    164 pp. Maps, tables. Glossary.The Metro Plan is the official long-range comprehensive plan of metropolitan Lane County and the cities of Eugene and Springfield. The Metro Plan sets forth general planning policies and land use allocations and serves as the basis for the coordinated development of programs concerning the use and conservation of physical resources, furtherance of assets, and development or redevelopment of the metropolitan area. The Metro Plan is intended to designate a sufficient amount of urbanizable land to accommodate the need for further urban expansion, taking into account the growth policy of the area to accommodate a population of 286,000 within the UGB by the year 2015.1 The Metro Plan also identifies the major public facilities required to meet the land use needs designated within the UGB

Captured April 26, 2007.The Consolidated Plan is an inter-jurisdictional effort to identify needs and formulate a five-year strategic plan with objectives and outcomes that address needs for housing, homeless, and community development. This Consolidated Plan covers the five-year period beginning July 1, 2005 and ending June 30, 2010 (fiscal years 2006 through 2010). The Consolidated Plan is a US Department of Housing and Urban Development Department (HUD) requirement for both the Cities of Eugene and Springfield to receive Community Development Block Grant (CDBG) funds and for the Eugene-Springfield Consortium to receive HOME Investment Partnerships Program (HOME) funds, and American Dream Downpayment Initiative (ADDI) funds, with the City of Eugene serving as the lead agency. It is also a requirement of Lane County to receive Emergency Shelter Grant (ESG) funds. [From the Plan
