    Hospital is a health care institution that organizes personal health services in plenary thatprovides inpatient, outpatient, and emergency department. In connection with the Hospital opened healthservices through programs that one Regional Health Insurance program (JAMKESDA) which is aprogram for the poor that health care costs are guaranteed by the Government.This study is intended to answer the "Is service health insurance program area (JAMKESDA) in the cityof Bitung is already effective. This study uses a qualitative method. Data source / informant study is thehead of the general hospital one person, public hospital employees 10 people, and participants Jamkesda20 people, so the total number of informants there were 31 people. Primary data collection using thequestionnaire technique and help with the interview.Results of the data analysis showed that the implementation of the regional health insurance servicesprogram (JAMKESDA) in the city of Bitung is already operating effectively, although not optimal. Basedon the results of these studies conclude that it is not optimal effectiveness of the implementation of theRegional Health Insurance services program (JAMKESDA) related to the implementation of satisfactionindicators and indicators of adaptation that has not been effective, both the level of satisfaction ofemployees / employee hospitals and patients and families of patients who have not been satisfied on theservice they received.Referring to some of the findings in this study, then to optimize the achievement of effectiveimplementation of the Regional Health Insurance program (JAMKESDA) in city Bitung forward, needs tobe optimized implementation of satisfaction indicators and indicators of adaptation, through increasing itscapacity to adjust to the dynamics and demands of internal environment and externally

    The implementation of mental revolution vale is a mind program from president of republic Indonesia. But the implementation of the program is not run snoothly at this moment cause there are many problems happend in the implementation of mental revolution such as beliefeness, hope, compasionate, and civil cocupation as a subjec.This research uses qualitative research methods. Informant research by as much as 10 (ten) the informant i.e. consists of 1 head of the Agency, 1 Secretary, 1 head of the Agency, then 2 officers and 2 community. Data collection techniques used i.e., interview techniques, techniques of observation/observation, and technical documentation. As well as the Data analysis techniques used for Data Reduction, namely, The Presentation of Data, as well as the withdrawal of conclusions based on research conducted the nation's Unity in the body of researchers and politics of North Minahasa Regency researched through observation, reality as well as data or documents such as the report of the performance government agencies, strategic plan, a long-term plan.     This research aims to know the factors that affect the quality of public services in Public HealthCenter Bahu, Malalayang Subdistrict Municipality of Manado, as well as to get an idea of the existingpublic services in Public Health Center Bahu, Malalayang Subdistrict municipality of manado. PublicHealth Center is spearheading the development of healthcare in the absence of successful neighborhooddistricts. Health development is an effort meet one of the basic rights of the people, namely people's rightto obtain access to healthcare needs. The main problem as a health service that many of its competitors isthe service given is it appropriate or not public expectation therefore, Public Health Center Bahu,Malalayang Subdistrict municipality of manado is expected to always maintain the trust and satisfactionof the public by increasing the quality of service to the satisfaction of the patients improved. Public HealthCenter Bahu, Malalayang Sub district municipality of manado need to carefully determine the needs ofpatients in an effort to meet the expectations or desires and increase the satisfaction of services provided.The research methods used in this study is a qualitative method, with the techniques of primary andsecondary data collection is done with the interview, observation and documentation study. As for therespondents/informants of this research is the head of the Public Health Center Bahu: 4 employees andhealth workers of Public Health Center: 5 community representatives 5 wards that constitute the coverageof the Public Health Center Bahu, among others, is the village's Bahu, Kleak, Winangun I, Winagun II,and Batu Kota.The results showed that in view of the quality of public services for the Public Health Center Bahu iscurrently said to be the maximum. It happened because of the speed and timeliness in providing theservice is still at a slow rate. From the above problems then in view of the factors that affect the quality ofpublic services, such education, experience, compensation, and work environment, so many problems thatarise from aspects of the four points above, with regard to the central issues that are encountered in termsof placement of employees who do not comply with the skills possessed by these employees, the lack ofofficers, while the work load is very much in compensation, received highly lacking and is not appropriate.In doing Ministry employee also in this still very less experience in taking care of the Administration andothers, in addition to facilities and infrastructure in support of public service which is still very minimal,problem employee discipline and communication problems among fellow employees also should be on theincrease.Referring to the discussion and the conclusions above, in order to improve the quality of recommend inpublic services in Public Health Center Bahu then recommend it – it is as follows. The first need for theattention of the local authorities with regard to infrastructure work supporting employees, the need foradditional employees at the clinics this shoulder, as well as the need for attention from the localGovernment regarding the compensation of employees and the health workforce in the value is still verysmall. Then the need for oversight of the performance of officers so that they can work properly and atmaximum, while leaders must also be able to embrace all officers preparing a time to encourage andmotivate each other between one another, so that in one instance appears mutual respect and had eachother

But the objective conditions showed many honorary workers who have served for so long but not appointed as civil servants Civil. departed from the matter, this study intended to answer the question of how policy implementation appointment of Honorary Workers become candidates for Civil Servants. This study uses qualitative methods, this study using a sample taken at the office of the Regional Employment Agency North Maluku province by using the interview technique 7 questions to 15 respondents. Qualitative analysis consists of 3 steps first word reduction is the process pemelihan focusing on simplification and racial formations that emerge from the rough notes written on the field, the second presentation of the data that is drawing conclusions and taking action. and the third drawing conclusions / Verify that researchers draw conclusions and verify the symptoms obtained from the field. 3 steps apart from the data the researcher is also supported by documents obtained from the office of research. so from these results we can conclude that the government remain objective in the assessment of each participant is concerned and in the recruitment of civil servants Pemerintahpun take into account the ability of the regional budget because it can result in the ability to provide public services. because if the budget is siphoned off to fund the salaries, which is the public harmed. Based on these conclusions, it is suggested that there is good government or government agency does not receive honorary directly, because most of honorary workers who work now without the selection based only kedekakatan kinship and therefore the government should hold a clean selection for all contract officers in government agencies so that the results higher quality and the government should defer to lift the honorary staff of the general path of honorary workers before all the problems can be resolved in their respective areas
