    Getting farming on the agenda: Planning, policymaking, and governance practices of urban agriculture in New York City

    How and why is urban agriculture taken up into local food policies and sustainability plans? This paper uses a case study of urban agriculture policymaking in New York City from 2007 to 2011 to examine the power-laden operation of urban environmental governance. It explores several ‘faces of power,’ including overt authority, institutionalized ‘rules of the game,’ and hegemony. It also investigates how multiple actors interact in policymaking processes, including through the construction and use of broad discursive concepts. Findings draw upon analysis of policy documents and semi-structured interviews with 43 subjects engaged in food systems policymaking. Some municipal decision-makers questioned the significance of urban agriculture, due to the challenges of quantifying its benefits and the relative scarcity of open space in the developed city. Yet, these challenges proved insufficient to prevent a coalition of civic activists working in collaboration with public officials to envision plans on food policy that included urban agriculture. Actors created the ‘local/regional food system’ as a narrative concept in order to build broad coalitions and gain entry to the municipal policy sphere. Tracing the roll-out of plans reveals the way in which both the food systems concept and specific policy proposals were repeated and legitimized.Unpacking the dynamics of this iterative policymaking contributes to an understanding of how urban environmental governance happens in this case

    Urban Ecological Stewardship: Understanding the Structure, Function and Network of Community-based Urban Land Management

    Urban environmental stewardship activities are on the rise in cities throughout the Northeast. Groups participating in stewardship activities range in age, size, and geography and represent an increasingly complex and dynamic arrangement of civil society, government and business sectors. To better understand the structure, function and network of these community-based urban land managers, an assessment was conducted in 2004 by the research subcommittee of the Urban Ecology Collaborative. The goal of the assessment was to better understand the role of stewardship organizations engaged in urban ecology initiatives in selected major cities in the Northeastern U.S.: Boston, New Haven, New York City, Pittsburgh, Baltimore, and Washington, D.C. A total of 135 active organizations participated in this assessment. Findings include the discovery of a dynamic social network operating within cities, and a reserve of social capital and expertise that could be better utilized. Although often not the primary land owner, stewardship groups take an increasingly significant responsibility for a wide range of land use types including street and riparian corridors, vacant lots, public parks and gardens, green roofs, etc. Responsibilities include the delivery of public programs as well as daily maintenance and fundraising support. While most of the environmental stewardship organizations operate on staffs of zero or fewer than ten, with small cohorts of community volunteers, there is a significant difference in the total amount of program funding. Nearly all respondents agree that committed resources are scarce and insufficient with stewards relying upon and potentially competing for individual donations, local foundations, and municipal support. This makes it a challenge for the groups to grow beyond their current capacity and to develop long-term programs critical to resource management and education. It also fragments groups, making it difficult for planners and property owners to work in partnership with them. The organizational networks are self-contained and do not include business or even legal groups, which may point to a gap between stewardship and environmental justice organizations

    Detecting West Nile Virus in Owls and Raptors by an Antigen-capture Assay

    We evaluated a rapid antigen-capture assay (VecTest) for detection of West Nile virus in oropharyngeal and cloacal swabs, collected at necropsy from owls (N = 93) and raptors (N = 27). Sensitivity was 93.5%–95.2% for northern owl species but <42.9% for all other species. Specificity was 100% for owls and 85.7% for raptors

    Living with Water: Documenting Lived Experience and Social-Emotional Impacts of Chronic Flooding for Local Adaptation Planning

    Coastal communities are threatened by extreme weather events in the form of storm surge and by frequent, chronic, or nuisance flooding. The physical damage of these events is vast and established in the literature; however, the social-emotional impacts are less well-documented. This pilot study sought to understand the impacts of tidal flooding on flood-prone communities in Queens, NY. Through in-depth, semi-structured interviews (n=9) with civic science participants, we document flooding impacts, identify adaptations to flooding, and examine sources of information about flooding--including local networks and relationship to government. We found that participants are knowledgeable about and engaged with the processes, rhythms, and impacts of tidal flooding. Qualitative methods can be used to surface experiences of living with flooding and therefore inform planning processes. This work demonstrates the need to attune methods and data collection to better capture and understand lived experience, local ecological knowledge, and civic engagement--as these are crucial building blocks for strengthening social resilience. Finally, by rooting the research in civic science and a co-production approach, this study provides a starting point for building shared knowledge across different stakeholders to inform collaborative adaptation planning. Ultimately, we seek to better engage local knowledge -- including rich, qualitative data capturing lived experience -- into adaptation and resilience planning

    Introducing a Longitudinal Study of Community Gardeners and Gardens in New York City

    For almost a decade, the NYC Department of Parks and Recreation GreenThumb program has collected data about hundreds of New York City community gardens citywide to understand how these gardens function. Building on a data set that includes surveys and interviews conducted periodically with garden representatives since 2003, GreenThumb and USDA Forest Service researchers have conducted a new round of community garden interviews examining membership, programming, partnerships, and motivations for gardening. This comprehensive study of the largest community gardening program in the United States aims to understand the evolving role of community gardens in New York City. The study asks: From 2003-2011, is gardeners’ motivation for creating and participating in community gardens persistent or changing? How do the use and social functions of community gardens evolve or remain the same? What sort of programs and community events are held in gardens? How has garden membership changed over time? Is membership increasing, decreasing, or staying the same? Who participates in gardening in neighborhoods with changing demographics? During the summer of 2011, structured interviews were conducted by phone with representatives from a sample of 102 community gardens for which survey data existed from 2003, 2007, and 2009. These research findings will help assess the ways in which New York City community gardens have evolved and can continue to grow in the future

    Context matters: influence of organizational, environmental, and social factors on civic environmental stewardship group intensity

    Civic environmental stewardship groups actively take care of their local environment and are known to work in urban contexts. Research on the geographies of this urban environmental stewardship is young. Understanding where stewardship groups work and the associated organizational and neighborhood contexts advances the understanding of the environmental outcomes of stewardship efforts. We examine the organizational, socioeconomic, and environmental contexts associated with the number of stewardship groups at the Census block group and neighborhood scales for four diverse U.S. cities (Baltimore, MD; Chicago, IL; New York, NY; and Seattle, WA). We found relatively consistent and strong relationships with both average professionalization (staff and budget index) and diversity of groups’ focus and the number of groups’ activity areas in a block group or neighborhood, suggesting a potential density dependence effect. Overall, the number of stewardship groups correlates with social and environmental aspects at both scales across all cities, but variation across cities for specific variables indicates the need for further analyses to unpack why we observe these different patterns across cities. Strong relationships with organizational factors suggest future directions for stewardship research and that the organizational landscape may affect how many groups work in a place more than socioeconomic or environmental conditions

    Biological, Social, and Urban Design Factors Affecting Young Street Tree Mortality in New York City

    In dense metropolitan areas, there are many factors including traffic congestion, building development and social organizations that may impact the health of street trees. The focus of this study is to better understand how social, biological and urban design factors affect the mortality rates of newly planted street trees. Prior analyses of street trees planted by the New York City Department of Parks & Recreation between 1999 and 2003 (n=45,094) found 91.3% of those trees were alive after two years and 8.7% were either standing dead or missing completely. Using a site assessment tool, a randomly selected sample of 13,405 of these trees was surveyed throughout the City of New York during the summers of 2006 and 2007. Overall, 74.3% of the sample trees were alive when surveyed and the remainder were either standing dead or missing. Results of our initial analyses reveal that highest mortality rates occur within the first few years after planting, and that land use has a significant effect on street tree mortality. Trees planted in one- and two-family residential areas had the highest survival rates (82.7%), while young street trees planted in industrial areas, open space and vacant land had the lowest rates of street tree survival (60.3% -62.9%). Also significant in predicting street tree success and failure are species type, tree pit enhancements, direct tree care/stewardship, and local traffic conditions. These results are intended to inform urban forest managers in making decisions about the best conditions for planting new street trees

    Transdisciplinary and arts-centred approaches to stewardship and sustainability of urban nature.

    This paper explores case studies of how artists working with scientists and land managers affiliated with the Urban Field Station Collaborative Arts Program (UFS Arts) are fostering new relations of care with urban nature and thereby informing landscape decisions. The 'wicked' problems related to sustainability demand novel, holistic approaches to transformation that engage multiple ways of knowing. We present 4 examples from UFS Arts by triangulating data across programmatic documentation, evaluation, and ethnographic materials from 2016-present. Matthew López-Jensen's Tree Love and Nikki Lindt’s Underground Sound Project sensitise us to the capacities of trees and forests through image and sound. Mary Mattingly’s Swale is a floating food forest that enacts new forms of community stewardship. The exhibition Who Takes Care of New York? maps the stories and practices of civic environmental groups. Three themes in these works suggest opportunities for transformation throughout the knowledge production cycle: posing novel questions, engaging multiple methodologies, and communicating ideas with the public. Through these transdisciplinary works, we learn things we could not have learned via traditional disciplinary or interdisciplinary work and assert that stewardship offers a pathway towards sustainability transforming management practices and landscape decisions by reshaping our relationships to community and the land

    P-rex1 cooperates with PDGFRβ to drive cellular migration in 3D microenvironments

    Expression of the Rac-guanine nucleotide exchange factor (RacGEF), P-Rex1 is a key determinant of progression to metastasis in a number of human cancers. In accordance with this proposed role in cancer cell invasion and metastasis, we find that ectopic expression of P-Rex1 in an immortalised human fibroblast cell line is sufficient to drive multiple migratory and invasive phenotypes. The invasive phenotype is greatly enhanced by the presence of a gradient of serum or platelet-derived growth factor, and is dependent upon the expression of functional PDGF receptor β. Consistently, the invasiveness of WM852 melanoma cells, which endogenously express P-Rex1 and PDGFRβ, is opposed by siRNA of either of these proteins. Furthermore, the current model of P-Rex1 activation is advanced through demonstration of P-Rex1 and PDGFRβ as components of the same macromolecular complex. These data suggest that P-Rex1 has an influence on physiological migratory processes, such as invasion of cancer cells, both through effects upon classical Rac1-driven motility and a novel association with RTK signalling complexes

    The limits of discourse: masculinity as vulnerability

    For many, gender equity being fair to women and men is a zero sum game in which men should be willing to give up their privileges for the creation of a more equitable and just society. The idea that men might benefit from gender equity seems, for many, unthinkable. This was brought home a few years ago in a gender studies test, when students answering a question on what men might gain from gender equality explained instead how women would benefit. In this Perspective I reflect on the ways in which popular discourses around gender may inadvertently undermine movement towards gender and social justice. Dismissing my students' answers as the result of poor teaching or learning misses a key point: It seems to be extraordinarily difficult for most people to recognise how gender creates masculine vulnerabilities or how gender equity could benefit men. I suggest that if we are to improve women's lives through the reduction of violence, feminist teachers and activists need to think creatively about how to help men and boys understand that performances of masculinity deeply compromise their own lives
