Does Competition from HMOs Affect Fee-For-Service Physicians?
This paper develops county-level estimates of HMO market share for all counties in the United States and uses them to examine the relationship between HMO market share and the fee for a normal office visit with an established patient charged by 2,845 fee-for-service (FFS) physicians. Two-stage least squares estimates indicate that increases of 10 percentage points in HMO market share are associated with decreases of approximately 11 percent in the normal office visit fee. However, further examination indicates that the incomes of the physicians in the sample are not lower in areas with higher HMO market share. In addition, the quantity of services provided, measured by the number of hours worked and the number of patients seen per week, is not higher in these areas. While it is possible that physicians induce demand to change the volume or mix of services provided to patients in ways that do not affect the number of hours worked or patients seen, another hypothesis consistent with these findings is that FFS physicians respond to competition from HMOs by adopting multi-part pricing strategies in which the price for an office visit is reduced but prices for other services are raised.

Analysis of fuzzy clustering and a generic fuzzy rule-based image segmentation technique
Many fuzzy clustering based techniques when applied to image segmentation do not incorporate spatial relationships of the pixels, while fuzzy rule-based image segmentation techniques are generally application dependent. Also for most of these techniques, the structure of the membership functions is predefined and parameters have to either automatically or manually derived. This paper addresses some of these issues by introducing a new generic fuzzy rule based image segmentation (GFRIS) technique, which is both application independent and can incorporate the spatial relationships of the pixels as well. A qualitative comparison is presented between the segmentation results obtained using this method and the popular fuzzy c-means (FCM) and possibilistic c-means (PCM) algorithms using an empirical discrepancy method. The results demonstrate this approach exhibits significant improvements over these popular fuzzy clustering algorithms for a wide range of differing image types
Apparatus and method for explosive bonding to edge of flyer plate
The invention is an apparatus and a process for the explosive joining of a flyer plate and a base plate. The apparatus consists of a flyer plate positioned over a base plate. The flyer plate has a notch containing a filler material in intimate contact with the flyer plate. An adhesive means holds a ribbon explosive partially overlapping the notch in the flyer plate. A detonating means initiates the ribbon explosive that drives the flyer plate to accomplish a high velocity, angular collision between the mating surfaces. This collision creates surface melts and effacing bonding, resulting in electron sharing linkups between the plates. An unbonded tab fractures at a base of the notch leaving a bond to an edge of the attached flyer plate
Permanent wire splicing by an explosive joining process
The invention is an apparatus and method for wire splicing using an explosive joining process. The apparatus consists of a prebent, U-shaped strap of metal that slides over prepositioned wires. A standoff means separates the wires from the strap before joining. An adhesive means holds two ribbon explosives in position centered over the U-shaped strap. A detonating means connects to the ribbon explosives. The process involves spreading strands of each wire to be joined into a flat plane. The process then requires alternating each strand in alignment to form a mesh-like arrangement with an overlapped area. The strap slides over the strands of the wires, and the standoff means is positioned between the two surfaces. The detonating means then initiates the ribbon explosives that drive the strap to accomplish a high velocity, angular collision between the mating surfaces. This collision creates surface melts and collision bonding results in electron sharing linkups
Foreign direct investment in sub-Saharan Africa
The authors of this paper examine trends in private foreign direct investment in sub - Saharan Africa, assess how this has affected the host economies, and discuss the prospects for increased investment in the 1990s. They examine new or nontraditional forms of investment as well as more traditional stock and flow trends. They also focus on the relationship between structural adjustment programs and foreign private investment. Foreign investment in the 1990s (as in the 1980s) is likely to flow to a few key sectors: energy, selected export manufacturing sectors, and possibly the tourist industry. The least attractive area for the foreign investor is exclusively import-substituting industrialization. Interested investors are more likely to commit technology and management than equity capital. As a result, development finance institutions are likely to play an increasingly important role in meeting the need for capital. Thus, activity in sub - Saharan Africa may be more effective at raising the total volume of investment than any change in the climate of fiscal and other incentives. There is no prospect whatsoever for foreign investment to meet sub - Saharan Africa's rising foreign exchange and savings gaps. For one thing, prospects in other parts of the rapidly changing world look brighter and less risky and are closer to home. Fuzzy Image Segmentation using Suppressed Fuzzy C-Means Clustering
Clustering algorithms are highly dependent on the features used and the type of the objects in a particular image. By considering object similar surface variations (SSV) as well as the arbitrariness of the fuzzy c-means (FCM) algorithm for pixellocation, a fuzzy image segmentation considering object surface similarity (FSOS) algorithm was developed, but it was unable to segment objects having SSV satisfactorily. To improve the effectiveness of FSOS in segmenting objects with SSV, thispaper introduces a new fuzzy image segmentation using suppressed fuzzy c-means clustering (FSSC) algorithm, which directly considers object SSV and incorporates the use of suppressed-FCM (SFCM) using pixel location. The algorithmalso perceptually selects the threshold within the range of human visual perception. Both qualitative and quantitative resultsconfirm the improved segmentation performance of FSSC compared with other algorithms including FSOS, FCM,possibilistic c-means (PCM) and SFCM for many different images
