    Discursive regime dynamics in the Dutch energy transition

    Since its introduction in the National Environmental Policy Plan in 2001 the notion of 'energy transition' is firmly rooted in the Dutch energy debate. Despite political efforts to shift to a sustainable energy system, the Netherlands is lagging behind other European countries. Scholarly literature generally ascribes such slow developments to the dominant role of incumbents. In this paper we explore how prominent incumbents of the Dutch energy system discursively frame the energy transition by unravelling their existing and evolving storylines. Our results show that decarbonization in the context of a European energy market is currently seen as the dominant driver for the energy transition, linked to discursive elements on keeping the energy supply secure and affordable. We found tensions within this dominant storyline and emerging storylines with the potential to undermine the dominant one. In response, incumbents are discursively repositioning themselves, thereby restructuring coalitions - possibly indicating discursive regime destabilization

    Transformative innovation and translocal diffusion

    This paper develops a conceptual understanding of transformative innovations as shared activities, ideas and objects across locally rooted sustainability initiatives that explore and develop alternatives to incumbent and (perceived) unsustainable regimes that they seek to challenge, alter or replace. We synthesize empirical work from two European research projects (TRANSIT and ARTS), in which initiatives and networks were empirically studied, to develop a broader conceptual understanding of the emergence of transformative innovation. The development of initiatives can occur through growing, replicating, partnering, instrumentalising and embedding. This is supported through translocal networks that connect initiatives by sharing ideas, objects and activities across local contexts.     Power in Transition: An Interdisciplinary Framework to Study Power in Relation to Structural Change

    This article conceptualizes power in the context of long-term process of structural change. First, it discusses the field of transition studies, which deals with processes of structural change in societal systems on the basis of certain presumptions about power relations, but still lacks an explicit conceptualization of power. Then the article discusses some prevailing points of contestation in debates on power. It is argued that for the context of transition studies, it is necessary to develop an interdisciplinary framework in which power is explicitly conceptualized in relation to change. Subsequently, such a framework is presented, with reference to existing literature on power. Starting with a philosophical and operational definition of power, a typology is developed of the different ways in which power can be exercised, explicitly including innovative power and transformative power. Finally, the presented power framework is applied to transition studies, redefining pivotal transition concepts in terms of power and formulating hypotheses on the role of power in transitions. By doing so, the article not only offers an interdisciplinary framework to study power in the context of transition studies, but also contributes to power debates more generally by including innovation and transformation as acts of power, and thereby proposes a re-conceptualization of the relation between power and structural change

    Co-creation dynamics in Urban Living Labs

    Citizens and urban policy makers are experimenting with collaborative ways to tackle wicked urban issues, such as today's sustainability challenges. In this article, we consider one particular way of collaboration in an experimental setting: Urban Living Labs (ULLs). ULLs are understood as spatially embedded sites for the co-creation of knowledge and solutions by conducting local experiments. As such, ULLs are supposed to offer an arena for reflexive, adaptive, and multi-actor learning environments, where new practices of self-organization and novel (infra-) structures can be tested within their real-world context. Yet, it remains understudied how the co-creation of knowledge and practices actually takes place within ULLs, and how co-creation unfolds their impacts. Hence, this paper focuses on co-creation dynamics in urban living labs, its associated learning and knowledge generation, and how these possibly contribute to urban sustainability transitions. We analyzed empirical data from a series of in-depth interviews and were actively involved with ULLs in the Rotterdam-The Hague region in the Netherlands. Our findings show five distinct types of co-creation elements that relate to specific dynamics of participation, facilitation, and organization. We conclude with a discussion on the ambivalent role of contextualized knowledge and the implications for sustainability transitions

    Towards a Learning System for University Campuses as Living Labs for Sustainability

    Universities, due to their sizeable estates and populations of staff and students, as well as their connections with, and impact within, their local and wider communities, have significant environmental, social and economic impacts. There is a strong movement for universities to become leaders in driving society towards a more sustainable future, through improving the sustainability of the built environment and the universities’ practices and operations, and through their educational, research and wider community engagement missions. Around the globe the concept of ‘Living Labs’ has emerged as an instrument to integrate these different aspects to deliver sustainability improvements, through engaging multiple stakeholders in all of these areas, and through the co-creation of projects to improve the sustainability of the campus environment and operations, and to link these to the education, research, and wider community missions of the institution. This chapter describes a living, shared framework and methodology, the ‘Campus as Living Lab’ learning system, created through global participatory workshops and Living Lab literature, aimed at supporting universities and their Sustainability (Coordinating) Offices in the development and monitoring of Living Lab projects. The framework includes seven categories of supportive data collection and three levels of details to meet different requirements of potential users. The Living Lab framework presented in this chapter, aims to create value and help universities maximise the benefit of Living Lab projects within an institution, support monitoring, reflection and learning from projects, and facilitate communication with stakeholders, and the sharing of practices and learning between peers across the globe. As a living shared, framework and learning system, the framework will adapt and develop over time and within different contexts.
