    Stimulating of entrepreneurs’ innovative activity in the Republic of Bashkortostan

    The article views some aspects of promoting innovative activity in the Republic of Bashkortostan. The measures stimulating innovative activity have been grouped into blocks.1. Creating favorable conditions for innovative activity. 2. Increasing the population’s innovative activity. 3. Development of the system of scientific and production cooperation and innovation commercialization. 4. Investment support of innovative projects. 5. Development of innovative infrastructure. 6. Development of innovative small businesses. 7. Information provision of innovative activity. The main directions of implementing the above-mentioned conditions are: - lawmaking activity in the Republic, taking into consideration the federal legislation, international standards and traditions; - financial and tax inducement of scientific-technical and innovative activity; - international technological integration; - private-state partnership in the sphere of innovative activity. Recommendations are suggested, relating to the innovative policy activation for more efficient fulfillment of the key functions of the Republic’s scientific and research sector. The authors conclude that the Republic has all necessary preconditions for small entrepreneurship functioning: the natural conditions favorable for many kinds of economic activity, the forming local market infrastructure for small business servicing, and the availability of large enterprises and centers of economic activity.Keywords: entrepreneur, entrepreneurship, innovation, innovative activity, region, infrastructure, investments, stimulation, monitoring

    Centry i periferija v stranah Baltii i regionah Severo-Zapada Rossii: dinamika naselenija v 2000-e gody

    This article analyses population changes in North-West regions of Russia (the former North-Western economic zone and the Kaliningrad region) and the Baltics at the level of urban districts and municipalities. The cohort component method is used to analyze the youth population dynamics in the administrative territorial units of this level, which makes it possible to estimate the international (intraregional) migration of this population group. This method is used quite rarely, yet it is more accurate in studying the shifts in distribution of this group of population than current statistics. The article uses the data of the last two censuses (2000 and 2010), namely, the population size and the age and gender composition. In order to demonstrate the core-periphery relationship, the authors identified the core ATUs (national and regional capitals and capital areas), whereas the other units were grouped by their remoteness from the center. The analysis shows that in the countries and regions studied, population concentrates in the capitals and capital areas, whereas the periphery loses population at a fast rate. The centripetal movement is especially pronounced with the youth; moreover, it affects not only the size but also its structure of population in the core and periphery areas, which aggravates the processes of depopulation and ageing

    Terrestrial vegetation and lake aquatic community diversity under climate change during the mid–late Holocene in the Altai Mountains

    Using pollen analysis and metabarcoding of plant sedimentary ancient DNA (sedaDNa), we infer the floristic diversity in the vicinity of Lake Balyktukel, Ulagan Plateau, the Altai Mountains, over the last 7 kyr. The SedaDNA method identified 200% more taxa than found by morphological pollen analysis. In particular, it revealed that the dominant tree for the last 7 kyr was Larix rather than Pinus, which was less frequent in the vicinity of Lake Balyktukel. About 7 ka, larch forest mixed with dwarf birch was widespread on the Ulagan Plateau. The period between 5.3 and 3.4 kyr BP was characterized by the maximal spread of larch forest with an understorey cover of Vaccinium vitis-idaea. Pollen-based annual precipitation reconstruction indicates the most humid phase was between 6.95 and 4.3 ka, and generally coincides with maximal phytodiversity. The most bioproductive period of the lake was from 7 to 6 ka. After that, the trophicity of the lake decreased until 4.5 ka. The appearance of Hippuris vulgaris and increase in Ranunculus subgen. Batrachium at about 5.3–5 ka may indicate the extension of shallow-water ecotopes. Between 3.7 and 3.5 ka, the cyanobacterium Anabaena – an indicator of increased organic matter and algal blooms – was widespread. A planktic thermophilic cladoceran Bosmina longirostris appeared after 1.8 ka and colonized the lake, suggesting an increase in lake trophicity.
