    For upwards of twenty years, the Supreme Court of the United States has wrestled with the question whether an indigent defendant charged with serious crime must, on request, be afforded the assistance of counsel at public expense. In a series of landmark cases it has decided such assistance must be afforded as a matter of constitutional right. Most trial judges are in agreement with these decisions, not so much on constitutional grounds but because they see practical advantages therein, and because they would welcome an even broader rule requiring every party to a lawsuit to have full representation. While trial judges in those jurisdictions not having public defenders have some concern over the mechanics of supplying and paying for lawyers to assist indigents, they are in no panic about it, knowing that the organized bar and the state legislatures will undoubtedly solve many of their difficulties for them in the near future

    Constraining Silicate Weathering During the Middle Eocene Climatic Optimum (MECO) Using Radiolarian Ge/Si

    Silicate weathering has long been considered a fundamental component of the earth system and has been cited as one of, if not the primary stabilizing feedback for climate. However, recent work has shown that the role of silicate weathering in the climate system is more complicated and dynamic than previously assumed. In this study I examine the role of weathering in the enigmatic warming event, the Middle Eocene Climatic Optimum (MECO) that occurred approximately 40 Ma. This event works as a good case study as there are multiple features of the MECO that differentiate it from other warming events that occur around the same time. Using a relatively neglected proxy, the ratio of germanium to silicon (Ge/Si) of siliceous microfossils, I show that silicate weathering does not always correlate with temperature. I suggest that weathering may have instead been the driver of the observed warming during the MECO. This study will increase our understanding of not only the Earth’s response to a singular warming event, but also provide context for how the Earth is and will continue to respond to rising temperatures due to current carbon emissions

    The aerodynamic characteristics of airfoils with several flap configurations were studied theoretically and experimentally in environments that simulate a wing immersed in the downwash of a hovering rotor. Special techniques were developed for correcting and validating the wind tunnel data for large blockage effects, and the test results were used to evaluate two modern blockage effects, and the test results were used to evaluate two modern computational aerodynamics codes. The combined computed and measured results show that improved flap and leading-edge configurations can be designed which will achieve large reductions in the downloads of tilt-rotor aircraft, and thereby improve their hover efficiency
