government has tried over the past few years to stimulate pollution prevention in firms by means of so-called stimulation and learning projects. To be able to determine the effectiveness of future policies, an extensive evaluation study was performed in 1994 on the pollution prevention projects which had been realized over the past few years. This study* was carried out by the Centre for Clean Technology and Environmental Policy of the University of Twente in Enschada, the Netherlands, commissioned by the Ministry of Housing, Physical Planning and Environment, Waste Matter Board. The aim of the study was to determine the level of success of pollution prevention projects in relation to different circumstances in the implementation of pollution prevention projects in firms. This would provide information which may contribute to the successful setting up of new projects. By `successful¿ we mean that they may build on the success formulas of projects completed earlier, consisting of specific project features and other conditions which proved to be of influence. The central research question of the study was: which features make a pollution prevention project efficacious, effective and efficient? This article deals with the structure and results of this study and gives insight into: (1)the results of pollution prevention projects in the Netherlands; and (2)the features of pollution prevention projects which proved to be either more or less successful

Environmental negotiated agreements in the Netherlands

Governance for sustainable development requires new approaches to governance that go beyond the government versus market debate. Negotiated agreements and other new policy instruments have become quite popular in environmental governance, although not without debate. Based on the official evaluation of the Dutch system of environmental negotiated agreements, two central questions are answered. What is the degree of success (criteria for effectiveness, efficiency and positive side effects for learning and flexibility) of the use of negotiated environmental agreements in the Netherlands, and to what background factors is the degree of success related? What role is played by follow-up implementation after the agreements are signed and what is the interaction with other instruments? The assessment of the negotiated agreement as an instrument of environmental governance is generally positive

Energiebesparing in bestaande woonwijken blijkt weerbarstig; beleidswetenschappelijk onderzoek naar ambitie en realisatie

Renovatie van bestaande woningen in Nederland biedt een groot potentieel voor energiebesparing. Buitenlandse ervaringen laten zien dat besparingpotentiëlen tot 90% mogelijk zijn. Voor elf woningrenovatieprojecten in Nederland is onderzocht welke factoren de grootste invloed hebben op de gerealiseerde energiebesparing. Hieruit blijkt dat de invloed van het huidige beleidsinstrumentarium en de rol van lokale overheden beperkt is. Ook blijken ambitie en realisatie van energiebesparingdoelstellingen in lokale projecten niet met elkaar te corresponderen. Organisatorische kenmerken van woningcorporaties en actieve samenwerking tussen partijen zijn daarentegen wel van groot belang. Opschalen of Indalen? De governance van innovatie, Watergraafsmeer als voorbeeld

Verbinden van innovatie en lijn – De tegenstellingen tussen de werelden van vernieuwende ideeën ontwikkelen en de dagelijkse praktijk lijken soms onoverbrugbaar. Vaak klinkt in gesprekken teleurstelling door over de mate waarin innovaties breed opgepakt worden in de lijn terwijl direct betrokken beheerders en plannenmakers niet meer anders willen werken. In deze bijdrage worden concrete handvatten geschetst om de betrokkenheid van de lijnorganisatie bij innovatieprogramma’s te vergroten. De vraag is daarmee aan de orde wat deze ambitie betekent voor de inrichting en aansturing van de lijn en voor de organisatie en aansturing van innovatieprogramma’s. We beginnen met een korte schets van programma’s en beschikbare resultaten. Daarna presenteren we observaties en lessen uit kringgesprekken waarin betrokken ervaringsdeskundigen de programmering van innovatie en aansturing van de lijn bespraken. De casus WATERgraafsmeer (www.WATERgraafsmeer.org) staat daarbij centraal. Dat leidt naar aanbevelingen voor een inzet op strategisch management, het SMART maken van de verbindingen en facilitering van het rolgedrag van het individu
