The European Union in the 21st century - towards a social Europe?
"At the beginning of the 21st century the future of âthe welfare stateâ is all but clear. The
welfare state originated in West and North European countries in the 19th and 20th centuries.
Today, the idea of the welfare state is facing three challenges: First, Western welfare states
are under economic, demographic and political pressure to reform their institutions. In
particular, reform is deemed necessary to meet the demands of increasingly competitive
global markets. Second, social policy beyond the nation state is growing, with transnational
actors like Worldbank, ILO, EU and OECD and transnational discourses. National welfare
states are increasingly affected by such transnational social policy. While the Worldbank
concentrates on developing and transitional countries, and the OECD is influentious in
developed countries (Armingeon/Beyeler 2004), especially in education (Jakobi 2006), the
EU is a unique supranational body of 25 European countries with broad and more binding
legal powers. Third, while Western welfare states are in crisis, state social policy is expanding
in non-Western countries. Some authors even speak of ânew welfare statesâ (Esping-Andersen
1996) and of the âComing of East Asian welfare statesâ modelled on Western patterns
(Hort/Kuhnle 2000)." [author's abstract
The rise of global social policy: social assistance in developed and developing countries
Im Forschungsfeld der globalen Sozialpolitik wird davon ausgegangen, dass Wohlfahrtspolitik, die bisher die DomÀne von Nationalstaaten war, auf internationale und globale Politik ausgedehnt wird, und zwar durch internationale nichtsstaatliche Organisationen und andere globale Akteure. Der vorliegende Beitrag befasst sich mit der Sozialhilfe als globaler Sozialpolitik. Die erste Frage, die in diesem Zusammenhang untersucht wird, ist, ob sich das globale sozialpolitische Paradigma auf die Sozialhilfe bezieht. In einer zweiten Frage werden die Auswirkungen der Globalisierung der Sozialhilfe auf die Sozialpolitik im Allgemeinen beleuchtet. ZunÀchst werden das Konzept und die unterschiedlichen Formen von Sozialhilfe definiert. Im zweiten Abschnitt geht es um die Sozialhilfe im globalen Kontext, wobei der Autor sowohl Industrie- als auch EntwicklungslÀnder betrachtet. Im dritten Abschnitt geht es um die unterschiedlichen AusprÀgungen von Sozialhilfe und die Auswirkungen von staatlichen Transferleistungen in verschiedenen Regionen, die dann im nÀchsten Teil miteinander verglichen werden, um mögliche politische Erfahrungen daraus abzuleiten. Social Inclusion. 2020;8(1):90-102.Universalism has become a lead idea of global social politics, and of global social security in particular, first voiced in the Universal Declaration of Human Rights of 1948 and renewed in recent calls for âSocial Security for Allâ and âUniversal Health Coverage,â and in the Global Partnership for Universal Social Protection to Achieve the Sustainable Development Goals launched by the World Bank and the International Labour Organization in 2016. This article analyses the idea of a universal right to social protection, as recently articulated by international organizations. According to J. W. Meyerâs neo-institutionalist theory of world society (KrĂŒcken & Drori, 2009; Meyer, 2007), universalism is a world-cultural norm, and international organizations are proponents of world culture. This article is based on the assumption that the meaning of universalism is not fixed, but that international organizations construct the norm in changing ways to secure worldwide acceptance and applicability, considering that states have very diverse socio-economic conditions and socio-cultural backgrounds. Accordingly, the article analyses how international organizations construct the cultural idea of universalism as well as institutional models of universal social protection. The finding is that the recent calls for universalism represent a new interpretation of universalism that refers to individual entitlements to benefits rather than collective development, and that this global consensus was reached by constructing the norm in a way to leave room for interpretation and adaptation. However, the price of consensus is the attenuation of the norm, by allowing particularistic interpretations and by weakening the content of the right to social protection.
