    Discussing controversial issues in the classroom

    Discussion is widely held to be the pedagogical approach most appropriate to the exploration of controversial issues in the classroom, but surprisingly little attention has been given to the questions of why it is the preferred approach and how best to facilitate it. Here we address ourselves to both questions.We begin by clarifying the concept of discussion and justifying it as an approach to the teaching of controversial issues.We then report on a recent empirical study of the Perspectives on Science AS-level course, focusing on what it revealed about aids and impediments to discussion of controversial ethical issues

    Review of Methods for Estimating the Economic Impact of Transportation Improvements

    Transportation analysts and the public decision-makers they support are confronted with a broad range of analytical tools for estimating the economic impacts of improvements to trans- portation networks. Many of the available models operate at different scales and have distinctly different structures, making them more or less appropriate for analyzing the impacts of differ- ent types of projects. Here, we review several of the economic methods and models that have been developed for analyzing the impact of transportation improvements, giving special atten- tion to types of projects that add highway capacity in urban areas. We review project-based methods, including beneÞt-cost analysis and several analytical software tools developed by the Federal Highway Administration (FHWA) for economic analysis of transportation investment. We then move on to aggregate and disaggregate-level econometric methods, including regional economic models, hedonic price functions, production functions and cliometric analyses. We also devote some attention to the role of induced demand in economic evaluation, since it is of- ten one of the most uncertain and confounding factors faced by those charged with conducting economic evaluation of transportation projects.Economic Impact, Benefit-Cost Analysis

    Predicting Land Use Change: How Much Does Transportation Matter?

    In this paper, we propose to measure the extent of the inßuence of transportation systems on land use change. Using a set of high-resolution land use data for the Twin Cities metropolitan region, we estimate logistic regression models of land use change covering a 10-year period from 1990 to 2000. The models account for existing land use types, neighboring land uses, and transportation network variables that measure the physical proximity of highway networks, as well as the level of accessibility associated with a speciÞc location. The models are esti- mated with and without the transportation variables and compared to assess the extent of their inßuence. We Þnd (perhaps not surprisingly) that transportation-related variables exert some inßuence on changes to land use patterns, though not as much as variables representing existing and neighboring land uses.Land use, Twin Cities (Minnesota), Mathematical models, urban growth

    Location, Regional Accessibility and Price Effects: Evidence from Twin Cities Home Sales

    Regional location factors, with measures of regional accessibility foremost among them, exert a strong influence on urban property markets. While accessibility represents an important regional-scale factor, more local influences such as proximity to urban highway links may also positively or negatively influence the desirability of a location. In this paper, we use a cross-section of home sales in Hennepin County, Minnesota from the years 2001 through 2004, along with a set of disaggregate regional accessibility measures, to estimate the value of access to employment and resident workers. We also estimate the (dis)amenity effects of locations near major freeway links that have recently undergone, or were scheduled to undergo (as of the time period covered by the home sales), major construction to add capacity. The richness of the home sales data set allows us to control for a number of structural attributes, as well as some site characteristics, while additional neighborhood characteristics (such as income levels and local educational quality) are added from supplemental data sources. Empirical results indicate that households highly value employment access, while access to other resident workers (i.e. competition for jobs) is considered a disamenity. Proximity to local highway access points is positively associated with sale price, while proximity to the highway link itself is negatively associated with price.     How Local Is Travel?

    This paper analyzes the distribution of travel time across different classes of roads for 47 subjects in the Minneapolis-St. Paul metropolitan area. We use global positioning system (GPS) and geographic information system (GIS) data to analyze subject road use, with the objective of getting a sense for how much time individuals spend on different types of roads during their commute trip (in a sense, how ÒlocalizedÓ their travel is). The results reveal an association between the amounts of time spent on various functional classes of roads and home and work locations. Subjects that live and work in the city of Minneapolis are found to spend a higher percentage of their travel time on lower-level (city and county) roads. The results may be used to further inform local road finance decisions in light of the free-rider problem and other problems associated with current financing mechanisms.Travel Behavior; Transportation Ð Finance; Global Positioning Systems (GPS)

    Investigating changes in global tropical cyclone storm frequency and intensity

    Understanding fluctuations in tropical cyclone activity along United States shores and abroad becomes increasingly important as coastal managers and planners seek to save lives, mitigate damage, and plan for resilience in the face of changing storminess and sea-level rise. Tropical cyclone activity has long been of concern to coastal areas as they bring strong winds, heavy rains, and high seas. Given projections of a warming climate, current estimates suggest that not only will tropical cyclones increase in frequency, but also in intensity (maximum sustained winds and minimum central pressures). An understanding of what has happened historically is an important step in identifying potential future changes in tropical cyclone frequency and intensity. The ability to detect such changes depends on a consistent and reliable global tropical cyclone dataset. Until recently no central repository for historical tropical cyclone data existed. To fill this need, the International Best Track Archive for Climate Stewardship (IBTrACS) dataset was developed to collect all known global historical tropical cyclone data into a single source for dissemination. With this dataset, a global examination of changes in tropical cyclone frequency and intensity can be performed. Caveats apply to any historical tropical cyclone analysis however, as the data contributed to the IBTrACS archive from various tropical cyclone warning centers is still replete with biases that may stem from operational changes, inhomogeneous monitoring programs, and time discontinuities. A detailed discussion of the difficulties in detecting trends using tropical cyclone data can be found in Landsea et al. 2006. The following sections use the IBTrACS dataset to show the global spatial variability of tropical cyclone frequency and intensity. Analyses will show where the strongest storms typically occur, the regions with the highest number of tropical cyclones per decade, and the locations of highest average maximum wind speeds.     Integrating climate change impacts to improve understanding of coastal climate change: heavy rains, strong winds, and high seas in coastal Hawaii, Alaska and the Pacific Northwest

    Coastal storms, and the strong winds, heavy rains, and high seas that accompany them pose a serious threat to the lives and livelihoods of the peoples of the Pacific basin, from the tropics to the high latitudes. To reduce their vulnerability to the economic, social, and environmental risks associated with these phenomena (and correspondingly enhance their resiliency), decision-makers in coastal communities require timely access to accurate information that affords them an opportunity to plan and respond accordingly. This includes information about the potential for coastal flooding, inundation and erosion at time scales ranging from hours to years, as well as the longterm climatological context of this information. The Pacific Storms Climatology Project (PSCP) was formed in 2006 with the intent of improving scientific understanding of patterns and trends of storm frequency and intensity - “storminess”- and related impacts of these extreme events. The project is currently developing a suite of integrated information products that can be used by emergency managers, mitigation planners, government agencies and decision-makers in key sectors, including: water and natural resource management, agriculture and fisheries, transportation and communication, and recreation and tourism. The PSCP is exploring how the climate-related processes that govern extreme storm events are expressed within and between three primary thematic areas: heavy rains, strong winds, and high seas. To address these thematic areas, PSCP has focused on developing analyses of historical climate records collected throughout the Pacific region, and the integration of these climatological analyses with near-real time observations to put recent weather and climate events into a longer-term perspective.(PDF contains 4 pages

    Evolution of the Second-Story City: The Minneapolis Skyway System

    This paper describes and explains the growth of the Minneapolis Skyway network. Accessibility is used as a major factor in understanding that growth (i.e. does the network connect to the location(s) with the highest accessibility, followed by the second highest, and so on). First, employment opportunities are used as the measure of activity and are based off of the square footage of buildings and/or ITE trip generation rates. Using information about the buildings located downtown for each year since the first skyway was built, the accessibilities of each of the connected and adjacent unconnected blocks were calculated for every time period the skyway system expanded. The purpose is to determine how often the expansion connected the block with the highest accessibility. The results show that though important, accessibility was rarely maximized, except in the early stages of development. A connect-choice logit model relating the probability of joining the network (in a given year) to accessibility and network size was employed. The results show accessibility does remain an important factor in predicting which links are connected.     Operating Costs for Trucks

    This study estimates the operating costs for commercial vehicle operators in Minnesota. A survey of firms that undertake commercial truck road movements was performed. The average operating cost per kilometer for commercial vehicle operators was calculated from the survey responses. Results show that the translog and Cobb-Douglas models have approximately equal explanatory power in estimating the total cost from the data. The models also revealed the presence of nearly constant returns to scale, a finding consistent with earlier studies; an increase in output (total truckloads) of 1% increases total costs by 1.04%.

    What is coastal climate?

    Historical definitions of what determines whether one lives in a coastal area or not have varied over time. According to Culliton (1998), a “coastal county” is defined as a county with at least 15% of its total land area located within a nation’s coastal watershed. This emphasizes the land areas within which water flows into the ocean or Great Lakes, but may be better suited for ecosystems or water quality research (Crowell et al. 2007). Some Federal Emergency Management Agency (FEMA) documents suggest that “coastal” includes shoreline-adjacent coastal counties, and perhaps even counties impacted by flooding from coastal storms. An accurate definition of “coastal” is critical in this regard since FEMA uses such definitions to revise and modernize their Flood Insurance Rate Maps (Crowell et al. 2007). A recent map published by the National Oceanic and Atmospheric Administration’s (NOAA) Coastal Services Center for the Coastal Change Analysis Program shows that the “coastal” boundary covers the entire state of New York and Michigan, while nearly all of South Carolina is considered “coastal.” The definition of “coastal” one chooses can have major implications, including a simple count of coastal population and the influence of local or state coastal policies. There is, however, one aspect of defining what is “coastal” that has often been overlooked; using atmospheric long-term climate variables to define the inland extent of the coastal zone. This definition, which incorporates temperature, precipitation, wind speed, and relative humidity, is furthermore scalable and globally applicable - even in the face of shifting shorelines. A robust definition using common climate variables should condense the large broad definition often associated with “coastal” such that completely landlocked locations would no longer be considered “coastal.” Moreover, the resulting definition, “coastal climate” or “climatology of the coast”, will help coastal resource managers make better-informed decisions on a wide range of climatologically-influenced issues.
