    2013 Political Discussions in Foreign Affairs Committee of British Parliament on Iranian Nuclear Issue

    The debate on Iran’s nuclear program in the Foreign Affairs Committee of the British Parliament, held in February 2013, in anticipation of the resumption of negotiations between Iran and the “six” of international mediators, is considered. Particular attention is paid to the position of experts invited to the meeting: representatives of academia, public organizations, military analysts. The high expert and analytical level of the meeting, which made it possible to develop effective political initiatives is noted. The most pressing issues raised during the parliamentary debates are considered. It was proved that both the deputies and the invited experts considered the further development of Tehran’s nuclear program dangerous. The authors dwell in detail on theways to resolve the Iranian nuclear problem, recommended by experts at a committee meeting: from increasing sanctions pressure to finding ways of a diplomatic settlement. The relevance of the study is due to the fact that the Iranian nuclear problem continues to be a toxic factor in the Middle East region. The novelty of the study lies in the fact that the attempt is made to reveal the position of the British Parliament members and leading experts on Iranian foreign policy. It is concluded that the political position expressed by the deputies and experts in the parliament testified to the readiness of the parties to negotiate and develop a consensus on the Iranian nuclear program

    Blood flow controls coagulation onset via the positive feedback of factor VII activation by factor Xa

    <p>Abstract</p> <p>Background</p> <p>Blood coagulation is a complex network of biochemical reactions, which is peculiar in that it is time- and space-dependent, and has to function in the presence of rapid flow. Recent experimental reports suggest that flow plays a significant role in its regulation. The objective of this study was to use systems biology techniques to investigate this regulation and to identify mechanisms creating a flow-dependent switch in the coagulation onset.</p> <p>Results</p> <p>Using a detailed mechanism-driven model of tissue factor (TF)-initiated thrombus formation in a two-dimensional channel we demonstrate that blood flow can regulate clotting onset in the model in a threshold-like manner, in agreement with existing experimental evidence. Sensitivity analysis reveals that this is achieved due to a combination of the positive feedback of TF-bound factor VII activation by activated factor X (Xa) and effective removal of factor Xa by flow from the activating patch depriving the feedback of "ignition". The level of this trigger (i.e. coagulation sensitivity to flow) is controlled by the activity of tissue factor pathway inhibitor.</p> <p>Conclusions</p> <p>This mechanism explains the difference between red and white thrombi observed <it>in vivo </it>at different shear rates. It can be speculated that this is a special switch protecting vascular system from uncontrolled formation and spreading of active coagulation factors in vessels with rapidly flowing blood.</p

    British Parliament as Center for Making Foreign Policy Decisions during Syrian Crisis (2011—2015)

    The activities of the British Parliament to regulate the foreign policy of the United Kingdom towards Syria during the reign of Prime Minister D. Cameron are analyzed. The relevance of the study is due to the fact that the strengthening of the role of Parliament, which occurred during the acute phase of the Syrian crisis, significantly affects current trends in British foreign policy. The novelty of the study lies in the fact that for the first time the Syrian crisis is considered as a factor that contributed to the consistent strengthening of the role of parliament as a center for making foreign policy decisions. Attention is paid to the role of parliamentary committees in determining the UK’s policy on the Syrian track. The documents of the British Parliament are being studied in order to identify the position of parliamentarians in relation to the government course. The evolution of the British Middle East policy during the active phase of the Syrian crisis is analyzed. It is proved that Parliament had a corrective influence on the foreign policy of Great Britain, which is confirmed by the appearance during this period of significant functions, both in the House of Commons and in parliamentary committees. It is noted that the government sought to enlist the support of the parliament to ensure the legitimacy of the supply of weapons to the Syrian opposition and the conduct of a military operation in Syria

    Discussion of Palestinian-Israeli Conflict in British Parliament Foreign Affairs Committee (2014)

    The authors analyze the debates on the problem of the Middle East settlement in the Foreign Affairs Committee of the British Parliament, which took place in connection with the start of the American peace initiative in 2013-14. A general description of the discussion of the Middle East issues at committee meetings during the government cadence of D. Cameron (2010-2016) is given. Particular attention is paid to the positions of the parties to the conflict, stated at the meeting by the diplomats of Israel and Palestine. The key issues of the Palestinian-Israeli confrontation are considered: issues of permanent status (borders, refugees, Israeli settlements, the status of Jerusalem) and security issues discussed at the negotiations held under the auspices of John Kerry. It is proved that the positions of the conflicting parties remained irreconcilable. It is noted that at this historical stage, none of the leading powers of the world had sufficient influence for an effective and successful settlement of the Palestinian-Israeli conflict. The novelty of the study lies in the fact that for the first time the documents of the British Parliament were introduced into scientific circulation in order to analyze the prospects for a Middle East settlement. The relevance of the study is due to the fact that the Palestinian-Israeli conflict remains a source of tension in the Middle East, continuing to influence the situation in the region and the policies of the leading world powers
