Restructuring electricity policy and financial models
The old, regulated electric industry provided reliable service, not necessarily in the most economic manner, at a declining real price. The semi-competitive electric industry model now operating in the United States and the UK has shown that electric companies can operate more efficiently than before, but it has not delivered significantly greater benefits to consumers than the old model.
