Reformulating ‘Holism’ in hydropower decision‐making

This paper investigates the necessary‐impossible paradox facing hydropower decision‐makers of the Mekong River Commission: that aspiring towards a holistic risk assessment is both socially useful and necessary, but also meaningless and impossible (because the future remains unknown). The thesis here is that to come to terms with this paradox, a Luhmannian inspired relational model offers superior analytical tools compared with an Aristotelian essentialist approach. This is because where the latter typically employs integrative approaches which attempt to show why through rational reasoning risk assessments are holistic, the former takes into account that holistic risk assessments are contingent on the observer, on an organisation's position within a network, and on the ‘temporal atoms’ that mark the ‘time’ of social systems. By employing a relational framework comprised of variation, selection and retention to capture this comparative sociology of the observer, the contribution here offers a radical reformulation of holism in hydropower decision‐making

Zusammenfassung der Sofortmassnahmen und Rahmenempfehlungen zur Neuorientierung der Abfallwirtschaft in Mecklenburg-Vorpommern als Beispiel fuer die neuen Bundeslaender

On the basis of a comprehensive inventory including a forecast of waste streams to be expected in the future, this work, commissioned by the Federal Environmental Agency, presents facts with a view to the development of a modern and efficient waste disposal concept for the Land Mecklenburg-Vorpommern and gives recommendations for action to be taken. Simultaneously, the results of the study provide orientation and a guideline for the implementation of the Federal German law on waste management, the emphasis being on measures to be taken immediately and the boundary conditions to be adhered to in restructuring the waste management system. Leitfaden zur Erstellung von Antragsunterlagen und zur Durchfuehrung des Zulassungsverfahrens bei Abfallentsorgungsanlagen

The main improvements are discussed which can be made in the preparation and actual peformance of the licensing procedure for waste disposal plant according to Paragraph 7 Abfg. In addition to the recommendations concerning the improvement of individual steps of the licensing procedure, check lists are provided by which the applicants may prestructure the application documents and the responsible authorities may better organize the licensing procedure. Recommendations are made how to improve the general boundary conditions for the licensing process (e.g. information system, participation concept, public relations, manpower and budget), as well as individual steps in this procedure (e.g. preliminary clarification, application scope, conference, participation, discussion meeting). (orig.)Die fuer die Vorbereitung und Durchfuehrung des abfallrechtlichen Zulassungsverfahrens nach Paragraph 7 Abfg wesentlichen Verbesserungsmoeglichkeiten auf der Grundlage geltenden Zulassungsrechtes werden dargestellt. Die Empfehlungen zu Verbesserung von Teilarbeitsschritten des Zulassungsverfahrens werden um Checklisten ergaenzt, deren Gebrauch fuer Antragsteller und Zulassungsbehoerde eine inhaltliche Vorstrukturierung und organisatorische Hilfestellung bei Erstellung von Antragsunterlagen sowie der Durchfuehrung des Zulassungsverfahrens gibt. Die Empfehlungen umfassen Vorschlaege zur Verbesserung der allgemeinen Rahmenbedingungen des Zulassungsverfahrens (z.B. Informationssysteme, Beteiligtenpraxis, Oeffentlichkeitsarbeit, Personal- und Sachmittelausstattung) sowie Verbesserungsvorschlaege von Teilarbeitsschritten (z.B. Vorklaerung, Antragsumfang, Antragskonferenz, Beteiligtenverfahren, Eroerterungstermin). Machbarkeitsstudie fuer Massnahmen zur Reduzierung der Schadstofffrachten in die Ostsee Textband

Die Studie trifft ausfuehrliche Aussagen zu folgenden Punkten: Datenbasis: Erstellung einer gesicherten und reproduzierbaren Datenbasis ueber den Stand der Abwasserreinigungs/Gewaesserbelassung verursacht durch kommunale Klaeranlagen, industrielle Direkteinleiter, diffuse Eintraege fuer den Bezugshorizont 1987, den Ist-Zustand 1991 sowie den Prognosehorizont 1995. International (HELCOM): Bewertung der kommunalen, industriellen und diffusen Eintraege bezueglich der HELCOM-Zielsetzung - Schadstoffminderung um 50% bis 1995 - fuer das Ostseeinzugsgebiet in Mecklenburg-Vorpommern, und in Teilen Brandenburgs und der Luebecker Bucht (im folgenden kurz ''Untersuchungsgebiet'' genannt). National (Untersuchungsgebiet): Erstellung eines objektbezogenen Sanierungs- und Finanzierungskonzeptes fuer die kommunalen Klaeranlagen unter Beruecksichtigung des WHG und der EG-Richtlinie. Festlegung von primaeren und sekundaeren Massnahmen zur Verbesserung der kommunalen Abwasserbeseitigung, die sich aufgrund technologischer, oekologischer, hydrologischer, zeitlicher und oekonomischer Kriterien ergibt. International (HELCOM): Evaluation of the municipal, industrial and diffuse sources regarding the HELCOM-requirements - 50% reduction in pollution load until 1995 - for the Baltic Sea Catchment Area in Mecklenburg-Vorpommern, parts of Brandenburg and the Bay of Luebeck (referred to in the following as the ''Research Area'').
