The EUâs Trade Policy in the Doha Development Agenda â An Interim Assessment on Rules Negotiations
At Doha Ministerial Conference in 2001, WTO members agreed to launch new trade negotiations on a range of subjects and other work, including issues concerning the implementation of the present agreements. Various issues in the WTO Doha Development Agenda were dealt with in the form of âsingle undertakingâ which include the trade remedy rules, i.e., anti-dumping and subsidies rules. The EU, being the largest regional economy in the world, was no doubt a heavyweight in the Doha multilateral trade negotiations and so was its trade policy of great weight. To date, the EU had put forward a total of 10 submissions to clarify and improve the AD Agreement and the SCM Agreement at the end of 2006, and the submissions revealed the EUâs attitude toward the Rules negoation; not aggressive but prudent and cautious. While Doha Round seemed doomed and gloomy, the EU, on the other hand, launched its new trade policy, the âGlobal Europeâ framework in 2006 pursuant to the goals set up by the conclusions of Lisbon European Council. The new EUâs trade policy is comprised of a wider array of trade issues, aiming at maintaining its global competitiveness, and in light of the growing fragmentation and complexity of the process of production and supply chains as well as the growth of major new economic actors, particularly in Asia, there was a need for a revision of the EU Trade Defence Instruments (TDI) . A âGreen Paperâ on TDI was thus drafted and presented for public consultation by the Commission at the end of 2006, which is intended to make sure EU TDI fit in the trend of globalization as well as the European multinational corporations' competiveness in the new economic context. This paper intends to explore if the possible trade policy adjustment in the EU TDI will also facilitate to resolve the discrepancy between the EU and its counterparts in the Rules negotiations and provide a solid basis for the conclusion thereof. Section II of the article presents the ongoing DDA negotiations, inter alia, Rules negotiations. Section III will probe the negotiation objective and issues that EU concern by examining its submissions to the Negotiating Group on Rules as well as its implementation assessment. The EUâs new trade policy, in particular, that on the newly released âGreen Paperâ on the TDI will also be analyzed in section IV. This paper concludes that the EU policy on TDI is expected to be adjusted toward a framework favorable to other economic operators, such as users and consumers. Whether the public consultation for âGreen Paperâ is a process of consensus building is still an argument. It is likely that EU delegate will narrow down the gap between the EU and other exporting-oriented members in the Rules negotiations should the revised TDI be expanded to a large extent
Study of sponge gourd ascorbate peroxidase and winter squash superoxide dismutase under respective flooding and chilling stresses
AbstractThe objectives of this work were to study the responses of ascorbate peroxidase (APX), catalase (CAT), superoxide dismutase (SOD), glutathione reductase (GR), and physiological parameters of bitter melon (BM), sponge gourd (SG), and winter squash (WS) under waterlogged and low temperature conditions. The BM and SG plants were subjected to 0â72h flooding treatments. Moreover, BM and WS plants were exposed to chilling at 12/7°C (day/night) for 0â72h. The results show that different genotypes responded differently to environmental stress according to their various antioxidant enzymes and physiological parameters. The activity of APX in roots and leaves of SG plants significantly higher than that of BM plants during continuous flooding. Significant increases in SOD activity in leaves of WS plants were also observed throughout the entire chilling duration compared to BM plants. On the basis of our observations, we conclude that increased APX and SOD activities provide SG and WS plants with increased waterlogging and chilling stress tolerance, respectively. Both APX and SOD activities can be used for selecting BM lines with the best tolerances to water logging and chilling stresses
Melanogenesis Inhibitor(s) from Phyla nodiflora
Overexpression of tyrosinase can cause excessive production of melanin and lead to hyperpigmentation disorders, including melasma and freckles. Recently, agents obtained from plants are being used as alternative medicines to downregulate tyrosinase synthesis and decrease melanin production. Phyla nodiflora Greene (Verbenaceae) is used as a folk medicine in Taiwanese for treating and preventing inflammatory diseases such as hepatitis and dermatitis. However, the antimelanogenesis activity and molecular biological mechanism underlying the activity of the methanolic extract of P. nodiflora (PNM) have not been investigated to date. Our results showed that PNM treatment was not cytotoxic and significantly reduced the cellular melanin content and tyrosinase activity in a dose-dependent manner (P<0.05). Further, PNM exhibited a significant antimelanogenesis effect (P<0.05) by reducing the levels of phospho-cAMP response element-binding protein and microphthalmia-associated transcription factor (MITF), inhibiting the synthesis of tyrosinase, tyrosinase-related protein-1 (TRP-1), and TRP-2, and decreasing the cellular melanin content. Moreover, PNM significantly activated the phosphorylation of mitogen-activated protein kinases, including phospho-extracellular signal-regulated kinase, c-Jun N-terminal kinase, and phospho-p38, and inhibited the synthesis of MITF, thus decreasing melanogenesis. These properties suggest that PNM could be used as a clinical and cosmetic skin-whitening agent to cure and/or prevent hyperpigmentation
CFTR Mutation Analysis of a Caucasian Father with Congenital Bilateral Absence of Vas Deferens, a Taiwanese Mother, and Twins Resulting from ICSI Procedure
Cystic fibrosis (CF), caused by mutations in the cystic fibrosis transmembrane conductance regulator (CFTR) gene, is one of the most common autosomal recessive diseases in Caucasians. We screened for the CFTR gene mutation in a Caucasian father with congenital bilateral absence of the vas deferens (CBAVD), a Taiwanese mother, and twins resulting from an intracytoplasmic single sperm injection (ICSI) procedure. DNA fragments that showed abnormal banding patterns on temporal temperature gradient gel electrophoresis analysis followed by analysis of DNA sequence was used. The Caucasian father with CBAVD had ÎF508 and p.L375F mutations. The two children were heterozygous for the ÎF508 and p.L375F mutations, respectively. Mutation analysis of the CFTR gene should always be recommended for infertile couples seeking ICSI. The possibility of the children resulting from ICSI being a victim or carrier of CBAVD or CF, especially when the father is Caucasian with CBAVD, should be discussed during genetic counseling
Comparison of domiciliary oxygen using liquid oxygen and concentrator in northern Taiwan
Background/PurposeLong-term oxygen therapy has become standard treatment for patients with chronic respiratory insufficiency. However, patterns of long-term home oxygen therapy have not been well studied in Taiwan. Oxygen concentrator systems are commonly used in Taiwan, but liquid oxygen delivery systems are portable and may provide advantages over the concentrator system. This study compared oxygen usage between patients from a liquid oxygen group (LOG) and an oxygen concentrator group (OCG). The authors also assessed the physiologic responses of patients with chronic obstructive pulmonary disease (COPD) to ambulatory oxygen use at home.MethodsThe study used a retrospective, cross-sectional, observational survey design. The LOG comprised 42 patients, and the OCG comprised 102 patients. We recruited participants in northern Taiwan from July 2009 to April 2010. The questionnaire instruments that were used to collect data consisted of three parts: demographic characteristics, devices used in respiratory care, and activity status with portable oxygen. Two-minute walking tests were performed on COPD patients in their homes.ResultsCOPD was the most common diagnosis in our study, with more than 50% of patients who received oxygen long term in both groups having received this diagnosis. The LOG used oxygen for an average of 21.7 hours per day, whereas OCG averaged 15.2 hours per day (p<0.001). In the OCG, 92.2% of patients used a concentrator alone, whereas 23.8% of the LOG used liquid oxygen alone (p<0.001). The LOG patients were involved in significantly more outdoors activities (p=0.002) and reported traveling with oxygen more often (p<0.001) than the OCG patients. For patients with the same dyspnea level of COPD severity, those using liquid oxygen had a lower increase in pulse rate after the walking test, in comparison with the concentrator users.ConclusionPatients in the LOG used oxygen for longer hours, went on more outings, and were more likely to travel with oxygen than patients in the OCG. Being ambulatory with liquid oxygen might enable patients with COPD to walk more effectively
Extracts of Artocarpus communis
Artocarpus communis is an agricultural plant that is also used in folk medicine to prevent skin diseases, including acne and dermatitis. Extracts of A. communis have been used to effectively inhibit melanogenesis; however, the antimelanogenesis mechanism of these extracts has not yet been investigated. The present study utilized a cell-free tyrosinase assay as well as α-melanocyte stimulating hormone- (-MSH-) induced tyrosinase assay conducted in B16F10 cells, performed a cytotoxicity assay, and determined cellular melanin content to examine the effects of a methanolic extract of A. communis (ACM) and various organic partition fractions of A. communis on melanogenesis. In addition, we performed western blot analysis to elucidate the mechanism of their antimelanogenesis effect. Our results indicated that, except for the n-hexane extract, ACM and the various partition extracts at noncytotoxic concentrations effectively decreased melanin content and tyrosinase activity by downregulating microphthalmia-associated transcription factor (MITF) and phosphorylated cAMP response element-binding protein (p-CREB). Moreover, ACM and the partition fractions activated phosphorylation of extracellular signal-regulated kinase (ERK) and c-Jun N-terminal kinase (JNK) to inhibit the synthesis of MITF and finally to decrease melanin production. In conclusion, we suggest that noncytotoxic concentrations of ACM and the various partition fractions may be useful as references for developing skin-lighting agents for use in medicines or cosmetics
