Progress in Implementing Capacity-Building Provisions under the Labor Chapter of the Dominican Republic – Central America – United States Free Trade Agreement

[Excerpt] Section 403(a) of the CAFTA-DR Implementation Act includes a reporting requirement on labor issues related to the CAFTA-DR. Specifically, that section requires the President to submit a biennial report to Congress on the progress made by the CAFTA-DR countries in implementing (i) Chapter Sixteen (Labor) of the CAFTA-DR, and (ii) the White Paper. The President delegated this reporting function to the Secretary of Labor, to be carried out in consultation with the United States Trade Representative (USTR). This is the first report in fulfillment of Section 403(a) of the CAFTA-DR Implementation Act. As required, this report includes: A. A description of the progress made by the Labor Cooperation and Capacity Building Mechanism established by Article 16.5 and Annex 16.5 of the CAFTA-DR, and the Labor Affairs Council established by Article 16.4 of the CAFTA-DR, in achieving their stated goals, including a description of the capacity-building projects undertaken, funds received, and results achieved, in each CAFTA-DR country; B. Recommendations on how the United States can facilitate full implementation of the recommendations contained in the White Paper; C. A description of the work done by the CAFTA-DR countries with the International Labor Organization (ILO) to implement the White Paper recommendations and to advance common commitments regarding labor matters; and D. A summary of public comments received on these matters

In order to place this merger in con- text, the larger issue of mergers in the American labor movement will be addressed, as will the origins and history of each of the three unions. The specific issues confronting the unions will be examined in three categories — structure, administration, and functions and services. We conclude with an assessment of the current status of the unification effort and the prospects for its realization

Analysis of work stoppages, 1959

Preface This bulletin presents a detailed statistical analysis of work stoppages in 1959, continuing an annual feature of the Bureau of Labor Statistics\u27 program in the field of industrial relations. Preliminary monthly estimates of the level of strike (or lockout) activity for the United States as a whole are issued about 30 days after the end of the month of reference and are available upon request. Preliminary estimates for the entire year are available at the year\u27s end; selected final tabulations are issued in April of the following year. A chronology of the 1959 steel strike, which was ended after 116 days by a court injunction, and tables showing the industrial and geographical scope of this strike are presented in appendix B. Appendix C contains a chronology of the Atlantic and Gulf Coast longshore stoppage in which the emergency provisions of the Taft-Hartley Act were also invoked by the President. The methods used in preparing work stoppage statistics are described in appendix D. The Bureau wished to acknowledge the cooperation of employers and employer associations, labor unions, the Federal Mediation and Conciliation Service, and various State agencies in furnishing information on work stoppages. Constructs Of Development From Inside The Development Communication Syllabi

Discourses of development in academic institutions must be thoroughly investigated. Using a set of Development Communication (DevCom) syllabi and the theories of Xu Xiaoge (2009) and Arturo Escobar (1995), this paper qualitatively investigated on the nature and process of the constructed discourse of development in an academic setting from sample course syllabi content, topics and activities. Results have shown that the syllabi's content and discourse are either pro-process or pro-participation development. Moreover, the set of studied syllabi have not actively articulated the post-development paradigm. The research suggests that faculty members who teach the course revisit the constructs of DevCom by constantly including development in the content, putting the discourse of alternatives to development, and theorising on the paradigm of development communication to further establish the feld

Cost-effectiveness of gargling for the prevention of upper respiratory tract infections

<p>Abstract</p> <p>Background</p> <p>In Japan, gargling is a generally accepted way of preventing upper respiratory tract infection (URTI). The effectiveness of gargling for preventing URTI has been shown in a randomized controlled trial that compared incidences of URTI between gargling and control groups. From the perspective of the third-party payer, gargling is dominant due to the fact that the costs of gargling are borne by the participant. However, the cost-effectiveness of gargling from a societal perspective should be considered. In this study, economic evaluation alongside a randomized controlled trial was performed to evaluate the cost-effectiveness of gargling for preventing URTI from a societal perspective.</p> <p>Methods</p> <p>Among participants in the gargling trial, 122 water-gargling and 130 control subjects were involved in the economic analysis. Sixty-day cumulative follow-up costs and effectiveness measured by quality-adjusted life days (QALD) were compared between groups on an intention-to-treat basis. Incremental cost-effectiveness ratio (ICER) was converted to dollars per quality-adjusted life years (QALY). The 95% confidence interval (95%CI) and probability of gargling being cost-effective were estimated by bootstrapping.</p> <p>Results</p> <p>After 60 days, QALD was increased by 0.43 and costs were $37.1 higher in the gargling group than in the control group. ICER of the gargling group was$31,800/QALY (95%CI, $1,900–$248,100). Although this resembles many acceptable forms of medical intervention, including URTI preventive measures such as influenza vaccination, the broad confidence interval indicates uncertainty surrounding our results. In addition, one-way sensitivity analysis also indicated that careful evaluation is required for the cost of gargling and the utility of moderate URTI. The major limitation of this study was that this trial was conducted in winter, at a time when URTI is prevalent. Care must be taken when applying the results to a season when URTI is not prevalent, since the ICER will increase due to decreases in incidence.</p> <p>Conclusion</p> <p>This study suggests gargling as a cost-effective preventive strategy for URTI that is acceptable from perspectives of both the third-party payer and society.</p
