Simulating budget system in the agent model of the Russian Federation spatial development
In this paper we present methods, data and algorithms for simulating budget system in the model of the Russian Federation spatial development. We show the place of this task in methodology of our research and give a brief overview of the background results. We determine revenues and expenditures of the budgets and funds on the basis of federal laws, Budget and Tax codes of the Russian Federation. For validation of the budget system algorithms in the model we conduct retrospective modeling for the federal budget and the budget of Belgorod region in 201
Structural relaxation of E' gamma centers in amorphous silica
We report experimental evidence of the existence of two variants of the E'
gamma centers induced in silica by gamma rays at room temperature. The two
variants are distinguishable by the fine features of their line shapes in
paramagnetic resonance spectra. These features suggest that the two E' gamma
differ for their topology. We find a thermally induced interconversion between
the centers with an activation energy of about 34 meV. Hints are also found for
the existence of a structural configuration of minimum energy and of a

Circularly polarized electroluminescence from silicon nanostructures heavily doped with boron
The circularly polarized electroluminescence (CPEL) from silicon
nanostructures which are the p-type ultra-narrow silicon quantum well (Si-QW)
confined by {\delta}-barriers heavily doped with boron, 5 10^21 cm^-3, is under
study as a function of temperature and excitation levels. The CPEL dependences
on the forward current and temperature show the circularly polarized light
emission which appears to be caused by the exciton recombination through the
negative-U dipole boron centers at the Si-QW {\delta}-barriers interface

THE CORRECTION OF HALLUX VARUS DEFORMITY IN CONSEQUENCE OF SURGICAL TREATMENT FOR HALLUX VALGUS
The analysis of treatment of 21 patients (24 feet) with postoperative hallux varus deformity which have arisen after operations apropos hallux valgus is carried out. For correction of vicious position of the first finger we successfully carried out the Brandes procedure, sometimes in a combination to operations on sinews of muscles of the first finger - an adductor hallucis tendotomy and/or lengthening of the extensor hallucis longus tendon
Determination of optimal assemblies of software-based Ortho-SUV frame for correction of complex midfoot and hindfoot deformities
Aim: to find the optimal configuration of passive computer-assisted ORTO-SUV device for the correction of complicated midfoot and hindfoot deformities. Material and methods: The study was carried out using plastic “shin-foot”complexes, on which different versions of Orto-SUV device layout: five versions for midfoot deformities and three versions for hindfoot deformities. A model providing maximum amplitude of the movement was considered optimal. Results: Optimal layout for midfoot provides dorsiflexion of 41,1±1,7°; plantar flexion - 32,1±1,4°; supination - 53,3±1,8°; pronation - 35±1,6°; abduction - 44,2±2,1°; adduction - 43,2±1,7°. Optimal layout for the correction of hindfoot deformities provides rotation in sagittal plane upwards - 96,5±2,4°;rotation in sagittal plane downwards - 36,2±1,4°;“varusation” (angulationmedially in the frontal plane) - 31±1,3°; “valgusation” (in the frontal plane outwards) - 44,5±1,9°; movement upwards and backwards, angle of 45° to the horizontal plane - 86,4±1,2 mm; movement downwards and anteriorly, angle of 45° to the horizontal plane - 81,5±1,1 mm
SURGICAL CORRECTION OF HALLUX VALGUS IN PATIENTS WITH TRANSVERSE FLATFOOT AND DEFORMING ARTHROSIS OF THE FIRST METATARSOPHALANGEAL JOINT
Objective: to determine the opportunity of usage of Schede-Brandes procedure in the treatment of patients with hallux valgus. Material and methods. The results of Shede-Brandeis operation were studied in 119 patients (198 feet). The study included patients who were followed up long-term results of treatment for up to 10 years. The results of the surgical treatment were assessed by the AOFAS scale and total criteria proposed I.A. Pakhomov. According to these scales the following results were obtained: the good - in 59,59% of patients, satisfactory - in 22,73%, poor - in 17,68%. Conclusion. These results allow to recommend Schede-Brandes procedure for use in elderly patients with osteoporosis, concomitant vascular diseases of lower extremities and with rheumatoid arthritis
